He and Lee Toy,known as the Mayor of Chinatown,in Philadelphia,will be arraigned on September 26 on a charge of importing women into the UNited States for immoral purposes. Lee Toy,whow as arrested five days ago,was released today on $5000 bail. De Silva and Toy arrived form China on the Doric,a few weeks ago with 207 Chinese acrobats and 12 Chinese women for the Exposition at St.Louis. Four of the women confesses that they and their companions were slave and were being brought to the United States for immoral purposes. The four were not permitted to land but the eight other women were allowed to proceed.
