Supt. Western Pennsylvania Reform School, Morganza, Pa. Dear Sir- We are at present preparing plans for some cottages for a Reform School for Girls, and desire to have an expression of your opinion as to which you think the more desirable system for sleeping apartments in cottages, whether the single rooms or dormitories. The cottages for which we are preparing plans are to accomodate twenty-five girls each. We expect to use single beds and have heard many arguments from variopus people, both for and against each of these systems, and, having considerable confidence in your judgment in matters of this kind, we would be very glad if you would kindly give us a frank expression of your opinion as to which system you recommend, leaving out of consideration the cost of the building, as, of course, it costs considerable more to build separate rooms than to use the dormitories. It might be well to add in this connection that each building has its own dining room, kitchen and school-room, and that it never expected to accomodate more than twenty-five girls, and it is expected that each building will have three care-takers.
