Stevens of Jamestown, Chairman of the Public Service Commission of the Second District, was born in Leon, Cattaraugus county, in 1847, and when appointed a Public Service Commissioner was one of the leading lawyers of Western New York. He was educated in common schools and in the Randolph Academy. He then studied law in the Harvard Law School and was admitted to the practice of law in 1872. In 1876 he became Assistant District Attorney of Cattaraugus county and held the position until 1883. He was a member of the Board of Education of Jamestown from 1891 to 1897, and when appointed Public Service Commissioner was again a member of the Board. He also, at the time of his appointment as a Public Service Commissioner was one of the members of the Board of Water Commissioners of Jamestown. He went before a committee of the State Bar Association and prosecuted charges against Justice Warren B. Hooker of the Supreme Court, and later appeared before the Legislature in relation to the same charges.
