THOMAS M'KEAN, Governor Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania. In General Assembly met and is hereby enacted by the Authority of the Same. 2. An act to empower the selling and conveying of a lot of ground. Whereas LEWIS DERR, late of Buffalo twp., in Northumberland county, dec., on 26 Mar 1785, did grant to WALTER CLARK, WILLIAM GRAY and WILLIAM WILSON, three contiguous lots of ground, situate in the town of Lewisburg, in Buffalo twp., #42, 44, and 46, on Market street, for the sole use of the Presbyterian congregation of Buffalo, for the purpose of a burying ground, and the congregation have interred their deceased friends in lot #48, adjoining the lots, they wish to sell lot #42 where no one is interred, and purchase lot #48, therefore, the above named men are hereby authorized to sell and convey lot #42 and purchase #48. 27 Feb 1798. 3. An act to defray the expenses of surveying. Whereas ALEXANDER M'DOWELL has surveyed sundry tracts of land, granted to CORNPLANTER, a chief of the Seneca nation, in doing he incurred considerable expense, therefore, the comptroller and register general are to settle the accounts of Alexander M'Dowell, and the state treasurer is to pay to him the amount settled. 27 Feb 1798. 4. An act for altering election districts in the county of Berks. That Robeson, Brecknock, Carnarvan and part of Union twps., beginning at JOHN DAVIS' improvement, straight to Six penny mill, on Six penny creek, to the bank of the river Schuylkill, to a corner of ROBERT A. FARMER and JOHN HARRISON's lands are hereby erected into a separate election district, and the electors shall hold their elections at the house now occupied by PHILIP MARQUART, in Robeson Twp. 27 Feb 1798. 5. An act altering the place of holding election in Dauphin county. Whereas the place of holding election of Upper Paxton twp., is uncentral and inconvenient, therefore, the electors shall hold their elections at the house now occupied by ADAM BENDER. 27 Feb 1798. 6. An act for the relief of DAVID JONES. That the commissioners of Philadelphia county, shall cause a suit to be instituted against DAVID JONES, late collector of public taxes in Blockley twp., for the same purpose as the act to make good losses of public money by robberies, passed 4 Oct 1788, as if David Jones had been entitled to the benefits of the act. 27 Feb 1798. 11. An act to provide for the erection of houses for the employment and support of the poor in Chester and Lancaster counties. That JOSHUA ASHBRIDGE, EDWARD DARLINGTON, MOSES MARSHALL ESQ., ROBERT MILLER, JOHN DAVIS, JOHN RINEHART, JAMES M. GIBBONS ESQ., SAMUEL CARTER and JAMES lain JOHNSTON of the county of Chester, and EDWARD HAND, THOMAS BOUDE, GEORGE MOSSER, JAMES MORRISON, JOHN FUNK, PETER ELLMAKER, FREDERICK SEGER, GEORGE ELICK and ZACHARIAH MOORE, of the county of Lancaster, are hereby authorized as commissioners. 27 Feb 1798. 13. An act to incorporate a company, to improve navigation of the river Lehigh. That WILLIAM TILGHMAN, GODFREY HAGA and JOHN M. TAYLOR, of the city of Philadelphia, JOHN BARNET, JOSEPH HORSEFIELD, and NICHOLAS KERN of the county of Northampton, and MATTHIAS HOLLENBACK, ROSEWELL WELLES and LORD BUTLER, of the county of Luzerne, are hereby appointed commissioners 27 Feb 1798. 14. An act to incorporate a company for erecting a permanent bridge over the river Schuylkill, near the city of Philadelphia. That RICHARD PETERS, JOHN PEROT, GODFREY HAGA, MATTHEW M'CONNEL and WILLIAM SHEAFF, are hereby appointed commissioners. 16 Mar 1798. 