SIMON SNYDER, Governor JOHN WEBER, Speaker of the House of Representatives P.C. LANE, Speaker of the Senate. Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania. In General Assembly met and is hereby enacted by the Authority of the Same. 1. An act confirming the title of MATTHIAS GREENAWALT to lands. Whereas Matthias Greenawalt of Chester county, then a subject of the emperor of Germany, did on 11 Dec 1802, purchase and receive a deed of conveyance from SAMUEL KING, for 13 acres and 8 perches of land, situate in Easttown twp., bounded by lands of ISAAC WAYNE, Samuel King, and JOHN TUCKER, and as he was unacquainted with laws relative to aliens purchasing real estate, and he has now become a citizen of the United States, therefore, title to the above tract of lands as firm and valid to all intents as if he had previous to purchase declared his intention of becoming a citizen of the United States. 25 Dec 1809. 3. An act to enable CHARLES BILES of Chester county, to sell and convey a piece of land. Whereas THOMAS WAMSLEY of Northampton twp., Bucks county, by his last will and testament did devise unto his 4 grandchildren, Thomas Wamsley, SARAH WAMSLEY, WILLIAM WAMSLEY, and MARY WAMSLEY, a plantation situate in Bensalem twp., containing 120 acres, which was divided and 35 acres was allotted to Sarah Wamsley, who it appears was intermarried with Charles Biles, but is since deceased, leaving issue, four children all minors, and the lot is unproductive and decreasing in value, therefore, Charles Biles is hereby authorized to sell the 35 acres which he holds in right of his wife, and make a deed of conveyance to the purchaser, and the proceeds to be put on good security for the benefit of the minors. 17 Jan 1810 4. An act for the relief of PATTY HYWAY (alias PATTY TAYLOR.) Whereas PETER FRANKLIN (alias PETER HYWAY) an illegitimate son of Patty Hyway (alias Patty Taylor) died intestate and without issue, and possessed a small personal estate on which ELIZABETH PILE of the county of Philadelphia, took out letters of administration, and whereas Elizabeth Pile has since died, and the estate still remains in the possession of her securities, ROBERT FITZGERALD and SAMUEL PILE, have acknowledged, and whereas Peter Franklin (alias Peter Hyway) having left no heirs or kindred, the estate escheated to the commonwealth, as Patty Hyway/Taylor is aged, infirm and very poor, therefore, Robert Fitzgerald and Samuel Pile are hereby authorized to pay the amount of the estate, now remaining in their hands, to HENRY BELL of the city of Philadelphia, agent for Patty Hyway/Taylor, for the benefit and use of her and any title or claim of the commonwealth is hereby vested in Patty Hyway/Taylor. 17 Jan 1810. 5. An act to confer the right and benefits of children born in lawful wedlock. Whereas JOHN LACHAUSSEE BUJAC, a native of France, and a naturalized citizen of the United States, resident in PA, and CELESTE ROBIN, a native of St. Daomingo, his now wife, before their intermarriage they had two sons called PATRICK JULIUS BUJAC, and MATTHEW LACHAUSSEE BUJAC, and to introduce harmony and equality among the children of the family, therefore, Patrick and Matthew Bujac, shall enjoy all the rights and benefits of children born in lawful wedlock as if they had been born subsequent to the intermarriage of their parents. 17 Jan 1810. 8. An act to enable CHARLES VON BONNHORST, an alien, to hold lands. Whereas Charles Von Bonnhorst, a native of Westphalia, emigrated to the state of PA, on 16 Jul 1807, and has declared his intention of becoming a citizen of the United States, and he has since married in Philadelphia and in right of his wife he became entitled to 1/5 part of a tract of land containing 810 acres and 63 perches, situate on Toby's creek, Armstrong county, that he acquired the title to the other 4/5 by purchase, and in consequence of his being an alien his title is defective, and if his title is perfected, and he is allowed to purchase a seat proper for erecting water works, he will establish manufactories for woollen cloths and cutlery, therefore, Charles Von Bonnhorst, shall have and hold to himself, the 810 acres and 63 perches, that he obtained by purchase and by right of his wife, in the same manner had he been a citizen of the United States at the time of purchase, and he is hereby authorized to acquire by purchase and quantity of land not exceeding 1500 acres in addition. 30 Jan 1810. 9. An act to authorize administrators to convey a lot of ground. Whereas EMMOR JEFFERIES, late of the town of Columbia, Lancaster county, dec., was seized of a moiety, or half part of a lot in the town of Columbia, #95, bounded by lots of JOHN BRUMFIELD and JOHN MENAUGH, and did sell it to John Menaugh, but there is no written evidence to make a deed, therefore, JAMES GRAHAM and JOHN COOPER, administrators of the estate of Emmor Jefferies dec., are hereby authorized by deed, to convey to John Menaugh all the right and title to a half part of lot #95, upon payment of purchase money. 30 Jan 1810. 