Hulsey, 72, of Stillwater, passed away on 10/11/2004 at his home. Services will be at University Heights Baptist Church on Sunday, October 17, 2004 at 3:00 p.m. Dr. Tom Westbrook and Mr. John Talley will officiate. Strode Funeral Home in charge of arrangements. In lieu of flowers the famly is requesting donations be made in Orbra C. Hulsey's name to the following: Dr. Orbra Carrel Hulsey Scholarship Fund, c/o Caddo Kiowa Technology Center, P.O. Box 190, Fort Cobb, OK 73038; National Kidney Foundation of Oklahoma, 3617 NW. 58th, Suite 101, Oklahoma City, OK 73112; or Judith Karmen Hospice, Inc., P.O. Box 818, Stillwater, OK 74076. Dr. Hulsey was born in Oilton, OK on 11/14/1931 to John Arther Hulsey and Lila Ellen (Howell) Hulsey. He married Fleda Grace 'Teda' Hulsey on December 25, 1955 in Stillwater. Dr. Orbra C. Hulsey taught math and science and served as school principal in Ryan, Oklahoma from 1957 to 1961. He then served as principal at Comanche High School form 1961 to 1965 and served as superintendent of Comanche Public Schools until 1970. He then became the superintendent of Caddo Kiowa Technology Center, Fort Cobb, Oklahoma and served in that capacity until his retirement in 1995. During his tenure at Caddo Kiowa several unique programs were estabtislied. They are: an award winning on campus childcare facility; free transportatin to and from 15 sites in the Caddo and Kiowa County areas; an open entry/exit policy that allows students to begin and finish their education according to their schedules; and on campus GED instruction during school hours. Hulsey was a life member of the American Vocational Association, the Oklahoma Vocational Association, the Oklahoma Association of School Administration, Phi Delta Kappa, the Oklahoma State Alumni Association, The Cooperative Council of Oklahoma School Administrators, the National Council for Local Administrators, The American Association of School Administrators, The OASA Executive Board, former Chairman of the North Central Commission on Schools, District #577 Governor of Rotary International, District Governor Toastmaster International, American Legion, Korean War Veteran, U.S. Navy. He was a member of University Heights Baptist Church, Stillwater, OK. He was a graduate of Oilton High School, 1949, B.S. Math Education, Central State College, 1957, Masters of School Administration, Midwestern University, 1962, Doctorate of Education, Oklahoma State University, 1977. He is predeceased by his father, mother, brother, and sister. He is survived by: wife, Fleda Grace 'Teda' Hulsey; son, Orbra Chris Hulsey of Stillwater, OK; daughters, Caryl Ruth Talley and her husband John of Stillwater, OK, and Carrie Ann Greene and her husband Carl of Stillwater, OK; grandchildren, Saul Thomas Talley and his wife Mary Beth Horton Talley of Stillwater, OK, Grace Ruth Talley of New York City, NY, and Hulsey Phoebe Greene of Stillwater, OK. The Hulsey family has great appreciation for the care given by Dr. Tim Smalley and staff, Stillwater, Dr. Chris Sholar and staff, Oklahoma City, the staff of Stillwater Dialysis Center, and the nurses and staff of Judith Karmen Hospice.