16. An act for raising by lottery, a sum not exceeding $5500.00, to be applied to defray the expenses of erecting a school house in New Hanover Twp., Montgomery county. That THOMAS BROOK, ISRAEL ORLEIP, JOHN YOST, ISAAC SHANTZ, HENRY MESSIMER, CASSIMER MESSIMER, JOHN LIGHTNER, JACOB MESSINER, ADAM BRANDT and FRANCIS BIGONY are hereby appointed commissioners in the county of Montgomery. That ROBERT HARRIS, GOERGE WHITEHILL, CHRISTIAN KUNKLE, WILLIAM GRAYDON, GEORGE BRINZER, ADAM BOYD, JACOB BUCHER, ARCHIBALD M'ALLISTER and SAMUEL ELDER are hereby appointed commissioners to raise by lottery, a sum not exceeding $5000.00 to defray the expense of purchasing a lot, and erecting a church, for the use of the Presbyterian congregation in the borough of Harrisburg, Dauphin county. 16 Mar 1798. 17. An act authorizing certain lotteries. That JOHN HOLME, JOHN B. GILPIN, EDWARD DUFFIELD JR., WILLIAM LARDNER, JOHN KEEN, HUMPHREY WATERMAN, THOMAS HOLME and STRICKLAND FOSTER, are hereby appointed commissioners to raise by lottery a sum not exceeding $5004.00 to defray the expense of completing the Lower Dublin Academy, and to pay the debts already accrued on the same. That FREDERICK BOYER JR., DOCTOR ROBERT JOHNSTON, JOHN M'CLENACHAN, JOHN GERHART, JOHN NEIGH JR., and JOHN BEZORE, are hereby appointed commissioners to raise by lottery, a sum not exceeding $1200.00 to defray the expense of finishing the German Episcopal Church in the town of Green Castle, Franklin county. That PRESTLY NEVILL, GEORGE STEVENSON, JOHN SCULL, ISAAC CRAIG, NATHANIEL BEDFORD, JAMES BRISON, GEORGE SHIRAS, JEREMIAH BARKER and NATHANIEL IRISH, are hereby appointed commissioners to raise, by lottery, a sum not exceeding $1200.00 to construct and erect piers, wharves, or other means of securing the banks of the Allegheny and Monongahela rivers, within the borough of Pittsburgh, Allegheny county, from being undermined or destroyed by the currents of the rivers. 16 Mar 1798. 19. An act for raising by lottery, the sum of $2400.00 for the purpose of completing a bridge over Big Swatara Creek, at Jonestown, Dauphin county. That WILLIAM CAMPBELL, VALENTINE SHOUSLER, ROBERT BOAL, PETER BEASORE, MICHAEL LEIDIGH, WILLIAM STEWART, ISAAC HERRISON, MICHAEL STROW JR., HENRY STEIN and PETER SPYKER, are hereby appointed commissioners. 16 Mar 1798. 20. An act to enable the owners of Bristol Island Meadows, Bristol twp., Bucks county, to keep banks, dams, sluices and flood gates in repair, and to raise money to defray the expenses. Whereas a parcel of meadow land, the property of JOHN MASSEY, JAMES STERLING, ISRAEL TONKIN, JOHN HUSTON, and WILLIAM HEWSON, bounded by the river Delaware, about a mile above the mouth of Neshaminy creek, has been embanked but need repair, therefore the owners shall meet at the house of CHARLES BESSONET in the borough of Bristol, shall choose 3 managers and 1 treasurer. 16 Mar 1798. 21. An act to erect a separate election district. That the north part of Quemahoning twp., Somerset county, is hereby erected into a separate election district, 5th district, and the electors shall hold their elections at the house now occupied by MILES PHILIPS, in the town of Beula. 16 Mar 1798. 23. An act to commence a suit against the commonwealth. Whereas the agents for confiscated estates in the county of Philadelphia, in 1782, sold to EDMUND MILNE a tract of land, and appurtenances, situate in Whitpaine twp., which land had been forfeited by JOHN ROBINSON, and at the time, by the directions of the last will of John Robinson, and by the last will of WILLIAM ROBINSON, subject to the annual payment of certain sums to their widows, which annuities Edmund Milne alleges were unknown to him at the time of purchase, therefore, Edmund Milne is hereby authorized to commence an action against the commonwealth, in the supreme court, for the moneys claimed by him, and if the jury finds for the plaintiff, the state treasurer is to pay that sum to Edmund Milne. 16 Mar 1798. 