He was born Sept. 16 in Oklahoma City and died the following day. In addition to his parents, survivors include one brother, Allen Wayne Starks Jr., of Del City, Okla.; his maternal grandparents, Robert L. Sr., and Earnestine Clemons of Albany, Ga.; maternal great-grandmother, Clarissa Simon of Dallas, Texas: paternal grandparents, Arnett and Edna Starks of Tulsa; paternal great-grandmother, Ruby Scott of Muskogee; paternal grandparents, N.B. Starks of Rentisville, Okla., and Lem Starks of Morris, along with other relatives. Graveside services will be conducted at 1p.m., Saturday, Sept. 23, in the Hillcrest memory Gardens in Spencer, Okla., with the paternal grandfather, Bro. Robert L.