12. An act enabling a committee to sell and convey real estate. Whereas, in the court for the city and county of Philadelphia, CLEMENT BROWN, has been found to be a lunatick, or non compos mentis, and JOSEPH WILLIAMS has been appointed a committee of the person and estate of Clement Brown, and has unproductive land, but no personal estate, and the sale of the land is necessary for his maintenance, therefore, it shall be lawful for Joseph Williams to sell and convey all the real estate of Clement Brown, and convey it by deed to the purchaser, and the monies arising from the sale to be used for paying debts and maintance. 30 Jan 1810. 13. An act to incorporate the Bible Society of Philadelphia. That WILLIAM WHITE, president, F.C. HELMUTH, ASHBEL GREEN, BENJAMIN RUSH, WILLIAM STAUGHTON, vice-presidents, JAMES GRAY, BENJAMIN B. HOPKINS, secretaries, ROBERT RALSTON, treasurer, ARCHIBALD ALEXANDER, THOMAS WARE, PHILIP F. MAYER, SAMUEL HELFENSTIEN, JOSEPH ZESLINE, JACOB JANEWAY, JOSEPH PILMORE, GEORGE W. POTTS, PETER VANPELT, GEORGE KREBS, LAWRENCE SECKEL, WILLIAM SHUFFLEBOTOM, FRANCIS MARKOE, THOMAS CUMPSTON, JOSEPH ZIMMERMAN, SAMUEL HARVEY, are hereby made a corporation and body politic, for the purpose of publishing and distributing the Holy Scriptures among the poor. 30 Jan 1810. 15. An act offording immediate relief to MICHAEL MULLEN, and granting an annuity. Whereas Michael Mullen enlisted in the service of his county at an early period of the revolutionary war, in which he continued to the end thereof, and in consequence of a wound received at the battle of Monmouth, and infirmities occasioned by the fatigues of the war, together with old age, he is now entirely rendered incapable of gaining a livelihood by labor, therefore, the sum of forty dollars is hereby granted to Michael Mullen, immediately, and an annuity of forty dollars for his use to be paid to FULLERTON WOODS of Indiana county, to commence 1 Feb next, for life, paid half yearly to provide clothing and diet for Michael Mullen. 6 Feb 1810. 16. An act for the relief of JOHN SCARLET. Whereas John Scarlet of Chester county, on the 12 Jun 1800, JAMES ALLEN, at this request purchased two tracts of land situate in Little Britain twp., Lancaster county, at sheriffs sale, one containing 80 acres, and the other 195 acres, sold as the property of JOHN JONES, for the sum of 511 pounds, 1 shilling, and on the 14 Aug 1800, the sheriff of Lancaster county executed a deed to James Allen for the two tracts, and received from John Scarlet through James Allen the money due, and as James Allen afterwards died without executing a deed of conveyance, therefore the right and title to the two tracts of land shall be as good as if the same had been completed by the sheriff to him instead of James Allen. 6 Feb 1810. 17. An act for the relief of JOHN JORDAN. Whereas John Jordan of the borough of Lancaster, is possessed of a new loan certificate in the name of MICHAEL M'GINNIS #14722, issued under the act of 1 Mar 1786, for 9 pounds, 19 shillings and 8 pence, which at the time it was redeemable by law, and until lately was mislaid, and supposed to be lost, so that John Jordan has received no compensation, therefore, the accounting officers are hereby directed to liquidate and settle the value of the certificate #14722, and the amount due paid to John Jordan. 6 Feb 1810. 20. An act to authorize LEWIS RUSH of the city of Philadelphia, to sell and convey a piece of ground. Whereas by the act passed 22 Mar 1809, a company was incorporated for erecting a bridge across the river Schuylkill at Flat Rock, in Roxborough twp., Philadelphia county, and as part of the ground where the bridge is to be erected is owned by minors, therefore incapable of making a conveyance, therefore, Lewis Rush, father of the minors, is hereby authorized to sell and convey to the company erecting a bridge, so much of the estate devised by the late GEORGE MARSHALL, dec., to the children of Lewis Rush, and the proceeds of the sale to be invested in a productive fund for the benefit of the minors. 12 Feb 1810. 21. An act to enable administrators to convey a lot of ground. Whereas MARK DEARY, late of the borough of Pittsburgh, did sell to his brother FRANCIS DEARY, a lot of ground in the borough of Pittsburgh, and did receive full payment of which sale there is no written evidence, therefore WILLIAM GORMLY, THOMAS HAZELTON and JOHN GILL, administrators of the estate of Mark Deary, dec., are hereby authorized by deed to convey the lot of land on Virgin Alley #415, together with all right and title to Francis Deary. 12 Feb 1810. 22. An act establishing the name of AUGUSTINE DEMETRIUS GALLITZEN. Whereas, AUGUSTINE SMITH, has been a resident of the United States, about 17 years, that his family name is Gallitzen, but having assumed the name of Smith, became a naturalized citizen under that name, therefore, Augustine Smith is hereby authorized to reassume the name of Augustine Demetrious Gallitzen, and to do all act he might have done under the name of Augustine Smith, as if he had been naturalized under the name of Gallitzen. 12 Feb 1810. 