SIMON SNYDER, Governor JOHN WEBER, Speaker of the House of Representatives P.C. LANE, Speaker of the Senate. Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania. In General Assembly met and is hereby enacted by the Authority of the Same. 1. An act to change a name. That JOHN HARRIS PUGSLEY shall hereafter be known as JOHN LEVETT HARRIS, to all intents and purposes as if no change had been made. 22 Dec 1810. 3. An act empowering trustees to sell tracts of land. Whereas members of the English Presbyterian congregation of the borough of Lancaster, have represented that by the last will and testament of JOSIAH LOKART, late of the borough, dec., the congregation is entitled to a tract of land situate on a branch of Tioga river, Tioga county, containing 1005 acres, and by a grant from JAMES HAMILTON ESQ., the congregation is entitled to a lot situate in the borough of Lancaster, bounded by a lot of MICHAEL GUNDACKER's, and a lot of SARAH MUSSER, and the both are entirely unproductive, therefore, SAMUEL HUMES, JEREMIAH MOSHER, HENRY PINKERTON, HENRY SLAYMAKER, WILLIAM DICKSON, WILLIAM KIRKPATRICK, WILLIAM MONTGOMERY, SAMUEL CLENDENIN and JOHN WHITESIDE, are authorized to sell and dispose of both tracts and execute deeds to the purchasers, and apply the money for the use and benefit of the congregation. 22 Dec 1810. 4.An act to relinquish the title of this commonwealth to a tract of land. Whereas it appears ADAM SMITH, an alien late of Bristol twp., Philadelphia county, yeoman, died without issue, seized of a tract of land in Cheltenham twp., Montgomery county, containing 13 acres and 16 perches, as described in an indenture from JOHN LAPP and MARY LAPP his wife, to Adam Smith, dated 2 Jun 1801, and recorded in Norristown, deed book #15, page 157, and the land by reason of the alienage of Adam Smith, is liable to be forfeited, to the prejudice of his widow, who by her industry chiefly contributed to its acquisition, therefore, all right and title of the commonwealth to the tract of land are forever remised and released to AMY SMITH, the widow of Adam Smith, and she shall have and enjoy the tract forever. 22 Dec 1810. 5. An act to remedy a defect in a title of land. That the deed of conveyance executed by WILLIAM CORKADLE and his wife, to ISAAC WISNER of New London twp., Chester county, dated 7 Oct 1808, recorded Book C, 3rd vol. pg 351, whereby William Corkadle and wife conveyed the tract of 11 acres and 89 perches, is hereby declared as valid as if William Corkadle had been a citizen of the United States at the time of acquiring the property. 22 Dec 1810. 6. An act to authorize trustees to convey a lot. Whereas JOHN HOGE, of the town of Washington, PA., by deed dated 5 Feb 1801, did convey a lot #194 to THOMAS LACKEY, ABRAHAM CRAIGER, ABRAHAM JOHNSTON, TITUS RIGBY and JOHN COOPER, in trust, for the use of the members of the Methodist Episcopal church, for the purpose of erecting a house for Divine worship, erected thereon, and through a mistake erected the house on lot #193, which still remains the property of JOHN HOGE, and are desirous of exchanging titles, therefore, JAMES CHAMBERS, Thomas Lackey, Abraham Johnston, JAMES SHANNON and ISRAEL BROWN, the present trustees are hereby empowered to convey the title to lot #194 to John Hoge, and he in making a title to lot #193 to the trustees. 5 Jan 1811. 10. An act granting an annuity for life. Whereas WILLIAM KERNICHON was regularly discharged from the 1st regiment of PA, at the end of the revolutionary war, and while in service he received a wound in his face, which appears to be incurable, therefore, the sum of forty dollars is hereby granted to William Kernichon, immediately, and an annuity of forty dollars for the use of William Kernichon for life, to be paid to JOHN HOUGH of Bucks county, to be expended in providing clothing and diet for William Kernichon, to commence on 1 Jan 1811. 23 Jan 1811. 11. An act to incorporate the Governor's Creek Meadow Company. That ISAAC IVANS, AARON IVANS, THOMAS CROZER, MOSES DOAN, JOHN COMFORT, SETH WRIGHT, JAMES BUSSON, THOMAS HARTLEY, HECTOR CALBRAITH, BENJAMIN WRIGHT, and LUCY MULL, LYDIA MULL, MARY MULL, CATHARINE MULL, and MARGARET MULL, representatives of MARTIN MULL, dec., to be a body politic and corporate. 23 Jan 1811 12. An act for the relief of JOHN LONGENECKER. Whereas John Longenecker of Lancaster county, hath purchased from JOHN LEYER, a house and lot in the borough of Lancaster, and has fully paid the purchase price, and it has lately been discovered that John Leyer at the time of purchase and selling to John Longenecker was an alien and incapable of hold real estate within the commonwealth, therefore, the deed of conveyance executed to John Longenecker is hereby declared valid to all intends as if John Leyer at the time of purchase had been a citizen of the United States. 23 Jan 1811. 13. An act granting an annuity for life. Whereas JACOB DODRIDGE was regularly discharged from the regiment commanded by GENERAL HAZEN, as a soldier from PA, at the close of the revolutionary war, and he has received two wounds in his arm which at this time adds to the infirmity of his age, therefore, the sum of forty dollars is hereby granted to Jacob Dodridge immediately, and an annuity of forty dollars be granted for the use of Jacob Dodridge for life to be paid to DANIEL UDREE of Berks county, to commence on 1 Jan 1811, to be paid half yearly. 23 Jan 1811. 14. An act to dissolve a marriage contract. Whereas ELIZABETH LE CLERC on 5 Apr 1788, was lawfully married to PHILIP J.G. DE FRANQUEEN, and she lived and cohabited with him from the time of their marriage until 1 May 1790, when Philip J.G. De Franqueen departed for Europe, that soon after his arrival in Europe he wrote to his wife that he did not mean to return, and in answer to several letters repeated the same declaration, accompanied with an intimation that he considered all connection between them at an end, and she must thenceforth provide for herself, that Elizabeth Le Clerc thought herself at liberty to form a new matrimonial connection and accordingly was some time after married to JOSEPH GORGAN LE CLERC, with whom she lived as his wife until the time of his death, and became the mother of two children, one of whom, a son is still living, and she being advised that her second marriage was illegal and void, and the issue of it illegitimate, therefore, the marriage of Elizabeth Le Clerc with Philip J.G. De Franqueen, is hereby declared null and void and the issue of Le Clerc and Elizabeth his wife is hereby declared to be legitimate as if no first marriage had ever taken place. 23 Jan 1811. 15. A supplement to an act confirming a partition of lands in Lycoming county. Whereas HANNAH BOWNE, JOSEPH BYRD, JAMES BYRD, and ROBERT PEARSALL, executors of the last will and testament of SAMUEL BOWNE, have doubts they can make a good and value title to a purchaser, therefore, it is lawful for the executors to sell and convey the share allotted to James Byrd and Robert Pearsall, executors, of the lands mentioned in the act. 23 Jan 1811. 16. A supplement to an act for relief of revolutionary soldiers. That the annuity of forty dollars granted for the use of JOHN HUTTON, by an act passed 29 Mar 1809, shall be paid to AMOS JOURDAN of Cumberland county, which shall be expended in providing clothing and diet for John Hutton, That the annuity granted to MICHAEL MULLIN by an act passed 6 Feb 1810, shall be understood to have commenced 1 Feb 1810. 23 Jan 1811. 