Carter, age 80, passed away peacefully following a prolonged decline on August 24, 2002, surrounded by his close family. He was born to Arthur Earl Carter and Lela Enid McConnell on June 28, 1922 in Winchester, KS, and was preceded in death by his parents, his beloved wife Marian, and his brother Charles Carter. C.L. married his high school sweetheart, Marian E. Weibel, on December 24, 1941. They were married for 50 years, prior to Marian's death. They successfully raised 4 children who will never forget their fabulous memories as part of the Carter Clan. He is survived by his brother Don Carter of Overland Park, KS, daughters Gayle Illing, Greta Carter Forcina, Gina Setticerze of Edmond, OK, and son Dr. Gregg Carter of Redding, CA. C.L. left a wonderful legacy of 11 grandchildren: Blake Forcina, Brooke Forcina, Shannon Setticerze, Jennifer Witherby, Jeff Case, Stuart Case, Robert Phillips, Jared Davis, Katelyn Carter, Kilee Carter, and Chance Carter, and 1 great-granddaughter, Hattie Witherby. C.L. attended high school in Winchester, KS and then served as a Sergeant in the U.S. Army during WWII. Following the war, C.L. attended the University of Nebraska and Kansas University where he received his degree in geology. C.L.'s life work in the oil industry included 25 years of service with the Exxon Corporation. Upon retirement, C.L. and Marian launched a successful second career as the independent oil and gas lease brokerage firm, Carter Oil & Gas. C.L. was a loving husband, devoted father, and proud Papaw. He will be remembered with love, respect, and laughter. A graveside service will be held at the Memorial Park Cemetery in Edmond, OK, at 10:00 a.m. Tuesday, August 27, 2002. In lieu of flowers, the family has requested memorials be made to Community Grace, Inc. a non- profit corporation designed to provide housing for special needs children.