23. An act to erect a bridge over the river Schuylkill. That is shall be lawful for ULRICH KISSINGER, to erect, build and maintain a good and substantial bridge over the river Schuylkill, near his mill, on the road leading from the borough of Reading through Bern twp., to Sunbury, and it is vested in Ulrich Killinger. 12 Feb 1810. 24. An act to erect the town of Washington, Washington county, into a borough. The town shall be bounded beginning on land of JAMES ASHBROOK, by land of ROBERT ANDERSON, THOMAS OFFICER and others, by land of THOMAS JONES, WILLIAM HOGE, and others, thence by land of JAMES ASHBROOK, WILLIAM SHERRARD, and others, by land of JOHN HOGE, by land of JOHN SIMONSON, HUGH WORKMAN, and others, by land of THOMAS M'FADDEN, DANIEL KEHR and others, by land of ROBERT HAZLETT, ISAIAH STEEN and others, to place of beginning. 12 Feb 1810. 27. An act to perfect the title of a lot of ground in Philadelphia county. That the deed of conveyance made and executed to THOMAS HARRISON, PHILIP JONES, and ROBERT C. MARTIN, of the city of Philadelphia, by JOHN ENCELL, dated 31 Dec 1808, recorded Philadelphia in deed book EF, #32, page 248, whereby John Encell conveys to them as tenants in common, all his estate, and title in a lot of ground in Passyunk twp., Philadelphia beginning at the intersection of Cedar or South street, and Water street, is hereby declared valid, to all intents as if John Encell had been a citizen of the United States at the time of his purchase. 14 Feb 1810. 28. An act to authorize administrators to convey land. Whereas WILLIAM RODGERS of Green county, dec., was seized of a tract of land in Morris twp., and did sell and engage to convey to JOHN M'GUMPHEY, but there is no written evidence, therefore, GERTRA RODGERS administratrix, and JOSEPH MASTERS adminstrator of William Rodgers, dec., are hereby authorized by deed to convey to John M'Gumphey, a tract of land containing 50 acres, adjoining lands of ELIAS CONGGER. 21 Feb 1810. 29. An act establishing the seat of government of the commonwealth of PA, at Harrisburgh, Dauphin county. That the governor is hereby authorized on behalf of this commonwealth to accept the offer of ten acres of land in the borough of Harrisburgh, at $100.00 per acre, made by WILLIAM M'CLAY, adjoining the four acre lot formerly appropriated by JOHN HARRIS, for the use of the state, 21 Feb 1810. 31. An act to declare Green creek and its branches, in Northumberland county, public highway. Green creek in Northumberland county, from the mouth to the main fork, up the north branches unto the saw mill, now or formerly owned by JOHN LEMON, unto the saw mill now or formerly owned by SAMUEL WATT, are hereby declared to be public highways. 21 Feb 1810. 35. An act to incorporate the subscribers to the American Fire Insurance Company. That EDWARD FOX, SAMUEL CLARK and DAVID C. CLAYPOOLE, are hereby constituted and appointed commissioners for the purpose of insuring houses, tenements, manufactories, and other buildings and of goods, and ships and vessels, in the city of Philadelphia. 28 Feb 1810. 37. A supplement to an act authorizing the members of the Hebrew congregation, of the city of Philadelphia, to raise by way of lottery, a sum of money for the repairs of their Synagogue and burial ground. That MARTIN DUBS, SAMUEL ISRAEL and AARON LEVY, are hereby appointed commissioners, instead of SAMUEL MEEKER, JACOB SPERRY, and MOSES NATHANS, who have declined the duties, and in case the remaining commissioners refuse the duties then the elders of the congregation shall be authorized to fill up any such vacancy. 28 Feb 1810. 38. An act authorizing the governor to contract with JOHN BIOREN for printing a number of copies of the Laws of the Commonwealth. The governor has contracted with John Bioren for 1350 copies, to be printed on good paper, with entirely new small pica type, in four volumes of 600 pages, at the price of $2.00. 28 Feb 1810. 41. An act authorizing commissioners to fix upon a site for the erection of a bridge over the river Delaware, between Howells and Wells' falls. That THOMAS P. COPE, JACOB SUMMERS and HENRY SHEETZ, are hereby appointed commissioners. 7 Mar 1810. 42. An act for the benefit of the heirs of JOHN TAYLOR, dec. Whereas by the petition of REBECCA MILLER, John Taylor, dec., (the father of the petitioner) did by indenture dated 31 Oct 1800 grant and confirm unto BENJAMIN RUE, a piece of land situate in Tinicum twp., Delaware county, bounded by lands of CHARLES RAMSEY, REBECCA MILLER, and the river Delaware, containing 1 acre, to be held by Benjamin Rue, in trust for WILLIAM ROBERTS, a minor, and an illegitimate grand child of John Taylor, dec., as soon as he obtain the age of 21, and William Roberts hath since died unmarried, and without heirs, or kindred, whereby all the estate of John Taylor has escheated to the commonwealth, therefore, all the right and title which the commonwealth to a piece of land is hereby granted and vested in the legal representatives of John Taylor, dec., as if he had died intestate. 7 Mar 1810. 44. An act to establish an academy in the borough of Greensburg, in Westmoreland county. The first trustees shall be JOHN YOUNG, JOHN MORRISON, JOHN M. SNOWDEN, WILLIAM SPEAR, THOMAS M'GUIRE, JAMES POSLETHWAIT, DAVID MERCHANT, and THOMAS HOGE are declared a body politic and corporate. 