He was born in Heavener, Okla., and was a public-works supervisor in civil service. He served in the Army during World War II and in the Navy during the Korean War. He was a member of Masonic Lodge 696 and a volunteer for the San Diego County Sheriff's Department. Survivors include his son, Randal Barlow of San Marcos; two grandchildren; and three great-grandchildren. Services: 11 a.m. tomorrow, Allen Bros. Mortuary, San Marcos Chapel, 435 N. Twin Oaks Valley Road, San Marcos. Interment: San Marcos Cemetery, 1021 Mulberry Drive, San Marcos.
