Foard and Jones Funeral Home--Newark DE Norman Transcript 23 Oct 2003 Charlesa A. Lowell Charlesa A. Lowell, 52, of Newark, Del., died Monday, Oct. 20, at her home. A celebration of Mrs. Lowell's life will be from 7 to 9 p.m. today at the R.T. Foard and Jones Funeral Home, 122 W. Main St., in Newark. Private services will be held at the convenience of the family. R.T. Mrs. Lowell was the first library director of Kent County Library in Kent County, Del., Delaware deputy state librarian and was currently branch manager at the Newark Free Library. She was a member of the Newark Morning Rotary and the Delaware Library Association. She enjoyed her time with the local "Soup Group." She completed her undergraduate degree at Oklahoma State University and her graduate degree at the University of Oklahoma. She began her library career in Oklahoma City area libraries. Mrs. Lowell's family said she was strongly committed to libraries and their positive effect on the lives of people. Mrs. Lowell is survived by her husband, Howard P. Lowell of Newark; mother and step-father, Lovina and Charles Thompson of Independence, Mo.; son, Garrett R. Timmons of Las Cruces, N.M.; brother, Michael Gatson of Independence; and sisters, Regina Smith of Noble and Hope Phan of Wichita, Kan.