7 Mar 1810. 45. An act authorizing HUGH CONNER to sell and convey a tract of land. Whereas ELIZABETH WIGTON, of Wilkesbarre twp., Luzerne county, (as a Connecuticut settler) obtained from the commissioners a certificate for a tract of land in the township of Wilkesbarre, containing 209 acres, and as it appears that Elizabeth, by reason of epilepsy, with which she has been long afflicted has become incapable of taking any prudent care of her person or property, and the debt and interest for the property is yet due, therefore, Hugh Conner, of the borough of Wilkesbarre, is hereby authorized to sell and convey the tract of land and to discharge the debt and interest due the commonwealth, and for procuring a patent, and a deed of conveyance is to be made to the purchaser. 10 Mar 1810. 49. An act to authorize an administrator to convey land. Whereas LEVY COREY, late of Beaver county, dec., did contract with ELNATHAN COREY, of Beaver county, to sell him 150 acres of land, being part of lot #2157, situate in the tenth district of donation land in Erie county, for which he was paid, and afterwards Levy died intestate, not having any title to Elnathan for the land, therefore, upon due proof, JOHN COREY the administrator of the estate of Levy Corey, dec., shall be authorized to make and execute a deed of conveyance for the land, to the purchaser. 10 Mar 1810. 53. An act for the benefit of the heirs of EDWARD WOODWARD, dec. Whereas Edward Woodward, late of Delaware county, devised to his five daughters, SARAH WOODWARD, ALICE WOODWARD, JANE WOODWARD, MARY WOODWARD and ELIZABETH WOODWARD, a tract of land situate in Middleton twp., Delaware county, containing 80 acres to be equally divided between them, that 1/3 part, including the dwelling hose has been alloted to MARY WOODWARD SR., the widow of the testator, (who is since intermarried with JOHN LEVIS) and the remainder of the tract unproductive, and will diminish in value, and would be to the advantage of the devisees (especially the two minor children) to be sold (the widow being willing to join in a conveyance of her one third part, therefore, JOHN CALDWELL and JOHN HICKSON, guardians of Mary and Elizabeth Woodward, minor children of Edward Wodward, are hereby authorized to sell and convey all the messuage, plantation and tract of land lying on the west side of the great road, called the Edgment road, and convey to the purchaser, and the money placed out at interest for the benefit of the minors. 10 Mar 1810. 54. An act granting PETER PENCE an annuity for life. That the sum of forty dollars is hereby granted Peter Pence, and an annuity of forty dollars, to be paid to JOHN FORSTER, of Lycoming county, to commence from 1 Jan 1810, to be paid half yearly, to provide clothing and diet for Peter Pence. 10 Mar 1810. 55. An act to incorporate the United States Insurance Company. The affairs of the company shall be managed by 13 directors, ISREAL PLEASANTS, WILLIAM DAVY, JAMES TATEM, ROBERT RITCHIE, THOMAS CALLENDER, CHANDLER PRICE, WILLIAM NEWBOLD, JOHN ROSSETER, EDWARD CARREL, JAMES LATTIMORE, MATTHEW L. BEAVEN, ROBERT OAKLY and CHARLES PLEASANTS in the city of Philadelphia. 10 Mar 1810. 60. An act to annul the marriage of DAVID CARMACK and MARY CARMACK. Whereas Mary Carmack, late MARY SCHNEIDER, was lawfully joined in marriage on 27 Dec 1800 to David Carmack, and he was at court in Philadelphia, March session 1808, convicted of forgery on two bills of indictment, for which crime he was sentenced to an imprisonment at hard labor for the term of two years on each bill, in the jail of Philadelphia county, where he now remains, therefore, the marriage contract of David Carmack and Mary his wife, is hereby annulled and the parties set free from all duties as fully as if they had never been joined in marriage, but nothing herein shall be construed to render illegitimate any children born of the body of Mary during her coverture. The above bill was presented to the governor 26 Feb 1810 and was not returned within ten days, therefore, it has become law. JAMES THACKARA, Clerk of the House of Representatives, JOSEPH A. M'JIMSEY, Clerk of the Senate. 10 Mar 1810. 62. An act to authorize the commissioners of Armstrong county, to sell lots in the town of Kittaning. Whereas JAMES ARMSTRONG, formerly owner of the land, whereon the town of Kittaning is erected, appropriated four lots numbered in the plan 61, 67, 73, and 79, adjoining each other, and forming a square, to be occupied as a public burial ground, and the inhabitants of the town have represented that should the ground be occupied as originally contemplated, the water with which they are supplied would be materially adultered, owing to the sandiness of the soil, and the elevated situation of the lots, therefore, the commissioners of Armstrong county, are hereby authorized, first given four weeks public notice in the Farmer's Register, printed in Greensburgh, Westmoreland county, etc., to sell the four lots and to convey them to the purchasers, and apply the money to purchase other land more eligible to be occupied as a public burial ground. 19 Mar 1810. 