Sulphur, will be held Saturday, Feb. 26 at 2:00 p.m. at the First Baptist Church with Rev. Bill Leveridge officiating. Clagg Funeral Home will be in charge of arrangements. Born November 17, 1918 in Elk City to Charles Wesley Phelps and Laura Mae Conley Phelps, he died Sunday, Feb. 20 in Ardmore. Mr. Phelps grew up in Elk City, graduating from Elk City High School and later Oklahoma State University with a degree in animal husbandry. Following graduation, he joined the OSU Extension Service as an assistant county agent in Lawton. In 1947, he was promoted to a full county agent and moved to Sulphur where he served for 10 years before moving to Purcell as a county extension agent until 1977. He moved back to Sulphur following his career with the extension service of OSU. He was a member of the First Baptist Church where he served as a deacon and the Oklahoma Cattlemen's Association. He was a veteran of WWII. Surviving are two daughters, Karen Heines and Sandy Phelps, both of Dallas, Texas; a granddaughter, Deborah Marie Heines, Dallas and nieces and nephews.