17. An act enabling a committee to sell and dispose of real estate. Whereas JACOB PALMER, of the city of Philadelphia, has been adjudged a lunatic, and JOHN B. PALMER and FREDERICK HEISZ were by the court duly appointed a committee to take care of the person and estate of Jacob Palmer, and that his real estate is in want of repairs, and consequently unproductive, and if repaired would not rent for a sum sufficient to maintain the lunatic, therefore, it shall be lawful for the committee to sell all the real estate of Jacob Palmer, necessary for the maintance and support of him and provide subsistance and clothing, and make the purchaser a deed of conveyance. 23 Jan 1811. 18. A supplement to the act for offering compensation to the PA claimants of lands in Luzerne. That nothing herein contained shall effect the patent made out in the name of JOHN SHEPARD and BENJAMIN DORRANCE, for the greater part of Claverack twp., now detained in the office of the secretary of the commonwealth, on account of a supposed irregularity in the patent. 23 Jan 1811. 19. An act granting money to a soldier of revolutionary war. Whereas WILLIAM BLAKENEY, of Beaver county, performed sundry services in the revolutionary war, for which he has not received any compensation, therefore, the state treasurer shall pay $300.00 to William Blakeney, in full, as principal and interest, for his services in the revolutionary war. 6 Feb 1811. 20. An act authorizing executors to sell and convey a lot. Whereas from a certificate from the county of Northumberland, there is due to WILLIAM MEARS, and JOHN RITTER, executors of the last will and testament of GEORGE EASTERLY, dec., 23 pounds, 6 shillings, and 10 pence, therefore, the executors are hereby authorized to sell and convey a lot of ground situate in the town of Hughsburgh, containing 3/4 acre. 6 Feb 1811. 21. An act to authorize an executor to convey a lot of land. Whereas, ADAM KNOUFF, late of Germany twp., Adams county, dec., did sell unto GEORGE BURGESSER, a lot of land, being part of the plantation the deceased lived, containing 1 acre and 101 perches, for the sum of $67.14, but there is no written contract, nor any receipt for payment of the purchase money, yet it appears that such contract and a part of the payment has been made, therefore, JACOB WINROTT, executor of the estate of Adam Knouff, is hereby authorized to make and execute a deed of conveyance to George Burgesser, provided he first secure the payment of the residue of the purchase money. 6 Feb 1811. 22. An act to confirm the proceedings in a writ of partition. That the proceedings upon a writ of partition, sued out by THOMAS SHIPLEY in the court of Philadelphia county, to Dec. term, 1808, against JOHN SHIPLEY, GEORGE F. ALBERTI and ANN ALBERTI his wife, and ISAAC BARTRAM, are hereby valided and confirmed to all intents as if the minor children of Isaac Bartram had been made parties and appeared by guardian duly appointed. 6 Feb 1811. 23. An act to incorporate a company to make a road from the Court house in the borough of Gettysburg, to ______ BLACK's tavern in Adams county. That JOHN EDIE, WILLIAM HAMILTON SEN., JAMES BLACK, SAMUEL SLOAN, MATTHEW LONGWELL and WILLIAM M'PHERSON, are hereby appointed commissioners. 6 Feb 1811. 25. An act to incorporate a company to make a road from the south side MICHAEL GEISELMAN's mill, adjoining the town of Berlin, Adams county, through Abbotstown to Hanover, York county. That SAMUEL FAHNESTOCK, JOHN B. ARNOLD, WILLIAM PATERSON, BORIUS FAHNESTOCK, TOBIAS KEPNER, and FREDERICK BOUGHER, are hereby appointed commissioners. 6 Feb 1811. 26. An act establishing an Academy in the town of Butler, Butler county. The trustees, JACOB MECHLING, SAMUEL WILLIAMSON, JOHN M'QUESTON, JOHN GILMORE, WALTER LOWRIE, and ROBERT GRAHAM JR., are hereby declared one body politic and corporate. 6 Feb 1811. 28. An act authorizing a loan of money from the state to WILLIAM EICHBAUM, to enable him to carry on a Manufactory of Wire. Whereas William Eichbaum of Pittsburg has erected works and procured a part of the machinery for the manufacturing of wire, but not possessing a capital sufficient to enable him to finish and carry on the manufactory, and whereas it is the policy of this state to give encouragement to works of public utility, to foster our own manufactures and to render ourselves independent of foreign nations for articles of absolute necessity, therefore, a loan is granted to William Eichbaum of $3000.00 with repayment to be in seven years, with interest at three per centum per annum. 6 Mar 1811. 31. An act to confer rights of children born in lawful wedlock. Whereas JOHN ARMANTAIRE MONGES, of the city of Philadelphia, a naturalized citizen of the United States, previous to his marriage with JANNE BARBE GARNIER, WIDOW BREBAN, he had by her two children, a daughter ARMANTINE MONGES, and a son named ARMAN MONGES, and subsequently to their marriage several other children, two of whom are now living, and that his wife is deceased, and to introduce equality and promote harmony among his children, therefore, ARMANTINE MONGES and ARMAN MONGES, the children of John Armantaire Monges and Janne Barbe Garnier, widow Breban, shall enjoy all the rights and advantages of children born in lawful wedlock, as fully as if they had been born subsequently to the intermarriage of their parents. 6 Feb 1811. 32. An act authorizing an executor to sell a tract of land. Whereas LEWIS OVERDEER, acting executor of the last will and testament of PHILIP BOTTENFELD, late of York county, it appeared that a balance of $121.48 1/2 was found due from the estate of Philip Bottenfeld to Lewis Overdeer, for monies laid out and expended by him in execution of the provisions of the will, and as there is no provision to sell real estate to pay debts or legacies, and to carry into effect the bequests and provisions until the after the death of the widow of testator, therefore, it shall be lawful for the executor to sell a tract containing 10 acres and 55 perches, adjoining lands of DANIEL BARNITZ and GEORGE ROSS, situate in Manheim twp., York county, and granted by patent to Lewis Overdeer, in trust for the heirs of PHILIP BOTTENFELD, and any surplus of money to be equally divided between the heirs. 6 Feb 1811. 34. An act for the relief of the trustees of Youghiogeny Bridge in Somerset county. Whereas on 4 Apr 1805, a sum of $400.00 was appropriated to build the bridge, to be drawn from the treasury of Bedford county, the bridge was completed, but no money came from Bedford county, and the trustees were compelled to pay the full of $400.00, therefore, the state treasurer is hereby authorized to pay to JACOB HARLZELL ESQ., JOHN MALACH, JAMES TANNIHILL and RICHARD GREEN, the $400.00. 13 Feb 1811. 36. An act authorizing SENECA LUKENS to sell and convey a plantation. Whereas, Seneca Lukens, guardian of the minor children of JOB QUINBY, late of Solebury twp., Bucks county, that a plantation bequeathed to the minors by their grandfather ISIAH QUINBY, is in a ruinous situation, that the annual rent is insufficient to put it in tenantable repair, therefore, the guardian is hereby authorized to sell and make a good deed of conveyance to the purchaser, and the proceeds to be used for the benefit of the minors. 13 Feb 1811. 38. An act vesting title to a piece of land to certain trustees. That the officers of the land office are hereby authorized to issue a warrant and complete title clear of purchase money and office fees for a piece of land containing 14 acres, situate in Washington twp., York county, adjoining lands of AMOS HUSSEY, JACOB M'MILLAN, AMOS GRIFFITH, JOSEPH M'MILLAN and WILLIAM BENNET, unto JOHN CLEAVER, JOHN SMITH, and ELISHA COOK of York county, in trust for the sole use of a school to be erected thereon. 13 Feb 1811. 41. A supplement to an act to confer a lot to a purchaser. Whereas the legislature did pass an act for the administrators of MARK DEARY, dec to convey to his brother FRANCIS DEARY a lot in the borough of Pittsburg, and an error to the number was inserted in the act, for remedy whereof, the administrators are hereby authorized to convey a lot on Virgin Alley, #414, to Francis Deary. 