63. An act to enable JAMES GIBSON to purchase real estate. Whereas JOHN COUSLAND, GEORGE COUSLAND and HAINS COUSLAND, hold an undivided third part of a lot of ground, situate in the city of Philadelphia, the other two thirds is owned by ROBERT ADAMS, who is willing to sell the same, therefore, James Gibson, guardian of John, George and Hains Cousland, city of Philadelphia, is hereby authorized to purchase in the names of the minors, all the rights and title of Robert Adams to the lot of ground. 19 Mar 1810. 66. An act to enable an administratrix to convey a lot of ground. Whereas JOHN SHAEFFER did sell by parole, unto PHILIP WEAVER, a lot of ground near the town of Womelsdorff, Berks county, for the sum of sixty pounds, and did receive a moiety of the purchase money, but John Shaeffer died without having made a deed, and as Philip Weaver is willing to pay the balance of the purchase money, upon receiving a deed, therefore, CATHARINE SHAEFFER, administratrix of John Shaeffer, dec., and she is hereby authorized to make a deed. 19 Mar 1810. 67. An act dissolving the marriage of ISAAC PECK, and SUSANNAH PECK, his wife. Whereas, by the memorial and petition of Susannah Peck, late of White Marsh twp., Montgomery county, that she contracted marriage with Isaac Peck, in Apr 1805, and shortly after her intermarriage, her husband, regardless of his matrimonial vows, commenced a series of abusive conduct towards her, which he hath unrelentingly pursued until his abandonment of her in Oct 1809, and whereas the barbarous, cruel and unjust conduct of Isaac Peck, to his wife Susannah, is satisfactorily proven, and she hath always maintained the character of an honest, inoffensive woman, and faithful wife, therefore, the marriage contract between Isaac and Susannah Peck, is hereby declared null and void and the parties set free form all duties as fully as if they had never been joined in marriage, but nothing contained herein shall be construed to affect or render illegitimate, any children born of the body of Susannah during her coverture. 19 Mar 1810. 69. An act for the benefit of JOHN RITTER and CHARLES KESSLER. Whereas John Ritter and Charles Kessler, printers, of Reading in Berks county, did deliver 1000 copies of Read's Digest in the German language, and bestowed more labour than was required (the folding and stitching of the copies), which has been beneficial, therefore, the state treasurer is hereby required to pay them the sum of $131.25. 19 Mar 1810. 70. An act to incorporate a company for erecting a bridge over the river Delaware at the ferry of ADAM ROMIG, in Durham twp., Bucks county. That ROBERT COCHRAN, WILLIAM BINDER and JOHN SHAW of Philadelphia, MICHAEL FACKENTHALL, ADAM ROMIG and GEORGE PIPER, of Bucks county, and PHILIP FINE, GEORGE BIDLEMAN, and JACOB YOUNG of the state of New Jersey, are hereby appointed commissioners. 19 Mar 1810. 72. An act to sell and convey a tract of land. That JOHN HOPKINS and ROBERT A. BYERS, are hereby authorized to sell a piece of land situate in West Caln twp., Chester county, adjoining lands of GILBERT GIBB, JOSIAH WALLACE, RICHARD COX, and ANDREW MITCHEL, containing 50 acres, now held by JOHN ANDERSON and GEORGE RUTTER, in trust for the inhabitants of Salsbury twp., Lancaster county, and to convey the same to the purchaser, and the monies to be used by the inhabitants of Salsbury twp. 19 Mar 1810. 77. An act exonerating WILLIAM WALLACE from the obligations of settlement and residence on certain lands. That William Wallace of the borough of Erie, the purchaser of tracts #12, 13, 14, 15, of reserved lands adjoining the town of Erie, is hereby exonerated from residence on them, on condition he ditch and drain them within three years, and inspection of swamps done and if not completed he shall forfeit the lands. 19 Mar 1810. 78. An act to incorporate a company for erecting a bridge over the river Monongahela, opposite Pittsburgh, Allegheny county. That JAMES O'HARA, WILLIAM M'CANDLESS, DAVID EVANS, EPHRAIM PENTLAND, JACOB BELTZHOOVER, ADAMSON TANNEHILL, THOMAS CROMWELL, THOMAS ENOCHS, and DOCTOR GEORGE STEVENSON of the borough of Pittsburgh, Allegheny county, are hereby appointed commissioners. 19 Mar 1810. 79. An act to enable administrators to convey land to a purchaser. Whereas WILLIAM IRWIN, late of the borough of Pittsburgh, did by parole contract with his brother JOHN IRWIN, to exchange part of lot #349, for parts of two lots #348 and 347, in the borough of Pittsburg, bounded by fourth street, Market street and Diamond, the difference in value of the lots exchanged was $500.00, which John was to pay, and he is willing to pay it and make conveyance according to the agreement, provided the administrators of William are enabled to convey to him, therefore, SARAH IRWIN, administratrix, GEORGE WALLACE, JAMES IRWIN, John Irwin and JOHN SCULL, administrators of the estate of William Irwin, dec., are hereby authorized to execute a deed of conveyance to John Irwin, for lot #349, and the lots received in exchange are to be held in trust for the use of the heirs until they arrive at the age of 21. 19 Mar 1810. 