Howard was born June 7, 1914, in Marshfield, Missouri, to Ralph S. Newcomb and Dora Lee Newcomb. Two years later, his family moved to Ada, Oklahoma. There, at the ripe old age of four, he met his future wife, Eudeana Blankenship, on the day of her birth. They married on November 27, 1940 in Oklahoma City and had eleven children together. In high school, Howard reached the status of an Eagle Scout. He was awarded a trip to Washington, D.C., where President Hoover congratulated him for his work in some of the earliest development of television west of the Mississippi. He went on to study physics and received a B.S. from East Central State College in Ada. He owned a Radio & Appliance shop for seven years and was an avid ham radio operator. Howard and Eudeana moved to New Orleans where he attended Tulane Law School, played in their band and developed his lifelong love of jazz. From there, Howard was called to serve on the War Production Board in Washington, D.C. His knowledge of physics and radio transmission were invaluable in the development of radar used during World War II. Howard owned Newcomb Amusement & Vending Machines and he and Eudeana together founded Newcomb Investment Company. Howard was a wonderful husband, a dedicated father, and in the words of his wife, 'an enthusiastic supporter of women's rights.' He and Eudeana instilled a love of learning in their children and provided all eleven with the necessary means to acquire college degrees. Howard was an avid gardener, and as a member of Epworth Methodist Church for fifty-three years, he helped fill its sanctuary with beautiful flowers on many a Sunday.
