He was born in Jackson county, Mo., June 25, 1857. When he was sixteen months old, his parents immigrated to Oregon, settling in Marion county, where they remained for about five years. They then removed to Scio, Linn county, where Mr. Johns received his preliminary education. He later attended the Willamette University at Salem, graduating in 1878. Shortly after this he was appointed deputy sheriff of Marion county under J. A. Baker, a position he held for two years. He then read law in the offices of Judge B. F. Harding and W. H. Holmes and was admitted to the bar in 1880. Locating in Polk county, he practiced there until 1888, during two years of which he served as county judge. In 1888 he moved to Baker City, and by his progressiveness soon gained a prominence. In 1891 he was elected mayor and again in 1892.