80. An act for the relief of an old soldier. Whereas MICHAEL WANN, of Dauphin county, was a soldier in the PA line, and served during the revolutionary war, that a certificate of the final settlement of pay due to Michael Wann issued for the sum of $310.00, was delivered by the agent of the commonwealth to EDWARD STAINS, who had fraudulently obtained letters of administration on the estate of Michael Wann, and the money received by Stains, and as it was illegal, therefore, the state treasurer is hereby authorized to pay to Michael Wann, the sum of $310.00, immediately. 19 Mar 1810. 81. An act granting relief to MICHAEL NOWLIN. Whereas Michael Nowlin enlisted in 1776, as a soldier in CAPTAIN ROBB's company, and COLONEL STEWART's regiment, in the PA line, where he served the full term of his enlistment, through the greater part of the war, and in consequence of severe colds, hardships, and fatigues, he became affected with severe rheumatick pains, which was the means of dislocating the right hip joint, and being now entirely unable to support himself by labour, and having no other means, therefore, the state treasurer is hereby authorized to pay unto Michael Nowlin, the sum of sixty dollars, immediately. 19 Mar 1810. 82. An act to incorporate a company for making a road, beginning at the west end of Lancaster, Elizabethtown and Middletown road, near Middletown, from thence to the line of WILLIAM MACLAY's land, adjoining the upper boundry of the borough of Harrisburgh, Dauphin county. That ROBERT HARRIS, GEORGE HOYER and JOHN DOWNEY, of Harrisburgh, THOMAS SMITH, EDWARD CROUCH, and ELISHA GREEN, of Middletown, JACOB GISCH, MICHAEL KOBLE, and CHRISTIAN OBER, of Elizabethtown, JOHN COOK, THOMAS P. COPE, and JOHN TOMLINSON of Philadelphia, JOHN BAUSMAN, AMOS SLAYMAKER, and ADAM WEAVER, of Lancaster, are hereby appointed commissioners. 19 Mar 1810. 84. An act authorizing executors to make a title for a tract of land. Whereas JOHN BAIRD, late of Beaver county, dec., did sell to JAMES M'KEE for $450.00, of which $410.00 was paid to John Baird a tract of donation land, in district #1, containing 200 acres, lot #68, but there was no written agreement, therefore, John Baird, HUGH BAIRD, and SAMUEL ADAMS, executors are hereby authorized upon final payment to make and execute to James M'Kee, a deed of conveyance for the tract of land. 19 May 1810. 85. An act to receive a patent. Whereas THOMAS DAVIS enlisted as a soldier in COLONEL MOSES HAZEN's regiment, early in the revolutionary war, that he died of the wounds he received by the bursting of a shell at the siege of Yorktown, and he left a widow who has since remarried with WILLIAM LIGGINS, now with his wife resident in the state of Ohio, who has petitioned to be allowed to receive a patent for a donation tract of land, to which his wife is in equity entitled, therefore, the land officers are hereby directed to issue a patent for 200 acres of donation land to William Liggins, in trust for the use of his wife, late MARY DAVIS, 19 Mar 1810. 87. An act for the relief of MARTIN HYLEMAN. Whereas Martin Hyleman was enlisted in CAPTAIN M'KISSIK's company, COLONEL BAXTER's regiment of the flying camp, and was taken prisoner at Fort Wastington, after his release, he again engaged in the army in COLONEL LACY's regiment, received two wounds, one in his head, and the other in his hand, from a horseman's sword, and in consequence of his wounds, fatigues, and the hardships he underwent whilst a prisoner, together with the infirmities of old age, renders him entirely incapable of procuring a livelihood by labour, therefore, the state treasurer is hereby authorized to pay unto Martin Hyleman, the sum of forty dollars, immediately, and an annuity of forty dollars to be paid half yearly during life. 19 Mar 1810. 90. An act for the relief of RICHARD BACHE. That the accounting officers, are hereby directed to settle the value of a certificate of the funded debt of PA, #12883 issued to his late excellency, DR. BENJAMIN FRANKLIN, dec., for the sum of 14 pounds, 7 shillings, and 5 pence, shall be paid to Richard Bache, administrator with the will annexed of Doctor Benjamin Franklin, dec. That the accounting officers, are hereby directed to settle the value of a loan certificate of PA, #11849, issued to CHRISTIAN YORTY for 16 pounds, and the sum shall be paid to him. That the accounting officers are hereby directed to settle the value of a loan certificate of PA #14097, issued to JOHN LINN, for the sum of 2 pounds, 17 shillings and 6 pence, the sum due to be paid to WILLIAM LINN of Franklin county, the present possessor of the certificate. That the accounting officers are hereby directed to settle the value of a loan certificate of PA #6427, issued to ANDREW M'ILVAIN for 1 pound, 17 shillings and 6 pence to be paid to JOHN DIXON of Adams county, the present possessor of the certificate. 19 Mar 1810. 