Risley was born in Strong City, Oklahoma, on April 5, 1908. His parents were Lewis Albert and Nancy Francis (Fannie) Risley. Following a stroke on April 20, 1977; he passed away in Cimarron Memorial Hospital, Boise City, Sunday morning April 24, 1977, shortly after his 69th birthday. Fred came to Cimarron County at the age of 27 and has made his home here for the last fifty years. Fred served four years in the U.S. Army during World War II. Most of that time was spent in overseas duty, during which time he received a purple heart, Bronze Service Star, and a good conduct medal. He was honorably discharged with the rank of Master-Sergeant. Fred was united in marriage to Mary Maness on October 1, 1945. To this union, three sons were born. They are: James L., Jerry W., and Fred O. Riley, Jr. Fred was engaged in farming from 1946 to 1968. He then worked for the county for four years until his retirement in 1973. Survivors include his wife, Mary, and sons, James L. of Boise City, Jerry W. and wife Sharon and granddaughter, Jamie of Tulsa, Oklahoma; and Fred O. Jr., and wife Jody; also, of Boise City. Three sisters: Mrs. Clude McGee of Cheyenne, Oklahoma; Mae Adee and Mrs. Larmen Thompson of Boise City and a brother, Benton R. Risley also of Boise City, Oklahoma. Fred was preceded in death by both parents, and two brothers, Walter A. Risley and Albert Lewis Risley and two-half brothers, Cleve and Charles Risley. Among those attending from Roger Mills County were: a sister, Mr. and Mrs. C.L. McGee of Cheyenne, Oklahoma; and children, Ervie Porter of Cheyenne; J.T. Porter and Mrs. Alex LeGrand of Reydon.
