T. FOSTER. Mrs. J. L. White, St. Francis hotel, received word today of the death of her grandfather, William Thomas Foster, in Washington, yesterday following an operation for appendicitis. Mr. Foster, 87 years old and a native Missourian, had been noted as a long range weather forecaster. His weekly and monthly bulletins from the national capital have had a wide circulation in agricultural districts. Surviving Mr. Foster are the widow and four children. The youngest son, Ralph D. Foster, is a resident of St. Joseph. - Kansas City News-Press. Mr. Foster was born in Illinois, and came to St. Joseph forty-six years ago. The family home was at Twenty-fourth and Charles streets during the later years of his residence here. He served as captain of a Missouri regiment in the Civil War, and afterward was active in the G.A.R. He was a member of the Masonic lodge, and notice of the death was received this morning by Fred Heyde, secretary of St. Joseph Lodge No. 78, A. F. & A. M. Scientific articles written by Mr. Foster have been published in many newspapers and periodicals throughout the United States, and during the last several years he had been contributing largely to publications of Canada. During a period of his residence in St. Joseph he was editorial writer on the old Herald, and he also published a weather weekly under the caption of "Foster's Forecasts."
