Memorial services were at 4 p.m. Thursday at the Elks Lodge. Arrangements were by Cremation or Funeral Gallery. Mr. Howard grew up in Norman, Okla. He earned a bachelor's degree in zoology and a master's degree in aquatic ecology from the University of Oklahoma. He worked 20 years as a computer programmer and systems analyst for JTL Group, formerly known as Long Construction. Mr. Howard served in the Peace Corps in Bolivia and Nicaragua. He was a member of the Downtown Exchange Club and a board member of the Treasure Trails Girl Scout Council. He volunteered in the Youth for Understanding exchange program. He married Shirley Miller at Oklahoma. Survivors include his wife; a daughter, Terri Lynn Howard of Tacoma, Wash.; his father and stepmother, Robert and Phyllis Howard of Nye, Okla., and Norman; a sister, Eileen Howard of Belchertown, Mass.; a brother, Brian Howard of Menlo Park, Calif.; a sister, Kathleen Howard of Fostoria, Ohio; and two stepsisters, Jan Mummery of Woodland Park, Colo., and Susan Mummery of Seattle. The family suggests memorials to Youth for Understanding, 115 Fourth Ave. S, Suite C, Edmonds, WA 98020-3515.
