RUGG The estimable and representative citizen whose name stands at the head of this article is one of the most skillful wool growers of this portion of our state, while his executive ability and high order of talent have ben manifested in his whole demeanor and excellent achievements during his residence in Umatilla county, where he has over wrought with that breadth of public spirit that looks to the welfare of the comonwealth and is most commendable in every citizen. He was born in Wisconsin on September 22, 1863, where he remained until he was about eight years of age, when he was taken by his parents to Minnesota and from there to Kansas, in which place he received a good public schooling. From here he went to the Willamette valley and commenced the battle of life for himself at the age of nineteen, his first enterprise being logging and tie making for the O. & C. Railway. After three years at this work he came to Umatilla county and engaged in ranching and sheep raising for wages for three years, and then operated a thresher until he was thirty years of age. In the meantime he had entered a partnership with his brothers and father in the sheep raising business, which continued with gratifying success until 1898, when he took his share of the flocks and continued the business alone, locating at the head of Vinson canyon, where he owned eight hundred acres of land. His efforts have been attended with great prosperity, having added to his real estate one thousand acres more on Vinson canyon, while he owns eight hundred acres on Butter creek. Finding the increase of responsibility too great in managing his immense farms and large bands of sheep, now numbering over ten thousand, he took a partner. His places are furnished with the most approved, up-to-date buildings and apparatus for handling the wool growing business and everything is attended to with that consummate skill and wisdom that accounts for his brilliant success. His sheep are all Merino grades with one-fourth blood Oxford, while the later lambs are half-blood Shropshires. He owns plenty of horses for use and also dairy stock that is needed in their business. Mr. Rugg was married in Pendleton, on August 29, 1894, to Miss Mollie Madden, a native of Cloud county, Kansas. Her father died during her infancy and her mother is living now in Pendleton. She was educated in the high school of Concordia, Kansas, for teaching, which profession she followed for two years, coming to Oregon in 1892 for that purpose. The prominence that our subject has attained in his chosen occupation, together with the wisdom, integrity and energy manifested in his life work, have demonstrated him a leader, while his excellent social qualities have given him in that line a most pleasing distinction.
