Bids of the City and Public Service Company were the same for the annual contract. Government regulations call for high dice to win a bid if there is a tie. City Manager John Milliken rolled an “eight,” and Ray L. Rice, PSC manager for the Duncan area, came out with a “five.” 25 Years Ago: Dick McConnell and John Birdsong gave Ray Kerr his “reward” for captaining the losing team in the Duncan Chamber of Commerce’s membership drive. Kerr captained the 76ers who, like their Philadelphia counterparts, stayed close in the score, but lost the series. 10 Years Ago: For one of the centennial events Judge I. Jail took the bench, saying “In this court you’re guilty unless you can prove you’re innocent, but we’ll find you guilty anyway.” Aided by Duncan’s Keystone Kops, Judge Jail (alias Ed Carey) kept his word. Five Years Ago: Duncan Police Officer Audrey Clark had been teaching children for six years how to say no to drugs and how to build their self- esteem. For that, and going above and beyond the call of duty, Mrs. Clark was awarded the Oklahoma State DARE Officer of the Year Award. One Year Ago: A suspect in a Duncan liquor store robbery was injured after he was accidentally run over by a police car, according to police reports.