13 Feb 1811. 42. An act to enable administrators to convey a lot. Whereas JAMES SCOTT, late of the borough of Gettysburg, Adams county, dec., did sell unto DIXON GREER, a lot of ground in the borough of Gettysburg, and received full payment, for which there is no written evidence, and Dixon Greer did afterwards sell the lot to GEORGE LASHELLS, and the purchase money in full, but could not make title as there exists no deed to him from James Scott, therefore, ROBERT HAYS and JOHN M'CONAUGHY, administrators, of James Scott, dec., are hereby authorized by deed to convey to George Lashells, a lot in the borough of Gettysburg, Adams county, #144. 13 Feb 1811. 43. An act to enable a company to make a road from the east end of Perkiomen bridge, Montgomery county, passing through Pottsgrove and by the White Horse tavern, in Amity twp., to the borough of Reading in Berks county. That JOHN CLEMENT STOCKER, WILLIAM ALLIBONE, JOSEPH E. HOWEL, MARK RICHARDS, JOHN VAUGHAN, JEREMIAH PIERSOL and GEORGE W. MORGAN, of city of Philadelphia, THOMAS NORTON, JAMES HART, WILLIAM WEST and JOHN BARCLAY of the Northern Liberties, JOHN M. PRICE, SAMUEL MECHLIN JR., and JACOB REX, of Germantown, SAMUEL MAULSBY, DANIEL HITNER and MATTHIAS SHIVELY of Montgomery county, GEORGE DOUGLASS, MATTHEW BROOKE, JOHN BROWER, CONRAD FEGAR and LEWIS REESE, of Berks county, are hereby appointed commissioners. 13 Feb 1811. 44. An act confirming the title of a piece of land. That the title of JAMES FRENCH, New London twp., Chester county, (an alien, a man of colour) to a tract of land containing 19.75 acres, and 30 perches, is hereby confirmed as far as may be deficient on account of him being an alien, and as good and sufficient as if he had been a citizen of United States, at the time he acquired the tract of land. 13 Feb 1811. 45. An act to authorize to erect a mill dam. Whereas JOHN UMSTEAD of Montgomery county, proprietor of an island in the river Schuylkill known by the name of Pennebecker's island, and also a tract of land including the eastern bank of the river, opposite to the island requests permission to make a dam for the purpose of erecting a mill or other water works, and will be an advantage to the public therefore, John Umstead is hereby authorized to erect and maintain a dam, provided he shall not take any more water from the dam, than will supply two water wheels fro the mill or water works. 13 Feb 1811. 46. An act authorizing the sale of a tract of land. Whereas SAMUEL GARRETSON and JAMES WICKERSHAM, trustees of the religious society of Friends, inhabitants of Newbury twp., of York county, state a tract of land containing 42 acres and 61 perches, was granted to JOHN GARRETSON and JOSEPH HUTTON by patent dated the 20 May, 1796, in trust for the use of the society for the purpose of a meeting house and burying ground, and an act passed 19 Feb 1802, Samuel Garretson, James Wickersham and EZEKIEL KIRK, then trustees sold and conveyed 13 acres, 2 perches and that the trustees hold the residue of the tract and the members are much changed and a change of meeting place is needed, therefore, the trustees are hereby empowered to sell and convey the residue of the tract and proceeds used to purchase other land for a meeting house and burying ground. 13 Feb 1811. 47. An act authorizing the sale of real estate. Whereas in the county of Lancaster, JOHN KAUFFMAN, has been found and declared a lunatic and non compos menties, and JOHN HERR and ANDREW KAUFFMAN appointed a committee to take care of the person and estate of John Kauffman, who is seized of four tracts of land containing in the whole 12 1/2 acres and are expensive and difficult to cultivate, and therefore unproductive, therefore, and it shall be lawful for John Herr and Andrew to sell and convey all the real estate belonging to the lunatic, and convey a deed to the purchaser, and monies used to pay debts and maintance of the lunatic. 13 Feb 1811. 49. An act to remedy a defect in the title to lots. Whereas JACOB C. WELPER, a native of Germany, emigrated to the state of PA on 20 Jul 1806, and has since declared his intention of becoming a citizen of the United States, that on 23 May 1809, he purchased from SEBASTIAN SEYBER JR., two lots in the town of Berwick, Luzerne county, #23 & #24, that he also purchased of MICHAEL OPP, a piece of ground situate in the borough of Easton, Northampton county, lot #249, and part of lot #245, by deed dated 27 Dec 1809, and in consequence of his being an alien, his titles are defective, therefore, Jacob C. Welper shall have and hold all lots in the same manner had he been a citizen of the commonwealth, at the time of his purchases. 1 Mar 1811. 50. An act for the relief of soldiers of the revolution. That the state treasurer is hereby authorized to pay to WILLIAM GLENDY, the sum of forty dollars and an annuity of forty dollars to be paid half yearly during life, to GEORGE BRUCE of Beaver county, to commence 1 Jan 1811, to be used in providing clothing and diet for William Glendy. That the state treasurer is hereby authorized to pay to JOHN FORSTER, of Lycoming county, for the use of ATCHESON MELLON, the sum of forty dollars and an annuity of forty dollars to be paid half yearly during life, to commence on 1 Jan 1811, to be expended by John Forster in providing clothing and diet for Atcheson Mellon. That the sum of forty dollars is hereby granted to ERNST GREESE, to be paid immediately. That the state treasurer is hereby authorized to pay JOHN B. GIBSON of Cumberland county, forty dollars, to be applied to the use of JOHN FAUST, and an annuity of forty dollars granted to John Faust to be paid half yearly during his life, to commence on 1 Jan 1811, in providing clothing and diet for JOHN FAUST. That the state tresurer is hereby authorized to pay to ROBERT M'GUFFEY of Westmoreland county, the sum of forty dollars to be applied for the use of ABRAHAM BODLE, an annuity of forty dollars for life, to commence on 1 Jan 1811, to be paid half yearly, to provide clothing and diet for Abraham Bodle. The sum of forty dollars is hereby granted to DUNCAN M'VICKAR, immediately. 1 Mar 1811. 51. An act for the relief of FREDERICK HAKE. Whereas a warrant was granted to JACOB HAKE on 17 Sep 1766 for 200 acres of land in Manchester twp., York county, stating that the land was situated in the manor of Springetsbury, and charged at the rate of 60 pounds, per hundred acres, but it since been found the land was not within the manor, that lands not included therein were at that time charged at fifteen pounds, ten shillings per hundrend acres, therefore, the secretary of the land office is hereby authorized to make settlement of the amount due on the quantity of land returned on the warrant, charging at the rate of 15 pounds 10 shillings per hundrend acres, upon payment with the interest due and a patent shall be issued to him. 1 Mar 1811. 53. An act to renumerate heirs. That the state treasurer is hereby authorized to pay unto WILLIAM MURRAY and JOHN MURRAY, executors of the last will and testament of John Murray, of Middle Paxton twp., Dauphin county, dec., for the use of his heirs, $500.00. 1 Mar 1811. 54. An act for erecting part of the counties of Berks and Northampton into a separate county. The county of Schuylkill, shall include Brunswick, Schuylkill, Manheim, Norwigian, Upper Mahantango, Lower Mahantango and Pine Grove twps., in Berks county, and and West Penn and Rush twps., in Northampton county, and court shall be held at the house now occupied by ABRAHAM REIFFSNYDER, in the township of Brunswick, Schuylkill county, until a court house shall be erected. 1 Mar 1811. 