Palmer Richard N. "Dick" Palmer, Ponca City resident, died Friday, July 12, 1996, at Shawn Manor Nursing Home. He was 87. The funeral will be held graveside at 1:30 p.m. Monday at the Fredonia, (Kan.) Cemetery. Arrangements are under the direction of Timmons Funeral Home in Fredonia. Richard N. "Dick" Palmer was born Dec. 4, 1908, in Fort Barrancas, Fla., the son of Walter and Rose (Stevens) Palmer. He graduated from Cicero, Ill., High School in 1928, and received a college degree from the University of Illinois in 1932. In 1936, he was employed as a construction engineer with the Corps of Engineer, Tulsa District. He served in the U.S. Navy from 1943-46 in the Asiatic Pacific Theater during World War II. After his discharge, Palmer returned to the U.S. Corps of Engineers and worked as construction engineer on projects at Fort Supply, Canton, Hulah, Midwest City and Heyburn Dam in Oklahoma. He was married to Ocie Woods Thornburg in Independence, Kan., on April 26, 1947. From 1950 to 1960, Palmer served as resident engineer in Fall River, Kan. In 1960 he served as project engineer in Marion and Council Grove, Kan., and then on the Kaw Dam project in Ponca City. He retired in Ponca City in 1973. Palmer was a member of the Fall River Greenwood Lodge 163 AF&AM and the National Association of Retired Federal Employees. He was an avid bowler had served as secretary of several leagues until his health failed . Survivors include his wife, Ocie, of the home; one son, Jerry of Grand Rapids, Mich.; one daughter, Peggy Beadles of Perry, Okla.; one brother, Leonard, of Littleton, Colo.; one sister, Dorothy Lindgren of Racine, Wis.; four grandchildren; and four great grandchildren.