91. An act to incorporate a company for making a road from Sunbury, Northumberland, to Aaronsburgh, in Centre county, passing through Northumberland, Derrstown and Youngmanstown. An act to afford relief to PHILIP JONES. Whereas Philip Jones enlisted in the service of his country early in the year 1776, and faithfully served for the space of four years and eight months, that whilst in service he had his feet severely frozen, and one of his eyes so much injured by a stroke on the night of the attack on the Block house, that he hath since lost the sight thereof, and he is now far advanced in life, and incompetent to support himself by manual labour, therefore, the state treasurer is hereby directed to pay Philip Jones, the sum of forty dollars, and an annuity of forty dollars to be paid to MICHAEL M'CLEES, of Willistown twp., Chester county, to commence from the 1 Jan 1810, which shall be expended in providing clothing, lodging and diet for Philip Jones. 19 Mar 1810. 96. An act to incorporate a company for making a road from Anderson's ferry on the Susquehanna, to intersect the road from the borough of Lancaster to Columbia, near the five mile stone. An act confirming a title to a tract of land in Chester county. Whereas by petition of JAMES PARRY, of Westown twp., Chester county, that on 1 Apr 1807, JOSEPH MOORE conveyed to him a measuage and 25 acres of land for the sum of 600 pounds, since which it has been discovered that Joseph Moore was an alien at the time of making the conveyance, therefore, the deed of conveyance made and executed to James Parry by Joseph Moore and LUCY MOORE, his wife, is hereby declared as valid as if Joseph Moore had been a citizen of the United States at the time of his purchase and of executing the deed of conveyance. 20 Mar 1810. 104. An act for the relief of JOHN CONNOR. Whereas John Connor enlisted in CAPTAIN DAVID WILSON's company in the flying camp, and he was taken prisoner at Fort Washington, and after some time was liberated in a state of indisposition, and continued indisposed for a long time afterwards, and he never received any compensation for the time he was held in confinement, nor while he lay sick in consequence thereof, therefore, the state treasurer is hereby authorized to pay unto John Connor the sum of $100.00, immediately. 20 Mar 1810. 105. An act to incorporate a company to make a road from the east end of Perkiomen bridge in the county of Montgomery, passing through Pottsgrove, and passing by the White Horse tavern, in Amity twp., in Berks county, to the borough of Reading. An act to change a name. Whereas CHARLES SWIFT JR., son of CHARLES SWIFT of Bensalem twp., Bucks county, at the request of a near relation has agreed to change his name from Charles Swift Jr., to CHARLES RICHE, therefore, he shall hereafter be known by the name of Charles Riche, and have the same rights as under his former name. 20 Mar 1810. 111. An act to incorporate a company for erecting a bridge over the Monongahela river, near the road leading from Brownsville, in the town of Washington. A supplement to an act to authorize ROBERT KENNEDY, to dig and support a mill race, adjacent to the river Schuylkill near its falls. The limit on the tolls are repealed, and Robert Kennedy, is hereby authorized on having completed on the western side of the river Schuylkill, a well constructed lock, for safe passage of all boats and rafts with a toll of fifty cents. 20 Mar 1810. 120. An act establishing an academy in Carmichael's town, Greene county. An act dissolving a marriage. Whereas LEWIS ALBERTUS of the city of Philadelphia, was married to ZILLA CLARK, of the state of New Jersey and it appears by the testimony of reputable persons that Zilla, not only since her marriage, but previous to, has often discovered incontestible evidences of insanity, particularly since her marriage, by frequently abandoning the house of her husband, in great rage, and going to her father's in New Jersey, and it appears that her husband has uniformly treated her with great kindness and affection, and it further appears the father of Zilla has agreed to support and maintain her during her natural life, and he has given his full and free consent to a separation of Lewis and Zilla by divorce, therefore, the marriage contract between the two parties is hereby declared null and void, and the parties set free from all duties as if they had never been joined in marriage. 20 Mar 1810. 128. An act granting a piece of land. Whereas JOHN WOODS, Allegheny county, served for several years in the revolutionary war, in which service he was severely wounded, and in consequence of which he is at this time much disabled, and it further appears that John Woods has settled, and made considerable improvements on a part of the reserved tract of land, in the vicinity of the borough of Pittsburgh, which land remains unappropriated, and whereas it would be just to reward the services and sufferings of this revolutionary soldier, therefore, that there is hereby granted to John Woods, of Allegheny county, the following lots of ground that remain unsold of the reserve, lots #224, 219, 198, 199, 218, 217, 200, 201, 216, 215, 202, 203, 214, 213, 204, 205, 206, 207, 212, 211, 208, and the costs paid on four equal yearly installments and on the receipt of the last installment, the officers of the land office shall issue a patent for the lots to John Woods. 20 Mar 1810. 