55. An act to erect the town of Northampton, Northampton county, into a borough. It shall be bounded beginning at Little Lehigh creek, thence by lands of JOHN WAGNER and ABRAHAM WORMAN, etc., and all persons entitled to vote to meet at the house of GEORGE SAVITZ, to elect by ballot. 18 Mar 1811. 57. An act for the relief of sundry men. Whereas HUGH HORNER, of Allen twp., Northampton county, PA, on 24 Sep 1779, purchased a tract of 96 acres, as the estate of ANDREW ALLEN, which land at the death of Hugh Horner, became vested in JAMES HORNER, ROBERT HORNER, WILLIAM HORNER and Hugh Horner, and as they were some time in Oct 1809, evicted from the premises by a title paramount to a MARGARET DELANEY, of the kingdom of Great Britain, therefore, the governor is hereby authorized to draw a warrant on the state treasurer in favor of James, Robert, William and Hugh Horner, for $1384.00 as full compensation for all costs and damages sustained in consequence of being evicted. 18 Mar 1811. 58. An act for the relief of THOMAS M'KEEN. Whereas JAMES DOAK, of Allen twp., Northampton county, PA., in 24 Sep 1779 purchased a tract sold as confiscated estates, of 105 acres of land, as the estate of ANDREW ALLEN, and Thomas M'Keen in Oct 1809, was evicted from the land by a title paramount in a MARGARET DELANCY, of the kingdom of Great Britain, and for the loss he sustained in consequence of the eviction the governor of this commonwealth is hereby authorized to draw his warrant on the state treasurer in favor of Thomas M'Keen for the sum of $1351.76, as full compensation for costs and damages he sustained in consequence of being evicted from the land. 18 Mar 1811. 59. An act to authorize executors to sell and convey a plantation. Whereas WILLIAM BOYD, late of Newton twp, Cumberland county, died seized of a plantation containing 275 acres, adjoining the Conodoguinet creek and land of ALEXANDER LAUGHLIN and others, leaving a widow and 5 minor children, after having made his last will and testament, in which he bequeathed one third part of his personal, and the interest of one third part of his real estate to his wife, and the remainder to be equally divided amongst his five children, and appointed MATTHEW THOMPSON and ADAM BOYD, his executors, and guardians of his children, and as it appears it was his intention to authorize his executors to sell his real estate, but it was not done, therefore, the orphans court of Cumberland are hereby empowered to authorize the executors to sell the real estate, and put the proceeds to interest on good security for the benefit of the widow and the maintenance and education of the children and to convey the same to the purchaser. 18 Mar 1811. 60. An supplement to an act annexing part of Northumberland to the county of Luzerne. Whereas HENRY DONNEL and GEORGE HAINES, commissioners created by the act have declined the duties enjoined on them, therefore, ISAAC A. CHAPMAN of Wilkesbarre twp., and ARCHIBALD MURRAY of Conygham, Luzerne county, are hereby appointed commissioners in the room and stead of the previous two, and together with REDMOND CONYGHAM, the other commissioners are required to mark the line contemplated by the act. 18 Mar 1811. 61. An act authorizing the sale of real estate. Whereas it would be beneficial to the legatees of JAMES STEWART, late of Luzerne county, dec., to authorize the sale of part of his real estate, therefore, the orphan court of Luzerne, are hereby empowered upon petition of the widow and executors to authorize the executors to sell the real estate of James Stewrt for the payment of his debts and the maintenance and education of the minor children, and to convey it to the purchaser. 18 Mar 1811. 62. A supplement to an act to authorize the incorporation of a company for erecting a bridge over the river Susquehanna at the borough of Wilkesbarre, Luzerne county. That JOHN H. BRINTON of the city of Philadelphia, and HENRY BUCKINGHAM of the county of Luzerne, are hereby appointed commissioners in the place and stead of THOMAS ALLIBONE of the city of Philadelphia, and LAWRENCE MYERS of the county of Luzerne, dec. 20 Mar 1811. 63. An act dissolving a marriage. Whereas HANNAH MOLAND of the county of Bucks was legally married to WILLIAM MOLAND, on 19 Oct 1773, that shortly after their intermarriage her husband suffered himself to become the victim of intemperance, and forgetting the affectionate duty of a husband did ill treat and personally abuse his wife, and as the cruel and unjust conduct of William Moland is proven by sundry documents, therefore, the marriage contract between William and Hannah Moland is hereby declared null and void and the parties set free from all duties as fully as if they had never been joined in marriage, but nothing contained shall be construed to render illegitimate and children born of the body of Hannah during the coverture. 20 Mar 1811. 65. An act granting an annuity. Whereas THOMAS HILL was regularly discharged from the PA line at the close of the revolutionary war, and while in military service of his country he received an injury in his knee from which, combined with the infirmities of age, he is rendered totally unable to procure a subsistence by labour, therefore, the state treasurer is hereby authorized to pay to THOMAS CAMPBELL of York county, forty dollars to be applied to the use of Thomas Hill, and an annuity of forty dollars to be paid half yearly during his life, to commence on 1 Jan 1811. 20 Mar 1811. 66. An act establishing an academy in the town of Meadville, Crawford county. DAVID MEAD, THOMAS ATKINSON, T.R. KENNEDY, HENRY HURST, WILLIAM M'ARTHUR and JOHN BROOKS, shall be trustees. 20 Mar 1811. 68. An act authorizing the building of a toll bridge. That JOSEPH KIRKBRIDE, is authorized to build and maintain a bridge over Frankford creek, where his ferry is now kept. 20 Mar 1811. 70. A supplement to an act to provide for selling of tracts of land. That the beach of the lake from the upper corner of the garrison tract, and for 20 perches back from the water's edge to the out lots, and including all the land between the out lots and the water's edge, to the tract of land #38, the property of JOHN KELSO, shall remain a public landing in the county of Erie. 20 Mar 1811. 72. A supplement to establish a board of wardens for the port of Philadelphia and for other purposes. That the auditor general is hereby authorized to draw a warrant upon the state treasurer in favour of HENRY HAWKINS, late master warden of the port of Philadelphia, for the sum of $336.67, being the amount of monies paid for expenses of the wardens' office for the year ending 31 Mar 1809, over the amount authorized by the act. That the auditor general is hereby authorized to draw a warrant on the state treasurer in favour of JOHN ASHMEAD the present master warden of the port of Philadelphia, on a settlement of his accounts due to him for the expenses of the wardens' office, above the sum authorized. 20 Mar 1811. 73. An act for the relief of CLEMENT BIDDLE. Whereas Clement Biddle, late quarter master general and commissary of Military stores, did at various periods of the late Indian war receive and employ large sums of money amounting to more then $200,000.00, all accounted for except a balance of $703.40, and as it is alleged that this sum was faithfully paid to MAJOR M'CULLY, then stationed in Pittsburg, for the purchase of rifles for the army, but owning to his removal out of state and his death soon afterwards the vouchers could not be obtained, therefore, the auditor general and treasurer are hereby authorized to settle the accounts of Clement Biddle, for the balance. 20 Mar 1811. 74. An act for the relief of ROBERT LYON. That the state treasurer is hereby directed to pay to JAMES LAIRD, for the use of Robert Lyon, the sum of forty dollars immediately. 20 Mar 1811. 