Clarke Publishing Company P. J. GALLAGHER. In the four years during which P. J. Gallagher has been engaged in the practice of law in Portland, he has risen steadily in public esteem and has won a large and remunerative clientele. He was born in Minnesota in 1884 and is a son of Thomas and Cecilia Gallagher, both of whom died before their son was ten years of age. When he was twelve years old he and one of his brothers ran away to the vicinity of St. Paul and P. J. Gallagher, determined to secure an education, completed his high school work at Lakeville. He then went to Pierre, South Dakota, near which place a Scotchman, known as "Scotty" Phillips, ran a cattle ranch, and also had acquired a herd of buffalo. There Mr. Gallagher was engaged in round-up and other work on the ranch for several years. George Phillips, a nephew of his employer, had a desire to study law, for which Mr. Gallagher also had an ambition, and the two boys arranged to help each other. George Phillips entered the law school of the University of Michigan and on the completion of his course opened an office at Fort Pierre, and also one at Phillips, South Dakota, which town was named after "Scotty" Phillips. Mr. Phillips formed a partnership with Alvin Waggoner, a fellow student at Ann Arbor, who went to South Dakota and assumed control of the office at Phillips, conducting it as Phillips and Waggoner. Mr. Gallagher entered this law office as a student, in addition to which he attended summer sessions of law school, and in 1911 was admitted to the bar. He became a member of the law firm of Phillips & Waggoner, at Fort Pierre and Phillips, where he remained until January, 1913, when he came to Oregon. His first location in this state was at Burns, where he remained but a short time, going from there to Ontario, Malheur county, where he built up a good practice and remained until 1925. He then located in Portland, opening an office at 1202 Bedell building, in which move he had a two-fold object, that of entering a larger field of practice and of securing for his children better educational facilities. He conducts a general practice and has earned a well deserved reputation for ability and trustworthiness. In 1907, at Midland, South Dakota, Mr. Gallagher was united in marriage to Miss Florence E. Hall, a daughter of John and Emily Hall, both of whom are still living in South Dakota. They were early pioneers of that state, from which the Indians drove them out twice. Mr. and Mrs. Gallagher have five children, namely: Cecilia, who is a student in the Northwestern Law School; Evelyn, who is a student in Reed College; and Martin, Claire and Thomas, the last two of whom were born in this state. Martin and Claire are attending the Lincoln high school. Mr. Gallagher has always shown a deep interest in public affairs and while living in Ontario, in 1919 and again in 1921, was elected a member of the state legislature, serving in both regular sessions and two special sessions. He was also a member of the county fair board and city attorney. He was attorney for and handled the Owyhee irrigation project, lobbying for the community at Washington, D. C., where he spent much time from 1920 to 1924 during part of each session of congress; until the desired bill was finally passed. He is a member of the Benevolent Protective Order of Elks, the Knights of Columbus, the Multnomah County Bar Association, the Oregon State Bar Association and the American Bar Association. All who know him hold him in high esteem for his excellent personal qualities, as well as for his professional ability, and he has won many warm friends in this city.
