Graduated at West Point in 1855, assigned to the artillery, and served against the Seminoles in Florida. At the opening of the Civil War he took part in the battle of Bull Run, and was present in the defenses of Washington till 1862, when he served in the Peninsula campaign. At Gettysburg he commanded that portion of the line at which the famous Confederate charge on the third day was directed, and it was mainly his command that met and defeated it. Here he was wounded while leading his men, and for this service he was brevetted major, United States Army. In May, 1864, he was promoted to colonel, United States Army, for Spottsylvania; in August, major-general of volunteers, and in March, 1865, brigadier-general and major-general, for services in the campaign ending in the surrender of General Lee's army. Since July 21, 1869, General Webb, has been president of the College of the City of New York.
