Grant had secured a license from Washington, and his defence was that owing ot he controversy between the two states as to the exact boundary line it was impossible to tell whether or not the sands were in Oregon. At that particular section of the river at the Washington Board says the line is the Cordell Channel, while the Oregon Board asserts that it is the old North Channel. The grounds which Grant was operating lie between the two channels.
