Franklin “Frank” Frederick Baldwin, 65, a resident of The Dalles, died at the 
local hospital on Aug. 26, 1995.

He was born May 9, 1930 in Imperial, Calif., the third of four children to 
James Dewey and Sadie Elizabeth (High) Baldwin.  He grew up in The Dalles.

He worked from 1947 to the early 1960s on tug boats on the Columbia River and 
up the Pacific Coast from California to Alaska.  He then had Baldwin 
Excavating and mined in Alaska from the mid-1960’s to the present.

He was a member of The Dalles Eagles, Elks and Moose Lodge and enjoyed 
boating, fishing and bowling.

He is survived by his wife, Cora Bernice (Brisco) Baldwin, whom he married on 
Sept. 5, 1951 in Berryville, Ark.; two daughters and their spouses, Connie Sue 
and Matthew Bowen, The Dalles; and Norma Jean and Gregory Thess, St. Louis, 
Mo.; seven grandchildren, Monica Richards, Miranda and Brandon Shanklin, Robin 
and Jamie Bowen, all of The Dalles; and Stephanie and Rachel Thess of St. 
Louis, and his sister, Shirley Ulrich of The Dalles.  He was preceded in death 
by a daughter, Judy Kathleen Baldwin in October of 1970; a brother, Earl 
Baldwin in Jan, 1971; and his sister, Juanita Meader, in January, 1986.

Viewing visitation will be at Spencer, Libby & Powell Funeral Home today (Aug. 
29) from 2 to 7 p.m. and on Wednesday from 8 to 10 a.m.  Funeral services will 
be at 11 a.m. on Wednesday at the funeral home with Rev. Fritz Stranz 
officiating.

Interment will be at The Dalles IOOF Cemetery.

Memorials may be made to charities of the donors choice, sent in care of the 
funeral home.
