Arrangements were made under the direction of Callaway-Smith-Cobb Funeral Home. Born February 2, 1921, to Hardy and Leona (Rector) Carter in Sherman, Texas, moved to Cache at the age of three and lived in that area as well as Lawton and Marlow most of his life. Carter graduated from the University of Oklahoma, he retired from Education as a Professor at Cameron University. He was preceded in death by his parents; and a sister Augusta M. Cox in 1999. Survivors include a niece Rhonda DuPre and husband Patrick of Birmingham, AL.
