At an early age, he moved with his parents to western Oklahoma and had been a resident of Roger Mills County until 1990 when he moved to Ashland, Kansas to be near a son and wife. Bill attended the Durham School but only completed the 7th and 8th grade. He often had to miss school to work in the fields to help with the family income.