76. An act authorizing commissioners to fix a site for the erection of a bridge over the river Delaware, between Black's Eddy (above Bull's Island) and Wells' Falls. That JOHN BARCLAY of the Northern Liberties in Philadelphia county, AMOS SLAYMAKER of Lancaster county, and JOHN HULME of Bucks county, are hereby appointed commissioners, (together with the commissioners appointed by the state of New Jersey, ISAAC MICKLE of Gloucester county, JACOB HUFFLY of Salem county, and CALEB NEWBOLD of Burlington county.) 23 Mar 1811. 77. An act to incorporate a company for making a road from the court house in the borough of York, to end near Wolf's tavern towards Gettysburg. That JONATHAN JESSOP, FREDERICK EICHELBERGER, PETER HOKE, HENRY WOLF, DANIEL SPANGLER, JACOB SMYSER, JOHN WYER, WILLIAM NESS and PHILIP FREDERICK are hereby appointed commissioners. 23 Mar 1811. 78. An act to confirm the proceedings of ABRAHAM MULFORD and ABISHA WOODWARD, late Sheriffs of Wayne county. That all the official acts of Abraham Mulford and Abisha Woodward, deeds and conveyances of land, recorded within the county of Wayne, where title was derived from this state or late proprietaries before 4 Jul 1776, shall be effectual to pass the interest of the grantor, although the conveyance did not refer to and recite the substance of the warrant, survey, patent or title. 23 Mar 1811. 79. An act remunerating WILLIAM CECIL for a lot of ground. Whereas William Cecil, of the borough of Pittsburgh is one of the legal representatives of William Cecil, formerly of Great Britain, who was seized of a lot #60 in Philadelphia, on Sassafras or Race and Eighth streets, sold by supreme executive council, and whereas an inquisition was had by BENJAMIN DAVIS, who was legally entitled to 2/5 of the lot, and as William Cecil of Pittsburgh, has received no remuneration for 1/5 of the lot which justly belongs to him, therefore, the state treasurer is hereby required to pay to him, the sum of $426.00. 23 Mar 1811. 80. An act to authorize the erection of a wing dam on the north branch of Susquehanna river, Luzerne county. That ICHABOD BUCK and WILLIAM BUCK, to erect a wing dam adjoining their land, in Willingborough twp., and to extend it across part of the Susquehanna river, between the northern shore and Bucks' island. 23 Mar 1811. 81. An act confirming title to lands. Whereas CHRISTOPHER FAATZ, JACOB HEINTZ, CHRISTOPHER HEINTZ, CHRISTIAN HEINTZ, ADAM GREINER, and NICHOLAS GREINER, natives of Saxony in Germany, emigrated to the state of PA several years ago, and have declared their intentions of becoming citizens of the United States, and about 3 years ago erected a glass manufactory in Upper Smithfield twp., Wayne county, and acquired the title and received four deeds of conveyance for several tracts of land, and if the titles are perfected, and allowed to purchase other lands, they intend to do so for the manufacturing of window and glass, therefore the aliens, shall have hold to themselves the tracts purchased conveyed to them by CALEB HILL and REBECCA HILL his wife, TILTON HILL, LEVI VANAUKEN and JONATHAN JONES, ELIAS MUSHBACK and JOHN MUSHBACK as they would have been entitled to had they been citizens of the commonwealth, at the time of their purchase, and they are hereby authorized to acquire by purchase any quantity of land not exceeding 1000 acres each, as if they were citizens of this commonwealth. 23 Mar 1811. 83. An act relinquishing an escheated estate. Whereas JOHN BOISE, of Lancaster county, died intestate, seized of a messuage and lot situate in Maytown, leaving a widow, ELIZABETH BOISE, but no issue or kindred, and the same escheated to the commonwealth, subject to the life estate of Elizabeth, who is now old, infirm and in indigent circumstances, and it appears yearly profits of the messuage and lot are insufficient for her comfortable maintenace, therefore, all the right and title vested in the commonwealth by reason of escheat, are hereby released to Elizabeth Boise. 23 Mar 1811. 84. An act for the relief of certain persons. That the sum of fifty dollars each be paid to WILLIAM COLE, CHARLES WESTFALL, DANIEL PHILE, JAMES ATKINSON, CHARLES HONG, JOHN KNIPE, ABRAHAM OGDEN and SAMUEL WILKINS, in full for their loss of time while in prison, and expenses paid in opposing a prosecution issued against them out of the district court of the United States, in consequence of their obedience as militia to the orders of the governor issued under the act of the claim against ELIZABETH SERGEANT and ESTHER WATERS, executrices of DAVID RITTENHOUSE ESQ., dec., passed 2 Apr 1803. 28 Mar 1811. 85. An act to compensate a chief of the Delaware tribe of Indians. Whereas WILLIAM HENRY KILBUCK, a native American, of the Delaware tribe, in the time of the revolutionary war were particularly advantageous to PA, therefore, the treasurer of this commonwealth is hereby directed to pay to JOHN HECKEWELDER, the sum of forty dollars immediately, and forty dollars annually during life of William Henry Kilbuck, to be transmitted to him. The further sum of sixty dollars is hereby appropriated to be paid to John Heckewelder who shall procure three rifles and deliver one to the oldest son of William Henry Kilbuck, JOHN HENRY KILBUCK, one to his second son CHARLES HENRY KILBUCK, and the youngest son CHRISTIAN GOTLIEB KILBUCK, to be presented in the name of the state. 28 Mar 1811. 88. An act to incorporate a company for making a road from the Portage branch of Allegheny river at Smethport, by way of Instanter and Rich Valley, to the Portage branch of the river Sinnemahoning, in M'Kean county. An act to incorporate a company for erecting a permanent bridge over the river Schuylkill, near where the floating bridge of ABRAHAM SHERIDAN is situate, known by the name of The Upper Ferry, in Philadelphia county. An act to incorporate a company for erecting a permanent bridge over the river Susquehanna, near M'Call's ferry in Lancaster county. That JONAS PRESTON, of Delaware county, ISAAC DARLINGTON, JESSE JOHN, ABRAHAM BAILEY, MOSES MARSHALL, JAMES STEEL, and JOHN G. PARKE, of Chester county, EDWARD BRIEN, and HUGH M'CULLOUGH of Lancaster county, and ARCHIBALD S. JORDAN, and MOSES RANKIN of York county, are hereby appointed commissioners. 30 Mar 1811 92. An act to incorporate a company to a road from Anderson's ferry on the Sesquehanna, to intersect the turnpike leading from Columbia to the borough of York, near the three mile stone. That JACOB LEABHART, CHRISTIAN STONER, ABRAHAM FLURY JR., JOHN NEWCOMER JR., PHILIP GARDINER and JOHN IRWIN, are hereby appointed commissioners. 30 Mar 1811. 93. An act for the relief of the widow and children of a soldier in the PA line. Whereas DAVID SHARPLESS, dec., enlisted for three years during the war in service of this state, and was made a prisoner at the battle of Brandywine, and in endeavoring to effect his escape after having swam the Schuylkill, was shot, therefore, the proper officers are hereby required to draw and patent to the widow and children of David Sharpless, dec., a tract of donation land. 30 Mar 1812. 94. An act to empower the trustees of the Meadville seminary of learning to remit a debt due from PATRICK DAVIS, and other purposes. That the trustees of the Meadville seminary of learning are hereby authorized to remit the whole or part of the subscription now reduced to judgement, due to the institution with interest accrued, from Patrick Davis of Meadville to adjust and settle demands against the original subscribers as may appear to them just and reasonable and best for the institution. 30 Mar 1811. 