Although but yet in the morning of life, he has acquired real estate holding and bands of stock that place him in the lead even in this county of stockmen. He was born in Wisconsin, on February 11, 1869, and when but an infant was taken by his parents to Atchinson county, Kansas, whence, three years later, they removed to Phillips county in the same state. Here he received a good public school education and remained until he was thirteen years of age, then came to Douglas county, Oregon, settling at Comstock sation. For three years he was occupied in this place in furnishing ties and telegraph poles to the O. & C. Ry., and then came to Umatilla county, in 1885, with his parents, settling on their present place, seven miles southwest from Pilot Rock. The parents remained here until 1898, and then removed to Pendleton, where they now live. For six years succeeding their advent into this county, our subject and his brother, who now form the firm of Rugg Brothers, were occupied in shearing sheep in the spring and operating a header and threshing machine in the summer and fall. In this way they secured their start in stock. From their first band of fourteen hundred head they have increased until they now own over ten thousand, beside as many more that fell to the older brother when he withdrew from the firm. Their real estate holdings amount to over five thousand acres, a princely domain, which is utilized as pasture for their bands of sheep. They raise the Oxford Downs and Shropshires crossed with Merinos, finding them a very profitable breed. About one hundred and seventy- five acres in Jack Canyon, are devoted to raising hay for these flocks, while the balance of the estate is all used for grazing and general farming. Mr. Rugg is a stockholder in the Northwest Live Stock and Wool Growers Journal, of Pendleton, taking a great interest in its advancement as also in making a study of the science of producing wool, in which he has shown a marked proficiency. He is a member of the Methodist Episcopal church of Pilot Rock, manifesting activity in all its affairs that is quite commendable, while he receives the esteem of all. His every day life is an exemplification of the faith he professes, which with his fine capabilities and geniality have made him a favorite among his large circle of friends and acquaintances.
