JUANITA R. LOWER JUANITA R. LOWER, 81, of Washington C.H., died Friday, Sept. 3, 2004, in Tucson, Ariz. She was born in Adams County on July 17, 1923 to AMOS MITCHELL and MABEL (FROST) MITCHELL. Mrs. Lower grew up in Greenfield where she lived until marrying NORMAN LOWER in 1940 and then moved to Washington C.H. She was a member of VFW Ladies Auxiliary 4964 and was a Hospice volunteer of Fayette County. In addition to her parents, she was preceded in death by her husband, Norman, in 1975 and by one brother, LEROY MITCHELL. Mrs. Lower is survived by a daughter, SANDRA (BUD) CONGER, a grandson, KEITH (MARSHA) CONGER, a granddaughter, AMANDA CONGER, and a great-granddaughter, ELIZABETH CONGER, all of Tucson, Ariz; two cousins, JACKIE GARDNER, of South Salem, and EDDIE WARNING of Washington C.H.; and by several nieces and nephews.
