Milliken, Appointed State Civil Service Commissioner by Governor Odell, June 1, 1903, to succeed William Miller Collier, resigned, was born in Canandaigua, August 27, 1854, and has lived all his life in that village. He was educated at the Canandaigua Academy, and upon graduating from that institution, became the assistant of his father, Nathan J. Milliken, in the management of the "Ontario County Times," which the latter founded in 1852, and which has been a leading organ of the Republican party in Ontario county since its birth. Mr. Millliken has continued his connection with that paper, becoming a partner of his father in 1891, and upon the latter's death in November, 1902, its editor and business manager. He was the Financial Clerk of the State Senate in 1888 and 1889, served as Chairman of the Ontario County Republican Committee for several years, was an Alternate Delegate in the Republican National Convention of 1900, and has been otherwise active in politics. He is President of the Ontario County Historical Society, and is identified with the management of a number of other local institutions. In 1905 he was elected President of the Board.