26. An act erecting part of the county of Northampton into a separate county. Beginning at the west end of GEORGE MICHAEL's farm, on the river Delaware, in Middle Smithfield twp., to the mouth of Trout creek, in the Lehigh, adjoining Luzerne county, is hereby erected into a county call Wayne. That DANIEL STROWD, ABRAHAM HORN, JOHN MOLHALLON, SAMUEL C. SEELY and SAMUEL STANTON of the counties of Northampton and Wayne are hereby appointed trustees of the county, and that part of Middle Smithfield, which lies in the county of Wayne, and Delaware twp., are hereby erected into a separate election district, and the electors shall hold their elections at the house now occupied by WILLIAM SMITH, in Delaware twp. That Mattack and Upper Smithfield twps., are hereby erected into a separate election district, and the electors shall hold their elections at the house now occupied by GEORGE BUCHANAN, in Upper Smithfield twp. That part of Wayne county, not included in the above, is hereby declared to be a separate election district, and the electors shall hold their elections at the house now occupied by ELIJAH DIX. 21 Mar 1798. 30. An act to incorporate a company for making a road from the city of Philadelphia, through Germantown, via Chestnut Hill, to the 12 mile stone on Reading road, to Reading, Berks county. That JOSEPH HEISTER, JACOB BOWER, DANIEL ROSE, SAMUEL LAFFERTY, GEORGE DOUGLASS and ABRAHAM LINCOLN, of Berks county, and BENJAMIN CHEW JR., CASPER W. HAINE, SAMUEL n BETTON, JOHN FROMBERGER, GEORGE LOGAN and ISAAC FRANKS, of the city and county of Philadelphia, are hereby appointed commissioners. 29 Mar 1798. 34. An act for the relief of JOHN GLEN. That the state treasurer is authorized to pay $600.00 to John Glen, a disabled soldier, who served in the militia during the late revolutionary war. 4 Apr 1798. 38. An act to appropriate funds. For the payment of DAVID C. CLAYPOOLE, and SEPTIMUS CLAYPOOLE, for newspapers furnished the members of the legislature at their late session, the sum of $64.08, for the payment of a debt due STEINER & KAMMERER, for printing the journal of the late house of representatives in the German language, $96.00, for the payment to ALEXANDER JAMES DALLAS, for draughting bills for committees of the late house of Representatives, $61.00. 4 Apr 1798. 45. An act for altering and erecting election districts. That Barree and West twps., Huntingdon county, shall be a separate election district, 7th district, and the freeman shall hold their elections at the house now occupied by WILLIAM MURRY. That part of Morris twp., Huntingdon twp., shall be annexed to the 3rd election district, and the freemen shall hold their elections at the house now occupied by CAPTAIN ALEXANDER RAMSEY JR. That Brunswick and Manheim twps., Berks county, is declared a separate election district, and the freemen shall hold their elections at the house now occupied by JOHN HAMMER, in Orwigsburgh, in Brunswick twp. That Erie twp., Allegheny county, shall be erected into an election district, and the freemen shall hold their elections at the house now occupied by JAMES BAIRD, in the town of Erie, and Erwin twp., shall be erected into a separate election district, and the freemen shall hold their elections at the house now occupied by JOHN ANDREWS, in the town of Franklin. That beginning at the Big Sewickley creek, Allegheny county, to the Ohio river shall be a separate election district, and the electors shall hold their elections at the house now occupied by SAMUEL JOHNSTON, in the town of Beaver, and parts of Allegheny county, as lie in part of Deer twp., shall be a separate election district, and the electors shall hold their elections at the house now occupied by JAMES M'CORMICK in the town of Freeport. That West Buffalo twp., Northumberland county, shall be a separate election district, and the freeman shall hold their election, at the house now occupied by JAMES FOSTER, in the town of Mifflinburg, and the freemen of Mohontongo twp., and part of Penn's twp., beginning at MICHAEL WARLIN's ferry, on Susquehanna, to ______ HESLER's old