96. An act establishing an academy in Chester county. That EBENEZER WHERRY, SAMUEL GLASCO, JAMES RALSTON, JOHN RALSTON, and RANDALL EVANS, are hereby appointed commissioners to view the ground to fix upon a site to erect an academy, and the trustees shall be REV. A supplement to an act incorporating a company to erect a bridge and road over the river Susquehanna, Northumberland county, from the public highway opposite the plantation of THOMAS GRANT to Shomokin island to the shore opposite Northumberland, thence to the town of Northumberland. An act to incorporate a company to make a road from Philadelphia and Wilmington post road, near JOHN M'ILVAIN's to intersect the Philadelphia, Brandywine and New London turnpike road, on the land of GEORGE DAVIS, in Delaware county. That WILLIAM GRAHAM, WILLIAM ANDERSON, THOMAS B. DICK, JOSEPH ENGLE, SAMUEL ANDERSON, JONAS EYRE, JOHN CROSBY, JOHN NEWBOLD, John M'Ilvain, ABRAHAM TRIMBLE and GEORGE G. LEIPER, are hereby appointed commissioners. 30 Mar 1811. 103. An act to authorize REBECCA MILES of the city of Philadelphia, widow, to sell and convey lots and land. That Rebecca Miles, widow of JAMES MILES, dec., and guardian of his minor children, CATHARINE MILES, SAMUEL MILES, WILLIAM MILES, and JAMES MILES JR., is hereby authorized to sell and convey all the undivided shares of the minors, in the adjoining the town of Milton, in Turbut twp., Northumberland county, which descended to them from WILLIAM WISTER, of the city of Philadelphia, or from their uncle Samuel Miles, who died intestate and without issue, and to execute a deed to the purchaser, and the money to be used for the maintanace and education of the minors. 30 Mar 1811. 104. An act to incorporate a company for making a road beginning at the intersection of Vine and 10th street, Philadelphia, and thence to Perkiomen bridge in Montgomery county. An act to incorporate for making a road from the northern boundary line of this state, near the 28th mile stone, to the place of the Susquehanna county seat of justice, to the borough of Wilkesbarre, Luzerne county. An act granting an annuity to JOHN WATSON for life. Whereas John Watson served as a soldier in the PA line in the late revolutionary war, and while in the military service of his country, his constitution from the particular services and privations he had to undergo, became so enfeebled as to render him unfit for duty in the field and he was enrolled in the invalid corps, that the injury which his constitution received combined with the infirmities of age renders him totally unable to procure subsistence by labour, therefore, the state treasurer is hereby authorized to pay to John Watson the sum of forty dollars, and an annuity of forty dollars to be paid half yearly during his life, to ISAAC LEWIS of Chester county, to commence 1 Jan 1811. 30 Mar 1811. 108. An act granting an annuity to JACOB BAKER for life. Whereas Jacob Baker a soldier in the PA line, belonged to the invalid corps from June 1777 until 15 Nov 1784, and he has never received a pension, and from the effects of his wounds combined with the infirmities of his age he has become totally unable to support himself by labour, therefore, the state treasurer is hereby authorized to pay to Jacob Baker the sum of forty dollars and an annuity of forty dollars be granted for the use of Jacob Baker during his life, to be paid to WILLIAM BINDER of Philadelphia county, to commence from 1 Jan 1811, and to be paid half yearly to provide clothing, diet and lodging for Jacob Baker. 30 Mar 1811. 110. A supplement to an act to enable of the owners of lands called the Pigeon swamp, in Bristol twp., Bucks county, to dig, maintain and keep open a ditch through the swamp. That the owners of the lands called the Pigeon swamp, in Bristol twp., shall have full power to open a ditch for the preventing of back water from the mill creek through lands of JOSHUA WRIGHT, JOSHUA HEADLEY, and JOHN HUTCHINSON, shall be kept open by the owners of the meadows and to throw gravel in the mill creek to force the water into the ditch. 30 Mar 1811. 112. An act for the relief of HENRY BEARDT. That the state treasurer is hereby directed to pay unto Henry Beardt the sum of forty dollars, immediately, and an annuity of forty dollars for life, payable half yearly. 30 Mar 1811. 113. An act for the establishment and regulation of election districts. That Ross twp., Allegheny county, shall be erected into a separate election district, and the electors shall hold their elections at the house now occupied by SAMUEL ALLEN. That Pine twp., in Allegheny county, shall be erected into a separate election district, and the electors shall hold their elections at the house now occupied by WILLIAM COCHRANE. That the electors of the 8th election district, of Tioga county, who held their elections at the house of JOSHUA EMLIN, in the town of Wellsborough, shall hold the same at the house now occupied by ALPHEUS CHENY, in the town of Wellsborough. That the electors of Bridgwater twp., Susquehanna county, shall hold their elections at the dwelling house now occupied by ISAAC POST. That the electors within Mohontongo twp., Northumberland county, shall hold their elections at the house ow occupied by HENRY SHADLE, miller. That Toamensing and East Penn twps., Northampton county, is hereby erected into a separate election district, and the electors shall hold their elections at the house now occupied by JOHN KLUTZ in the town of Lehighton in East Penn twp. That the electors in the county of Beaver, shall be a separate district, beginning at the mouth of Six mile run, on the Ohio river, through the plantation of CHRISTOPHER WORMAN, to the Greersburg district line, thence to the Ohio state line, to beginning and the elections shall be held at the house now occupied by ARMSTRONG DRENNON at the cross roads in South Beaver twp. That the inhabitants of part of Brecknock twp., in Lancaster county, near Churchtown, beginning at a road that crosses Turkeyhill at the east branch of Muddy creek, down the creek including the plantations of HENRY GOOD, PETER BEAM, JOHN BEAM, and BALTZER SHEDER, thence to the north branch of Muddy creek below JOHN GOOD's place, to Reading road, shall be attached to the 11th election district and the electors shall hold their elections at the house of JOHN HUSTON ESQ., now occupied by ISAAC GOSHEN in Churchtown. That Warren twp., Franklin county, shall be erected into a separate election district, and the electors shall hold their elections at the school house on MICHAEL COOK's land. That Morris twp., Washington county, shall be a separate election district, and the electors shall hold their elections at the house now occupied by EBENEZAR GOBLE ESQ. That Hamilton twp., Adams county, shall be a separate election district, and the electors shall hold their elections at the house now occupied by JACOB KOCH in the town of Berlin. An act to enable an administrator to sell and convey lots. Whereas, JAMES LANG, late of the town of Brownsville, Fayette county, died intestate without issue, being seized of two and one half lots of ground, #11 & 12, and half of a lot #10, that the personal estate is insufficient against all claims and a deficiency of $1900.00, therefore, ROBERT CLARK, administrator to the estate of James Lang, late of the town of Brownsville, Fayette county, dec., is hereby authorized to sell and convey 2 1/2 lots in the town of Brownsville, and to make deeds of conveyance to the purchasers. 1 Apr 1811. 120. DINGMAN, DAN DIMMICK, MATTHEW RIDGWAY, ABISHA WOODWARD, JASON TORRY and OLIVER GRANGER of Wayne county, are hereby appointed commissioners to fix a road beginning at the north and south road junction with Coshecton and Great Bend turnpike, betwixt the houses of JOSEPH TANNER and JOHN GRANGER in Centreville in Mount Pleasant twp., Wayne county, etc. 2 Apr 1811. 