Barker came to Hominy in May of 1997, and served as Chief of the Hominy Police Department until his retirement this past summer. He also served as acting city manager for a number of months in 1998. Richard Lynn Barker, Sr. was born in Lucien, Oklahoma on Feb. 24, 1940 to Samuel and Myrtle Edith (Witter) Barker. He died in Stillwater on October 5, 2001 at the age of 61. A veteran, Barker served in the United States Navy. He and Irma Joyce Cook were married May 15, 1959 at the First Baptist Church in Perry. Barker was a police officer in Perry before coming to Hominy. He was a member of the Fraternal Order of Police and had been involved in D.A.R.E. (Drug Abuse Resistance Education) and Gang Resistance Education and Training (GREAT). A licensed and ordained Baptist minister, Barker had served as pastor of Freedom Baptist Church at Billings, OK. Since then he frequently was called on to officiate at weddings and funerals. In addition to his wife Irma, he is survived by two daughters and sons-in-law Tami and Allen DeVillbiss, Perry and Angela and Richard Warfield, Dallas, Texas; one son and daughter-in-law, Lynn and Crystal Barker, Orlando, OK; two grandsons, Matt DeVilbiss, Stillwater and Winston Warfield, Dallas; four granddaughters, Leslie DeVilbiss, stillwater, Jalyn Barker, Orlando, and Aubrey and Ashley Warfield, Dallas; one sister and brother-in-law, Dine and Todd Cardin, Perry; one brother Gary Howard Barker, Billings; one brother-in-law and sister-in-law Charles and Mary Lou Cook, Kellyville, OK; and numerous aunts, uncles, nieces and nephews.
