Morning Oregonian September 16, 1904
Astoria,Or.,Sept.15-(Special)- The County Court at its session today awarded a 
contract  to Alex Duncan,of Seaside,for the construction of a road to connect 
Upper Necanicum road with the highway leading to Elk Creek.This 
improvement,when completed, will shorten the road between Seaside and Elk 
Creek about 700 feet. The contract provides that the roadbed be graded 20 feet 
wide and covered with gravel six inches thick and that the necessary ditches 
and culverts be constructed to afford proper drainage.
