He is a product of the west, being born in Oregon City, this state, on October 1, 1859. When but an infant, his parents moved onto a farm seventeen miles from Oregon City, where they continued for eighteen years. In 1880 he came to John Day valley and Long creek, and engaged in teaching the same year, after which he moved to Pendleton and was occupied in various lines until he took the contract to carry the mail from Pilot Rock to Alba. Here he served for four years on a sub-contract and four more years as original contractor. Upon the completion of this work he entered the drug business at Alba and followed it for six years with flattering returns financially, when he was burned out. During this period he was postmaster, which duties he discharged with accuracy and dispatch to the satisfaction of all concerned. After the fire he came to Pilot Rock and engaged in farming for two years and then was called to fill the office of postmaster at Pilot Rock, where he still is the incumbent. On June 14, 1885, he was married to Miss Mary Johnson, who was born in St. Joseph, Missouri, on October 7, 1866. They have three children as follows: W. Percy, born July 26, 1887; Jessie H., born April 9, 1889; Jack, born January 1, 1892. In fraternal relations Mr. Folsom is associated with the Woodmen of the World, the I. O. O. F. and the United Artisans. The father of our subject was born in Old Town, Maine, in 1824, and died in 1897 at Sprague, Washington. His mother was born in Indiana, in 1824, and is now living at Sprague, Washington. Mrs. Folsom's mother is living in Peck, Idaho. Her father, David Johnson, was a veteran of the Civil war and died here October 15, 1880. He has six brothers living and two dead. In public office and private life Mr. Folsom has always maintained an enviable reputation, seeking to fulfill the duties of the trying position of federal postmaster as well as all other trusts that devolve upon him with a conscientiousness that has met with much approval as the call to his present position testifies, and it is with pleasure that we accord him a representation in this volume that will preserve the account of his faithfulness as a stimulus to the moral virtues of those to follow.
