Billy was born September 8, 1944 at Oklahoma City to David Woodrow and Marguitte Hadley Welch. Billy was a chuch member of the Southeast Church of Christ in Oklahoma City. He was a retired police officer last working as chief of police in Dover, OK, before retiring due to health problems. His hobbies included hunting, fishing and camping. He is survived by one son, Billy Kay Welch Jr of Gravette, AR; one daughter, Nikki Miller of Siloam Springs, AR; one brother, David Edward Welch of Blanchard; two sisters, Charlotte Pergeson of Prairie Grove, AR and Sharon Cherry of Oklahoma City; two grandchildren, Chris Welch and Daniel Miller. Services will be held Thursday, July 25 at 2:00 p.m. at the Luginbuel Chapel in Prairie Grove, AR. Interment will follow at Scott Cemetery under the direction of Luginbuel Funeral Home. Pallbearers will be Tim Welch, Wayman Dearing, Ryan Hull, Jeffery Beggs, Steven Beggs, Micheal Welch, Tex Baker, Larry Kamphouse, Doug Crawly and Ronnie Morris.
