He was born May 1, 1921 in Quinton, Oklahoma. He married Ruth Ridgway on January 5, 1946 in Wilburton, OK. He was an active member of the Wilburton VFW and the Wilburton DAV. Cecil was a veteran of World War II and served in the U.S. Army. Survivors include two sons and daughters-in-law; Home (Abe) and Shirley Ann of Tulsa, OK; and Wesley and Judy of California; three brothers and sisters-in-law: Virgil and Wanda Bullard of Wilburton; Vernon and Ann Bullard of Wilburton; Gene and Barbara Bullard of Alderson, OK; a sister and brother-in-law, Lucille and Lester Gough of Wilburton; three grandchildren; 4 great-grandchildren; many nieces and nephews and a host of friends. Cecil was preceded in death by his mother and father; his wife, Ruth in August 1989; four brothers, and two sisters. Services were Monday, March 29, 1999, at 2:00 p.m. at Waldrop Funeral Home Chapel. Reverend Tom Ratliff officiated. Burial was at Wilburton Memorial Gardens Cemetery, under the direction of Waldrop Funeral Home, Wilburton, OK. Pallbearers were Lester Gough, Jr.; Vick Bullard, Stoney Bullard, Darrel Bell, Troy Bullard, and Carl Bullard. Honorary pallbearers were D. H.
