Cleto moved with his parents to Oklahoma Territory in 1903 to homestead in the Dempsey Community. He attended school in Dempsey, graduating in 1916. He attended one year at Oklahoma A&M, Stillwater. On February 1, 1924 he and Louise Yost were married in Old Rankin. They made their home in the Grimes community where he worked as a beekeeper, blacksmith, electrician and as a rural mail carrier for neary 44 years. His wife passed away on September 30, 1977. On April 6, 1979 he was married to Cleo Grissom in Cheyenne. Following their marriage they made their home in Sayre. She preceded him in death in 1983. Mr. Franklin loved to garden, having a garden through last summer. He had been a member of the Odd Fellows Lodge in Sayre and the National Rural Carriers Association. In addition to his wives, those preceding him in death were his parents, 3 sisters and 2 brothers. Survivors include; 2 daughters and sons-in-law, Lura Mae and James Mogg of Cheyenne, Oklahoma, Mildred and James S. Matthews of Cincinnati, Ohio; 1 son, Lloyd Dean Franklin of Cheyenne; 4 grandchildren, Jim Mogg of Mesquite, TX, Jim Matthews of Oklahoma City, OK, Marilyn Casden of Worthington, Ohio, Dayna Brown of Minneapolis, Minn,; 5 great grandchildren; other relatives and friends. Funeral services were held Wednesday, April 26, 1989 at 2:30 p.m. in the First Baptist Church of Cheyenne with Willard Cox and Ken Shiplet officiating. Interment followed in the Dempsey Cemetery, Roger Mills County, Oklahoma with Rose Chapel Funeral Service, Cheyenne, in charge of arrangements. Pallbearers were: George Bryan, Benjamin Olson, S.A. "Buck" Burkhalter, W.C. "Bill" Olson, Jim Mogg, Jim Matthews. Honorary pallbearers were: Frank Dodson, R.J. "Babe" Frankford, Lester Davis, E.L. Sanve, Earl Daugherty, Gaylord Harrington, Edwin Keahey, Roy T. Shotwell, R.N.