mill on Penn's creek, to ______ SOUTHERLAND's mill, to PETER GOLTSHALK's on Middle creek, shall be erected into a separate election district, ninth district, and shall hold their elections at the house now occupied by JACOB ANDERSON, in the town of Selin's grove in Penn's twp.. and the freemen beginning where Shoemaker's road crosses Money hill, through Torbut twp., passing JAMES HARRISON's to Chillisquaque meeting house, to the east end of JAMES COCHRAN's plantation, thence to the east end of JOHN WILSON's plantation, to Little Fishing Creek at JOHN BUCKALEW's mill, shall be erected into a separate election district, 11th district, shall hold their elections at the house of DANIEL BERRY, in the town of Washington, in Derry twp., and the freemen of Catawissa twp., shall hold their elections at the house now occupied by ISAIAH WILLETT, in the town of Catawissa, and the freemen of Mifflin twp., shall be erected into a separate election district, 13th district, shall hold their elections at the house now occupied by DAVID GITLING, in Mifflinsburg. That the citizens of Derry and Armagh twps., Mifflin county, who voted at the house of ARTHUR BUCHANAN, shall now vote at the courthouse in Lewistown. So much of Washington county shall be a separate election district, 6th district, from Robinson's run to the dwelling house of JOHN M'DONALD, to Hickory tavern, to _______ THOMPSON's mill, to ______ PEES' mill on the southeast branch of the creek, shall vote at the Academy at Canonsburg. That part of Luzerne county, beginning at the state north line, at the corner of Northampton and Luzerne counties, to a stream called Wappasinia, east to Northampton county, to beginning, shall be a separate election district, and the inhabitants shall hold their elections at the house now occupied by WILLIAM CORBIT. 4 Apr 1798. 50. A supplement to an act for establishing and building a bridge across Conestoga creek, Lancaster county. That ABRAHAM WITMER has represented that the bridge constructed is not of materials durable, nor calculated to sustain heavy burdens, therefore, it shall be lawful for Abraham Witmer to build a permanent bridge across the Conestoga creek, immediately above the north side of the present bridge, and then remove the old bridge. 4 Apr 1798. 51. An act to incorporate a company for erecting a bridge over the river Delaware, near Trenton. That PHILIP WAGER, JAMES C. FISHER and CHARLES BIDDLE, of the city of Philadelphia, and JOHN BEATTY, PETER GORDON and ASRON HOWELL, of the state of New Jersey, are hereby appointed commissioners. 4 Apr 1798. LAWS PASSED SESSION 1799 HARRISBURG, PA. THOMAS M'KEAN, Governor Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania. In General Assembly met and is hereby enacted by the Authority of the Same. 1. An act to divide the 2nd election of Huntingdon county. That Shirley twp., and part of Springfield twp., Huntingdon county, lying northwest of the Black Log mountain, shall be a separate election district, 8th district, and the electors shall hold their elections at the house now occupied by JOHN PALMER, in the town of Shirleysburgh, and Dublin twp., and the remaining part of Springfield twp., shall be a separate election district, 2nd district, and the electors shall hold their elections at the house now occupied by GEORGE HUDSON, in Dublin twp. 16 Jan 1799. 2. An act to declare Frankford creek a public highway. That Frankford creek, in the county of Philadelphia, from the mouth up to JOSEPH I. MILLER's land, opposite the race bridge is hereby declared a public highway. 16 Jan 1799. 4. An act to authorize the erection of a toll bridge over the Frankstown branch of the Juniata. That it shall be lawful for JOHN CANAN, to erect and maintain a good and substantial bridge opposite John Canan's mills, where the great road from Huntingdon to the western part of the county to Pittsburg. 