125. An act to authorize executors to convey a lot of land. Whereas HENRY WIERMAN, late of Huntingdon twp., Adams county, did sell to JOHN WIERMAN SR., a lot containing 21 acres and 70 perches, and received part of the purchase money, and whereas John Wierman Sr., is since deceased, and by his will devised the lot to his son NICHOLAS WIERMAN, but there being no written evidence of the contract, therefore, JOHN WIERMAN and JOHN WRIGHT, executors of HENRY WIERMAN SR., are hereby authorized to make and execute a deed and conveyance to Nicholas Wierman, provided the executors shall first secure the payment of the residue of the purchase money. 2 Apr 1811. 126. An act for the relief of the heirs of SAMUEL CUNNINGHAM, dec. Whereas Samuel Cunningham was seized of 300 acres in Washington county, which had previously been entered for a location but not patented, and since his decease his executrix with the intention of settling the purchase money due the commonwealth purchased from JOHN M'KEE a special warrant dated 13 Jun 1787, which warrant at that time would have been liquidated by the land office, had not a caveat been entered against the issuing of the patent, and before the decision of the board of property and final adjustment of the title the time had expired, that the warrant would be received, therefore, the officers of the land office are hereby authorized to liquidate the purchase money and interest which may be due on the warrant, and with payment of the balance due plus fees, a patent shall issue. 2 Apr 1811. 127. An act granting relief of JOHN MORRIS. That the state treasurer is hereby authorized to pay to ADAM REIGART of Lancaster county, forty dollars to be applied to the use of John Morris, and an annuity of forty dollars to be paid half yearly during his life, to commence 1 Jan 1811, to provide clothing, diet and lodging for John Morris, provided John Morris release his title to the donation tract of land granted him by an act dated 22 Feb 1808, and give up the patent issued. 2 Apr 1811. 128. An act empowering JAMES WALTON and SAMUEL BLACK to convey part of the real estate of JOHN SUTOR, a lunatic. Whereas in the county of York John Sutor has been found and declared a lunatic and non compos mentis, and James Walton and Samuel Black were appointed a committee to take care of the person and estate of John Sutor, and as he has little personal property, and is seized of two tracts of land adjoining each other, situate in Fawn twp., adjoining lands of ROBERT DUNCAN and others, containing about 220 acres, one containing 80 acres was sold by John Sutor to HENRY M'CLEARY before he became insane, but was not conveyed by reason a balance of the purchase money is yet unpaid, and there are also several debts due by the lunatic, therefore, the committee is hereby empowered to make and execute unto Henry M'Cleary a good deed of conveyance for all lands sold to him and the committee is hereby empowered to sell the remainder of the real estate and execute deeds of conveyance to the purchasers. 2 Apr 1811. 129. An act to incorporate an academy in the town of Waterford. The trustees of Waterford academy, Erie county, JOHN BOYD, JOHN VINCENT, AARON HEMROD, HENRY COLT, JAMES WESTON, AMOS JUDSON, CHARLES MARTIN and JOHN LYTLE, are hereby declared a body politic and corporate. 2 Apr 1811. 131. An act to cede the occupancy and use of lands near Presque Isle to the United States. whereas the congress of the United States by an act passed 1 May 1810, authorized the erection of a light house near Presque Isle, and appropriated a sum of money to defray the expense, therefore, a piece of land containing not less than 2 nor more than 4 acres is hereby granted and vested in the United States of America, for a site to erect a light house, that DANIEL DOBBINS, JAMES WESTON and JAMES POLLOCK are hereby appointed commissioners to lay off a piece of land and proper site for the light house. 2 Apr 1811. 133. An act relinquishing the claim of the commonwealth to arrears of state taxes. Whereas here is due to the commonwealth from the estate of WILLIAM HENRY dec., formerly treasurer of Lancaster county, the sum of $12018.34, being part of state taxes due from the county of Lancaster, and the county has incurred some expense and inconvenience in furnishing the legislature with a state house and other accommodations for a number of years past, therefore, that as soon as the commissioners of the county of Lancaster shall have paid unto JOHN JOSEPH HENRY, the sum of $1600.00 then the claim of the commonwealth to the sum of $12018.34, due from the estate of William Henry dec., shall be relinquished to the commissioners of the county of Lancaster for the purpose of purchasing and making free the bridge built by ABRAHAM WITMER over the Conestoga creek. 2 Apr 1811. 134. An act to release all title of this commonwealth to an estate. Whereas a tract of mountain land of small value, situate in Tulpehocken twp., Berks county, containing 66 acres, was devised to MARGARET HERSHFIELD who intermarried DANIEL SHAEFFER, and afterwards died intestate and without issue or kindred, and the land continued to be held and improved by Daniel Shaeffer who has since died in possession of the same, leaving a widow ELIZABETH SHAEFFER and 5 small children who still continue in possession, and Elizabeth has stated that the tract being the only means of supporting her family, therefore, the right, and title of the commonwealth to the tract of land is hereby released to Elizabeth Shaeffer and her children, as if Daniel Shaeffer had died seized of the tract. 2 Apr 1811. 135. An act incorporating the Schuylkill falls bridge company. Whereas ROBERT KENNEDY and CONRAD CARPENTER have conveyed all their interest in the site of the Schuylkill falls bridge, and all rights granted to them by an act passed 22 Feb 1808, to trustees and both they and the trustees are desirous of obtaining a charter of incorporation, therefore, Robert Kennedy, Conrad Carpenter, PAUL COX, SAMUEL WHEELER, JOHN JOHNSON, ALGERNON ROBERTS, THOMAS M'EUEN, JOHN THOBURN, WALTER FRANKLIN, FRANCIS JOHNSON, READING HOWELL and WILLIAM T. DONNALDSON, are hereby erected into a body corporate. 2 Apr 1811. 136. An act to incorporate the Union Canal Company of PA. Whereas, opening a communication by water for the transportation of produce and of goods and merchandize between the city of Philadelphia and the western and northwestern counties, and previous endevours of companies to do so by means of canals between the river Delaware and Susquehanna have proved unsuccessful, therefore, all canal act previously passed are repealed, and CHARLES G. PALESKE, JAMES MILNOR, SAMUEL WETHERILL JR., JOHN BAKER, JOSEPH S. LEWIS, JOHN SERGEANT, WILLIAM GUIER, THOMAS B. ZANTZINGER, SAMUEL F. BRADFORD, JOSEPH WATSON, WILLIAM READ, JOSEPH HUDDLE JR., are declared a body corporate and politic known as the Union Canal Company. 2 Apr 1811. 137. An act to authorize the sale of the real estate of MICHAEL HELMAN, a lunatic. Whereas under a commission of lunacy directed by the court of Allegheny county, in Sept., 1804, that Michael Helman was then and for some time before a lunatic or non compos mentis, and whereas the relations who would be entitled to the estate of Michael in case of his death, have stated that the real estate consisting of two tracts, one containing 300 acres and the other 100 acres situate in Versales twp., are incumbered with judgements and debts to a large amount, for the discharge of which JOHN GILL and GEORGE WALLACE, guardians to take care of the person and property of the lunatic, have sold the same to WILLIAM BOYD and JOHN PETERSON for a valuable consideration, therefore, the guardians of Michael Helman, Pitt twp., Allegheny county, are hereby empowered to make and execute deeds of conveyance to William Boyd and John Peterson, for two tracts of land. 2 Apr 1811. 138. An act to incorporate the Bucks county Contributionship for insuring houses and other buildings from loss by fire. That READING BEATTY, MAHLON MILNOR, SAMUEL D. INGHAM, WILLIAM MILNOR, JOHN BURTON, JOSEPH BROWN, MAHLON YARDLEY, CHARLES BROWN, and JOHN MOTT shall be directors of the corporation. 