135. An act erecting election districts and making alterations in other districts. That Colerain twp., Lancaster county, shall be erected a separate election district, and the electors shall hold their elections at the house now occupied by WILLIAM BARCLAY, innkeeper. That the electors of Oxford twp., Philadelphia county, shall hold their elections at the house now occupied by MAHLON DUNGAN, in the borough of Frankford. That the electors of Hill's district, Washington county, shall hold their elections at the house now occupied by JOHN BERRY, at the intersection of the Washington and Pittsburg roads. That the electors in Brothers Valley, and part of Stoney Creek twps., Somerset county, which form an election district, shall hold their elections at the house of PETER GLASSNER, in the town of Berlin, being the same house where the elections were formerly held. That the electors of Burlington twp., being the seventh district, Lycoming county, shall hold their elections at the house now occupied by MARY GODDARD. That part of Delmar twp., Tioga county, shall be a separate election district and the electors shall hold their elections at the house now occupied by ISRAEL BUCKLEY, on the Cawanesque creek. That the electors of Cliftsburgh election district, Lycoming county, shall hold their elections at the house now occupied by WILLIAM FURMAN. That Canton twp., Luzerne county, shall be erected into a separate election district, and the electors shall hold their elections at the house now occupied by JOSEPH WALLACE. That Plum Creek twp., Armstrong county, shall be a separate election district, and the electors shall hold their elections at the house now occupied by JOHN THOMAS. That the electors of Allegheny twp., Armstrong county, shall hold their elections at the house now occupied by WILLIAM WATSON. That the electors of Redbank twp., Armstrong county, shall hold their elections at the house now occupied by JOHN SLOW. That North Beaver twp., Beaver county, is hereby erected into a separate election district, and the electors shall hold their elections at the house now occupied by JOHN DUNNING, and the parts of Big Beaver and Little Beaver twps., which lie north of Greensburg district, etc., to the head of Wolf run, and thence to the house of CHRISTOPHER WORMAN, to the state line to the beginning, shall hold their elections at the house now occupied by NOBLE KOYL. That the electors of the eighth district of Erie county, shall hold their elections at the house now occupied by HENRY BURGHART. That the elections of Sandy Lake twp., Mercer county, shall hold their elections at the house now occupied by WILLIAM PERRINE. That the electors of Wolf Creek twp., Mercer county, shall hold their elections at the mill now occupied by ROBERT GLENN. That the electors of the fourth district of Chester county, shall hold their elections at the house of JOHN BLACK, in Westfallowfield twp., commonly known by the name of the Gum tree tavern, and now occupied by WILLIAM GILLILAND. That the townships of West Bradford and Newlin, Chester county, shall be a separate election district, to be #12, and the electors shall hold their elections at the house now occupied by JAMES CHAMBERLAIN, in the village of Marshalton. That the electors of Oil Creek twp., Crawford county, shall hold their elections at the house now occupied by JOHN KERR. That the electors of Sadsburg twp., Crawford county, shall hold their elections at the house now occupied by JAMES BIRTCH. That Augusta twp., Northumberland county, shall be a separate election district, and the elections shall be held at the house now occupied by JACOB REAKER. That Moore twp., Northampton county, shall be a separate election district, and the electors shall hold their elections at the house now occupied by GEORGE GREBER. That the electors of Wayne twp., Crawford county, shall hold their elections at the house now occupied by ABRAHAM KIGHTLINGER. That the deeds of conveyance made and executed to JAMES HICKMAN and JOHN KING, respectively, by JOSEPH MOORE and LUCY MOORE, his wife, being both dated 1 Mar 1807, and recorded in Delaware county deeds, Book 2, pg., 760 and 762, and the same are hereby declared to be as valid as if Joseph Moore had been a citizen of the United States, at the time of his purchasing the land, and of executing the deeds of conveyance. That JOSEPH MILES, one of the administrators of JAMES MILES the younger, of Miles twp., Centre county, dec., is hereby authorized to execute a release to SAMUEL MILES of Aaronsburg, of all rights and title of James Miles the younger, to a piece of land situate in Miles twp., containing 55 acres, and 112 perches, adjoining lands of MICHAEL HOEMAN, SAMUEL MILES, and the Nittany mountain, being the share of the real estate of James Miles the elder, dec. to which Samuel Miles is entitled in right of his wife. That the title of GEORGE CHANDLEE to a tract of land in Aston twp., bounded by Chester creek, by land of ABRAHAM COPPOCK, SAMUEL VERNON, and by the road leading to DUTTOR's mill, containing 144 acres, is hereby declared valid, as if WILLIAM LANCASTER had been a citizen of the United States at the time of purchase. 20 Mar 1810.