9 Feb 1799. 5. An act to erect the town of Greensburg, in Westmoreland county, into a borough. Beginning at a white oak corner in WILLIAM JACK's land, to WILLIAM BEST's land, to a post on GEORGE ODERMAN's land, thence by a lot of WILLIAM BARNES, to a post adjoining JAMES WATERSON's land, thence by land of JAMES GUTHRIE, thence by land of ROBERT WILLIAMS, CHRISTOPHER TRUBY and William Jack to beginning, will be the boundaries of the borough. 9 Feb 1799. 8. An act for raising by lottery, a sum not exceeding $2000.00, to defray the costs of completing the building of a Presbyterian meeting house in Mifflintown, Mifflin county. That SAMUEL BRYSON, JAMES KNOW, JOHN WATSON, WILLIAM HARRIS and JAMES RODMAN are hereby appointed commissioners. 13 Feb 1799. 10. An act to incorporate an academy in the town of York. Whereas the Protestant Episcopal church of St. John, at Yorktown, of a large two story building with a lot hath been occupied for several years as an academy and may be appropriated for a public school for the county of York, therefore, it is hereby incorporated into an academy and the first trustees are JOHN CAMPBELL, JACOB GORING, DANIEL WAGGONER, JOHN BLACK, ROBERT KITHCART, WILLIAM PAXTON, THOMAS HARTLEY, JAMES n SMITH, JOHN EDIE, JOHN CLARK, JACOB HAY, JACOB RUDICIL, ELIHU UNDERWOOD, WILLIAM ROSS, of Chanceford, JACOB BARNITZ, MICHAEL SNYDER, CONRAD LAUB, WILLIAM M'LEAN, WILLIAM SCOTT, PHILIP GOSLAR, and GEORGE BARD. 1 Mar 1799. 14. An act authorizing the erection of a mill dam. That BENJAMIN HERR, is hereby authorized to erect a mill dam in the Allegheny river, from Wilson's Island to his own land, and to lead off on his own land as much water as needed for the purpose of supplying water works. 8 Mar 1799. 15. An act in favor of JOHN HAZLEWOOD. Whereas the accounts of John Hazlewood, one of the commissioners of purchases appointed for supplying the continental army with provisions and forage, in 1781, were settled and he was allowed 132 pounds, which he paid to three assistants, and in 1784 he was called upon to refund the sum of 132 pounds, and the money was accordingly refunded by him, therefore, the state treasurer is authorized to pay John Hazlewood $665.28. 8 Mar 1799. 16. An act to establish a ferry over the river Susquehanna. Whereas MATTHIAS FLAM and DAVID WATTS have set forth that Matthias Flam is seized of the lands on the east side of the river Susquehanna, opposite the mouth of Juniata, and David Watts is seized of lands on the west side of the Susquehanna, at the mouth of the Juniata, and have established and maintained a ferry for many years, therefore, it is lawful for them to maintain landings connecting the public road from Harrisburg, Dauphin county, to Lewistown, Mifflin county. 8 Mar 1799. 22. An act for the relief of JESSE RANKIN. Whereas, Jesse Rankin, who performed a tour of duty under COLONEL CRAWFORD, on the Sandusky expedition, obtained a certificate of the funded debt of this state, #840, for the sum of 5 pounds, 5 shillings, that had been accidentally destroyed by fire, therefore, the comptroller and register general shall settle the interest due on the certificate to 1 Jul, 1792, plus the principal, and is hereby authorized to pay the same of Jesse Rankin. Mar 1799. 23. An act to vest part of forfeited estate. Whereas, a small portion of the estate of WILLIAM RANKIN, dec., forfeited, but never sold on behalf of the commonwealth, and WILLIAM WEBB prays the same be vested in the heirs of William Rankin, therefore, all right, and title which the commonwealth hath not sold shall be hereby granted unto the heirs of William Rankin, as if the attainder of William Rankin had not taken place. 28 Mar 1799. 