Bellinger as judge of the United States court for the district of Oregon, was received by him yesterday morning. It is an imposing looking document on a sheet of parchment about two feet square, ornamented with a huge red seal, and recites that on account of the confidence reposed in the integrity, honesty and ability of the said Charles B. Bellinger he is, with the consent of the senate, appointed to administer the law in this district during good behavior. Those who believe that a man's chirography is an index to his character, would probably be fooled by the signature of President Grover Cleveland attached to the commission, as it is rather a delicate piece of penmanship, and with the exception of the flourish at the end looks like a lady's handwriting.The commission bears date of April 15. Judge Bellinger says he will not assume the duties of the office for several days at least, not before the first of May, and perhaps not untl the return of Judge Gilbert from San Fransisco. In regard to the crier of the court Judge Bellinger says that owing to a ruling of the department there has been no salary attached to its since that ruling, and there is no prospect for an indefinite time of any salary being paid, until some special provision has been made for it.
