President, CEO and trustee of Phipps Houses 1968-2003, he led the modernization of Phipps Houses from a small not for profit foundation into a corporate entity that could meet the new challenges of government assisted housing providing affordable housing for many New Yorkers. Under his stewardship Phipps Houses developed over 2300 units of housing in areas such as Bellevue South and Bronx Park South and managed housing in Sunnyside, the west side of Manhattan, New York Hospital, Rockefeller University and SloanKettering. He was also a director of the National Housing Conference and president and director of the Citizens Housing and Planning Council of New York; vice chairman for the New York Foundation for Senior Citizens and past co-chair New York Housing Conference. He was founder and president of Huntington Senior Citizens Housing Committee Inc. from 1971-2003 where he was the driving force for creating Paumanack Village, over 500 units of low income senior citizen housing. He also served on the NY Bar Association Committee on Housing and Urban Development, onthe board of the NY Salvation Army, Bellevue Assoc., American Savings Bank, Huntington Hospital Assoc., Executive Committee for NYC Modern Courts, chaired Lloyd Harbor Planning Board 1977-96 and was Huntington Town councilman. In his personal life Duncan loved sailing, music, politics and the Adirondack Mountains. Duncan Elder was a socially committed man of exemplary integrity and vision. Little known to the thousands of families who he enabled to live comfotably, he worked tirelessly for the public good. A colleague described him as "one of the most socially comitted individuals in the housing field and a NY housing leader". Duncan will be remembered with fondness and gratitude as a fervent advocate for affordable housing. He was a gentle, deeply loving husband and father. QUINN-John D., who was still cutting 2 acres of grass with a hand mower in his 90"s, passed away Monday, August 15, 2005. He was 101. Of Irish descent, Quinn emigrated from Motherwell, Scotland in 1926 and lived in Brooklyn. He worked for the Work Porjects Administration during the Great Deprssion, then spent 30 years with the Railway Express Agency, retiring in 1969. He served several years as Local Chairman of Brotherhood of Railway and Steamship Clerks. In 1980, he bought a home with six acres on Townline Road in Commack, where he grew and sold rhododendrons and azaleas. Mr. Quinn is survived by his daughter, Margaret Cecelia McHugh of Port Jefferson Station; a son, John of Layton, Utah; a sister,Sister Frances Patrice of Brentwood; 11 grandchildren and 33 great grandchildren.