24. An act to indemnify GENERAL WILLIAM IRWINE for the loss of his island. Whereas, an act passed 24 Sep 1783 granted unto Brigadier General William Irwine, in consideration of essential services rendered to this state, the right of preemption to an island known as Montour's island, in the Ohio river, and a patent was obtained by him, and as the island has been claimed by COLONEL CHARLES SYMS, under a warrant and location previously issued by the laws of VA, and a judgement was rendered in his favor by the supreme court of the United States, therefore, in lieu of the island, General Irwin is granted 2000 acres, situate at the mouth of Harbor creek in Allegheny county, being a tract of land reserved to the state by a former law of the commonwealth. 28 Mar 1799. 27. An act empowering trustees to sell and dispose of a tract of land. Whereas there was granted to MARTIN GARTNER and JACOB WELTZHOOVER SEN., in trust for the joint use of the German Lutheran and Reformed Congregations of Creutz Church, of Hellam twp., York county, by a warrant dated 29 Jan 1799, 57 acres of land, including an improvement, adjoining lands of HENRY SCHULTZBACH, JOHN KAUFMAN, and HENRY KENDING, and the congregation wish to sell and convey the same to pay debts contracted in erecting a house of worship and school house, therefore, it shall be lawful for the trustees to sell and convey the tract of land in Hellam twp. 28 Mar 1799. 30. An act to incorporate the trustees of the Presbyterian church in the United States of America. That JOHN ROGERS, ALEXANDER M'WHORTER, SAMUEL STANHOPE SMITH, ASHBEL GREEN, WILLIAM M. TENANT, PATRICK ALLISON, NATHAN IRWIN, JOSEPH CLARK, ANDREW HUTNER, JARED INGERSOLL, ROBERT RALSTON, JONATHAN B. SMITH, ANDREW BAYARD, ELIAS BOUDINOT, JOHN NELSON, EBENEZER HAZZARD, DAVID JACKSON and ROBERT SMITH, merchant, are hereby declared one body politic and corporate. 28 Mar 1799. 31. An act to enable the conveyance of land. Whereas a Baptist church was established on 19 Aug 1738, in Cumru twp., (now Berks, then Lancaster county,) which united itself the same year to the Baptist association of Philadelphia, and became possessed by purchase, of two lots, one containing 4 acres, and the other 1 acres and 57 perches, on which were erected a meeting house, and by deaths and removals, the members had been reduced to a single individual, THOMAS JONES, who has petitioned to sell and convey the lots, except for the burying ground, and vest the money in the trustees of the Baptist Association of Philadelphia, therefore, Thomas Jones and PETER FILBERT, of the county of Berks, are hereby appointed commissioners to sell and convey the lots described. 28 Mar 1799. 32. An act to incorporate the town of West Chester, Chester county, into a borough. Bounded, beginning at the line dividing East Bradford and Goshen twps., at the corner of lands of RICHARD JACOBS and JOHN DARLINGTON, along the lines of AMOS DARLINGTON and JOSEPH M'CLELLAN, to lands of GEORGE MATLACK, along lines of JONATHAN MATLACK, and of the late JOHN PATTON, to a line of land of DR. JOSEPH MOORE, thence to the line of the land of JESSE MATLACK and of the lands of JOHN BIDDLE and ABNER HOOPS, to Goshen street, to the land of BENENIEL OGDEN, to the beginning. 28 Mar 1799. 33. An act to erect the town of Lebanon, Dauphin county, into a borough. Boundaries, Beginning at the north bank of Quitapahilla creek, thence by land of late CHRISTOPHER LAIB, dec., by land of JOHN LIGHT, thence by land of CHRISTOPHER UHLER, thence by land of JACOB WIRICH, thence by land of HENRY GILBERT, by lands of PETER SHINDLE and John Light to beginning. 28 Mar 1799. 