2 Apr 1811. 140. An act enabling an administratrix to convey a piece of land. That CHRISTIANA BEAR, widow and administratrix of ISAAC BEAR, dec., is hereby authorized to sell and convey a piece of land, situate in Muncy creek twp., Lycoming county, bounded by land of MUNCY MANNOR on the south, and the west branch of the Susquehanna on the west, containing 9 acres, and the proceeds to be applied for the benefit of the heirs of the deceased. 2 Apr 1811. 141. An act granting an annuity to JOSEPH WREN for life. Whereas Joseph Wren served as a soldier in the PA line, in the late revolutionary war, and was regularly discharged from the army at the end thereof, and while in the military service of his country he received a wound which at this time subjects him to much debility, and he has not received a pension, therefore, the state treasurer is hereby authorized to pay to JOHN FISHER of York county, the sum of forty dollars for the use of Joseph Wren, and an annuity of forty dollars to be paid half yearly during his life, to commence the 1 Jan 1811, to provide clothing and diet for Joseph Wren. 2 Apr 1811. 142. An act to incorporate a company to make a road from the confluence of the Yellow Breeches creek, with the river Susquehanna, to intersect the York and Conewago canal turnpike road. That CALEB KIRK, ISAAC KIRK, CORNELIUS GARETSON, JOHN MYER, JOHN MOSSER, JOHN BUCHER, JACOB M. HALDEMAN, ANDREW CREMER, and JESSE WICHERSHAM, are hereby appointed commissioners. 2 Apr 1811. 143. An act for the relief of GEORGE YOUNDT, the younger. Whereas at a court held at Lancaster, Lancaster county, George Youndt the younger, was convicted of fornication and bastardy, and was ordered by the court to give security to the directors of the poor to indemnify the county against the maintenance of the bastard, and he is confined in jail in Lancaster and is unable to obtain the security required by the sentence, therefore, George Youndt, the younger, shall not be detained in prison, merely for want of the security. 2 Apr 1811. 144. An act granting a tract of land. Whereas JOHN CARSON of Union twp., Erie county, did settle on a tract of donation land situate in the 10th district, #1987, containing 200 acres, and the tract has never been drawn by any person, and he settled on it believing it to be vacant, and has complied with all the conditions required by the act for the sale of vacant lands, therefore the land office is hereby authorized to grant a warrant and patent to John Carson for the tract he now resides on, on his payment of the sum of fifty cents per acre, and the officers are hereby required to take out of the wheel the number 1987. 2 Apr 1811 145. An act to relinquish the right of the commonwealth to a real and personal estate. Whereas by a devise in the last will and testament of STEPHEN CHAMBERS, late of the borough of Lancaster, dec., CHARLES MORRIS and HENRY MORRIS were jointly entitled to a third part of a moiety of the residue of the estate after payment of his debts and specific legacies mentioned, and Charles and Henry Morris being illegitimate children of Stephen Chambers, died intestate and without issue, whereby their estate is liable to escheat to this commonwealth, and it appears that MARY M'CURDY and JANE HENRY, both of the borough of Lancaster would be entitled under the intestate laws to the estate of Charles and Henry Morris, in case they had been born in lawful matrimony, therefore, all right and title of the commonwealth to the estate of Charles and Henry Morris were entitled to under the will of Stephen Chambers, is hereby remised and released to Mary M'Curdy and Jane Henry. 2 Apr 1811. 148. An act to encourage the construction of roads, and the erection of bridges. That NATHAN BEACH of the city of Philadelphia, and ROBERT HARRIS and JOHN SCHOCH, of the town of Harrisburg, WILLIAM M'CANDLESS and ADAMSON TANNEHILL, of the town of Pittsburg, are hereby appointed commissioners to lay out a road beginning at the edge of the river Susquehanna, opposite Harrisburg, proceeding towards Pittsburg. 2 Apr 1811. 149. An act making appropriation for internal improvements. $500.00 to be paid to JOHN FLETCHER and SAMUEL WRIGHT of Somerset county, who are hereby made commissioners to open a road between the town of Connelsville, Fayette county, and the town of Berlin in Somerset county. The sum of $1000.00 for improving the road in Somerset county, $500.00 for the commissioners and $500.00 to JOHN STATLER, GEORGE GRAHAM and JOHN DENNISON, appointed commissioners to improve the old PA road between Murphey's and the Westmoreland county line. That JAMES MILLIGAN, JOHN M'DOWELL, and JOHN GILLESPIE of Mifflin county, ISAAC CAMPBELL, ROBERT LEONARD, and JOHN CRUMB of Huntingdon county, are hereby appointed commissioners to lay out a road beginning at JOHN CAMPBELL's bridge in Huntingdon county, etc. The sum of $1000.00 is hereby appropriated, $500.00 for erecting a bridge over the Wallanpaupack creek and flats on the road leading from Milford to the great bend of the Susquehanna, between WILLIAM CHAPMAN's and SILAS PURDEY's, and $500.00 for opening a road from Blooming grove to the house of EPHRAIM KIMBLE at the falls of Lackawaxen. $700.00 to the commissioners of Dauphin county, for improvement of the road from _____ GREEN's mill over Peter's mountain to ______ MOOREHEAD's ferry, and also the road from Fishing creek at ______ M'ALISTER's mill to _______ CLARKE's ferry. The sum of $500.00 to the commissioners of Tioga county, for improving _______ WILLIAMSON's road between AARON BLOSS's and the south line of the county. The sum of $750.00 to the trustees of Ontario county, to improve the road from Lycoming to the state line opposite Newtown, between EZRA SPALDING's etc. and to the commissions of Lycoming county for th road from DAVID REYNOLDS' up the Lycoming creek to Ontario county. The sum of $450.00 to JOHN LITLE and JAMES WESTON, for improving roads in Erie county. The sum of $300.00 to improve the navigation of the Conewango Creek to be paid to MARTIN REESE and RALPH MARLIN. The sum of $500.00 to the commissioners of Venango to improve the roads, the road which passes through the county of Venango and crosses the Allegheny river at the ferry of ELI HOLEMAN. The sum of $1000.00 to be paid to the commissioners of Allegheny county for building a bridge over Turtle creek where the state road crosses the same near MYERS POWELL's tavern. The sum of $300.00 to the commissioners of Greene county, in opening a road from Waynsburg to RICHARD SARGREANT's near the confluence of the Hunters fork of Wheeling creek. 2 Apr 1811. 150. An act granting a tract of land. Whereas MICHAEL SECHLER and ARCHIBALD M'NAIR were in the federal army at the close of the revolutionary war, and GEORGE CLARK died in military service before that time, and they have not received grants of donation land, therefore, the board of property is hereby authorized to patent to Michael Sechler and Archibald M'Nair each a tract of 200 acres of donation land. That the board of property is hereby authorized to issue a donation tract of land of 200 acres in trust, for the use and benefit of the widow and children of George Clark, dec., late a soldier of the revolutionary war, provided lot #1987 in the tenth donation district shall not be subject to draft. 2 Apr 1811. Resolved that the judges of the supreme count shall form an issue to try the legality of the certificate granted to JOHN SHEPPERD and BENJAMIN DORRANCE for the Mammoth farm, being the greater part of Claverak, one of the seventeen townships of Luzerne county, as shall do justice to the commonwealth, and the judgement and decree of the court shall be final 2 Apr 1811.
