Lyon Company, 1909 Victor Hugo Paltsits, the State Historian, was born in New York city on July 12, 1867, and was educated in public and private schools of New York city from 1872 to 1881. He then studied in the scientific course of the Cooper Institute until 1886. Later he became a student of German, Latin, Greek, Spanish and French in high schools and with tutors. On January 1, 1888, he became an employee of the Lenox Library and was one of the stataff of that library when he was appointed State Historian. He was an assistant in the reading room, then a sub-lirarian, and finally held the title of assistant librarian. While connected with the Lenox Library he was editor of The Journal of Captain William Potts, Jr., 1745-47; of papers concerning the Siege of Charleston, 1780; of the Captivity of Capt. John Gyles, 1689-97; of Rev. John Miller';s New York Considered and Improved, 1695; and the Captivity of Nehemiah Howe. He revised Vols. 3 and 5 of Appleton's Cyclopedia of American Biography and was biographical adviser in the preparation of Jesuit Relations and Allied Documents, writing eighty-eight of the biographies. He is the author of "Bibliography of the Separate and Collected Works of Philip Freneau," of "Scheme for the Conquest of Canada in 1746," of "The Depredation at Pemaquia in August, 1689," and of bibliographies of the Works of Father Louis Hennepin. He also has been the author of articles regarding the Lewis and Clark Expedition, and of many articles in magazines on historical subjects; as well as the adviser of the historical illustrations to be used with Avery's History of the United States. He is a member of the American Historical Association, of the Bibliographical Society of America, of the Maine Historical Society, of the New York Library Club, of the Committee on Bibliography of the American Historical Association, a fellow of the American Ethnological society, and a councillor of the Bronx Society of Arts and Sciences. Governor Hughes, on July 15, 1906, appointed him as State Historian.