34. An act to enable trustees to sell and convey parts or all of an estate. Whereas, in pursuance of agreements and settlements, in consideration of marriage between JONATHAN WILLIAMS, now of Philadelphia county, and MARIAMNE WILLIAMS, his wife, late MARIAMNE ALEXANDER, a certain messuage and tract of land, called Mount Pleasant, Northern Liberties twp., Philadelphia county, containing 100 acres and also two lots on Chestnut Street, in the city of Philadelphia, was purchased with moneys furnished by ALEXANDER JOHN ALEXANDER, a party to the agreements and settlements, and are now vested in WILLIAM ALEXANDER and ROBERT ALEXANDER, in trust for the use of Jonathan Williams and Mariamne his wife, during their lives, and the life of the survivor, and after their decease to the use of their children, or if no issue, or if Mariamne should remarry, to the use of that husband and issue, and if no issue, after their death it will be divided among the nieces of Alexander John Alexander, late of London, in equal shares, but as the estate does not afford an income sufficient for the support and maintaince of Jonathan Williams and his wife, and the education of their children, and Alexander John Alexander has consented to the sale, therefore, it shall be lawful for the trustees to sell and convey all or part of the estate and to vest the moneys in other property producing greater income. 28 Mar 1799. 35. An act to authorize the removal of the seat of justice in the county of Wayne. That JOHN BRINK, EBENEZER JEANS, JOHN HILBORN, JOHN B. RODGER and JOHN BUNTING are hereby appointed trustees for the county of Wayne, with full power to fix on the most eligible spot for the seat of justice, within 4 miles of the Dyberry forks of Lackawazen, and to survey and lay out the town and lots, and to sell the lots, and erect the public buildings from the money arising from the sale, to remove the seat of justice from Milford. 1 Apr 1799. 40. An act to vest in a company to erect a permanent bridge over the river Schuylkill, near the city of Philadelphia, the right and title to the lot mentioned. The right and title of the commonwealth, to a lot beginning on High or Market street, on the west side of Schuylkill Front street, being a lot granted by patent on 17 Nov 1709, to JOHN CLARKE, under an original right of JOHN PENNINGTON, granted for erecting a permanent bridge, is hereby granted. 4 Apr 1799. 41. An act for offering compensation to PA claimants within the 17 townships, in Luzerne county. That ISAAC WHELEN of Chester county, THOMAS BOUDE, of Lancaster county, and GEN. WILLIAM IRWINE of Cumberland county, are hereby appointed commissioners, to examine and ascertain the quantity, quality and situation of all lands, in the 17 townships, in the county of Luzerne, claimed under PA title, before the decree of Trenton, by which the right of jurisdiction was declared to be in PA, and to divide the same into four classes. 4 Apr 1799. 43. An act for the relief of HANNAH ALLMAN, executrix to LAWRENCE ALLMAN, dec. Whereas Lawrence Allman was a lieutenant in the service of the United States, attached to the PA line, during the late revolutionary war, and was issued a certificate, specifying the amount of depreciation of his pay payable to him, doubts have arisen and the certificate and the certificate detained, for 352 pounds, therefore, it is hereby enacted that the comptroller and register general are required to settle and allow Hannah Allman the sum with interest. 5 Apr 1799. 46. An act for incorporating the congregation of the Protestant Episcopal Church of St. John, in West Caln, Chester county. That REV. Whereas JOHN JONES, purchased from the agents for confiscated estates a tract of land and improvements situate in Earl twp., Lancaster county, containing 11 acres and 60 perches, which was sold as the confiscated estate of ISAAC GRAFTS, for the sum of 1320 pounds, which was paid, and Isaac Grafts never was attainted, nor his property confiscated, and sale was made in error, and the land and improvements have since been sold on the 7 Apr 1794 by the sheriff of Lancaster, as the estate of Isaac Grafts, at the suit of the administrators of DAVID MORGAN, dec., for the sum of 100 pounds, therefore, the state treasurer is to pay the amount plus interest from 1 Jan 1794, in favor of the administrators of the estate of John Jones, dec., for the use of the widow and children of John Jones dec. 10 Apr 1799. 