Services were Monday at Resthaven Funeral Home Chapel. Burial was at Resthaven Memory Gardens. Resthaven Funeral Home in Oklahoma City handled arrangements. Mr. Winters was born July 29, 1928, in Oklahoma City, to Luther Smith and Mary Jane (McKiddy) Winters. He married Jacqueline C. Ford Aug. 22, 1952, in Oklahoma City. He graduated from Norman High School. He earned his bachelor's degree in industrial education from the University of Oklahoma in 1957. He served in the Air Force and achieved the rank of captian. He taught high school for two years. He retired as a senior air instructor in 1986 after 28 years with the Federal Aviation Administration. He was secretary of the board for City Rescue Mission for 17 years and was a member of the VFW. He was active in Boy Scouts of America and earned the Silver Beaver Award. The highlights of his involvement with Boy Scouts were helping his sons achieve the Eagle award and attending Philmont in 1969. His daughter achieved 1st Class in Girl Scouts. He was a deacon and elder at several churches. After retirement, Charles and his wife enjoyed traveling to China, Hong Kong and Thailand. He also was an active sponsor of Vietnamese refugees. Mr. Winters was preceded in death by his parents; sister, Callie Pearl Winters; and brother Melvin P. Winters. Mr. Winters is survived by his wife, Jacqueline C. Winters of the home; sons, Dr. Monty Winters and wife, Marita, of Pink, Mark D. Winters and wife, Jun, of Irvine, Calif., and Matt Winters and wife, Jennifer, of Richardson, Texas; daughters, Martha Winters of Oklahoma City and Melissa Long and husband, Larry, of Midland, Texas; one foster son, Mike Vo of Arlington, Texas; brother, E. Kenneth Winters of Tulsa; sister, June Barker and husband, Bud, of Sulphur; 12 grandchildren and one great- grandchild. Memorial contributions may be made to the Southwestern District/C&MA for the Charles L.