60. An act for the relief of GEORGE WALTON Whereas ARNOLD RICHARDSON, late of the city of Philadelphia, dec., being seized of a lot situated in the Northern Liberties of the city of Philadelphia, and by articles of agreement in writing, contract and agree to sell and convey the same to GEORGE WALTON, for 70 pounds of which he paid 51 pounds, 11 shillings and 3 pence, and George Walton has improved the lot, by erecting buildings, but Arnold Richardson died before executing a deed, and the articles of agreement have since been lost, therefore, it shall be lawful for the administrator of Arnold Richardson, dec., to execute a deed to George Walton, for the lot. 10 Apr 1799. 63. An act for reimbursement of moneys. Whereas the land office employed a number of clerks for which an adequate compensation has not been appropriated, therefore, the department of accounts are hereby required to settle the accounts of FRANCIS JOHNSTON, receiver general, for moneys paid by him for clerk hire, provided the sum not exceed $2915.12. 10 Apr 1799. 66. An act for the benefit of ELIZABETH ALLEN and ELIZABETH MARGARET TILGHMAN. Whereas ANDREW ALLEN, as guardian for his daughter ELIZABETH ALLEN, WILLIAM ALLEN, ANN PENN ALLEN, WILLIAM TILGHMAN, HENRY WALTER LEVINGSTON and his wife and others, residuary devisees of WILLIAM ALLEN formerly of the city of Philadelphia, dec., that William Allen, dec., devised the residue of his estate to four different branches of his family, to be held by them as tenants in common, that the residue of the estate consists of a number of tracts of land, situate at a distance from each other, which are liable to considerable and unavoidable injury from the destruction of timber and other circumstances, that the residue of the estate should be sold, but a sale cannot be made on account of the infancy of Elizabeth Allen, and of ELIZABETH MARGARET TILGHMAN, the only child of William Tilghman and his late wife lain MARGARET ELIZABETH TILGHMAN, dec., who was one of the daughters of JAMES ALLEN dec., therefore a person must be appointed on behalf of Elizabeth Allen, granddaughter of William Allen dec., and to appoint William Tilghman to sell and convey on behalf of his child, therefore, EDWARD SHIPPEN, is hereby authorized during the minority fo Elizabeth Allen, to contract for sale and to convey on her behalf her share of the estate of her grandfather William Allen, and William Tilghman is hereby authorized to sell and convey the part of the estate of his late wife, dec., 11 Apr 1799. 71. An act empowering trustees to sell and convey a tract of land. Whereas the trustees and elders of the Presbyterian congregation in Lower Mount Bethel twp., Northampton county, state that by a deed dated 7 May 1790, executed by ROBERT RICHART and ELIZABETH RICHART his wife, JOHN SCOTT, DAVID AYRES, and WILLIAM RICHART, are seized of a tract of land partly in Upper and partly in Lower Bethel twps., beginning at a stone in line of SAMUEL MILLER's land, in a line of WILLIAM PLUMMER's land, in line of ISAAC HILLIARD's land, to a stone in a line of William Richart's land, to Samuel Miller's land, that the land does not answer the purpose for which it was purchased, and it has been agreed to dispose of it, but William Richart, one of the trustees is removed out of these parts, and John Scott, another trustee, is by age and bodily infirmities rendered unfit for the transaction of business, therefore, it shall be lawful for David Ayres, with the consent of JOSEPH BOWMAN ESQ., PETER MIDDAGH, JOHN HUTCHESON, JEPHTA ARRISON, and WILLIAM CONNELLY to sell and dispose of the tract of land. 11 Apr 1799. 75. An act for completing the education of JOHN KONKAPOT JR.
