Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania. In General Assembly met and is hereby enacted by the Authority of the Same. 5. An act to enable the overseers of the public school, in the town and county of Philadelphia, to make releases. That the overseers of the public school, are hereby empowered to make releases to MARY GARDINER, ELIZABETH GARDINER, MARY GARDINER, the younger, RICHARD GARDINER, MARY RHOADS, SAMUEL RHOADS, ANN WILSON, ANN SKYRIN, WILLIAM DRINKER, JOHN GRADINER JR., in trust, ELIZABETH WALLACE, JOSEPH WALLACE, EUPHROSYNE SONTAGG, MATILDA WILLIAMS, RACHAEL TAYLOR, HANNAH WIDDIFIELD, wife of JAMES WIDDIFIELD, HANNAH WIDDIFIELD, daughter of JAMES WIDDIFIELD, NOAH SIMMONS, ELIZABETH MOORE, ANN WILSON, and CAROLINA COOK, devisees of SARAH JERVIS, of all interest, claim by the overseers on the lots of ground and other property belonging to the devisees. 2 Jan 1815. 6. An act to authorize the administrators of the estate of CALVIN HATHAWAY to complete the title of a tract of land. Whereas, CALVIN HATHAWAY, late of Washington county, dec., did in his lifetime, agree to sell and convey unto ODEL SQUIRE, a tract of land, containing 102 acres, 20 perches, for the sum of $492.78 and Odle Squire, in part fulfilment of his contract, paid $170.47, and Calvin Hathaway died intestate, without making the deed of conveyance unto Odle therefore, JACOB HATHAWAY and LUTHER DAY, administrators of the estate of Calvin Hathaway, late of Morris twp., Washington county, are hereby authorized to execute a deed of conveyance for the land bounded by Jacob Hathaway, JOHN PARCEL, the heirs of Calvin Hathaway, JONATHAN SHORES, and Luther Day, provided Odle Squire, completes the payment of the purchase money. 2 Jan 1815. 7. An act to authorize the governor to contract with JOSEPH G. CHAMBERS, for arms. That the governor is hereby authorized to contract with Joseph G. Chambers, for the supply of 25 of his newly invented repeating swivels, of 224 shots each, with 5 carriages, and a complete apparatus of moulds, rods and implements adapted to field service, and to contract with Joseph G. Chambers for the alteration of 500 muskets belonging to the state, in such manner as to fit them to discharge 12 shots each, provided the price of each swivel and its apparatus shall not exceed $156.00, each carriage for 5 swivel $150.00, and the alteration of each musket, with the rod and charger, $4.12 1/2 to be delivered into the arsenal on or before 1 May next. 2 Jan 1815. 8. An act to incorporate the town of Brownsville, Fayette county. That the town of Brownsville, Fayette county is hereby incorporated into a borough, bounded, beginning at the east abutment of JONAH CADWALADER's mill dam, to WILLIAM HOGG's corner, to the old Uniontown road to the corner of ADAM JACOB's lot, to _______ STEPHENSON's corner, thence to a stake in ______ BOWMAN's lot, to the corner of ______ FLETCHER's and ______ M'CADDON's lots, to beginning, and elections shall be held at the house of JACOB COPLAN, provided MICHAEL SOWERS ESQ., and GEORGE DAWSON, shall publish and superintend the election. 9 Jan 1815. 9. An act to authorize the executors of THOMAS DAVENPORT, dec., to convey a tract of land in Plymouth twp., Luzerne county. Whereas, by the petition of JOHN DAVENPORT, THOMAS DAVENPORT JR, ROBERT DAVENPORT, and JESSE FELL, executors of the last will and testament of Thomas Davenport, dec., that ABRAHAM VAN LOON and STEPHEN VAN LOON, did assign to Thomas Davenport, a certain certificate issued by the commissioners appointed to carry into effect the act of 4 Apr 1799, an act offering compensation to PA claimants for certain lands in Luzerne county, containing about 6 acres for the sole purpose of patenting it with other lands of Thomas Davenport, which he agreed to re-convey to Abraham Van Loon and Stephen Van Loon, and as he died without making provisions to re-convey the land, therefore, the executors are hereby authorized to make a good deed to Abraham and Stephen Van Loon for part of house lot #4, lower tier, containing 6 acres, as devised in the last will and testament of MATTHIAS VAN LOON dec., on payment of the proportion of patent fees. 9 Jan 1815. 12. An act to incorporate the Manufacturing Company of Lancaster. That the members of an association formed in the borough of Lancaster, for the purpose of weaving, dying and bleaching cotton goods are hereby erected one body politic and corporate and the present directors are: JOHN SWAR, HENRY BEAR, HENRY KEFFER, SAMUEL WHITE, JAMES HUSTON, WILLIAM DICKSON, CHRISTIAN HERR JR., JOSEPH OGELBY JR., JOHN BOMBERGER, BENJAMIN OBER, JAMES HUMES, HENRY HUFFNAGLE, CHRISTIAN STAUFFER JR., HENRY CASSEL and CHRISTIAN ROHRER. 16 Jan 1815. 13. An act directing the land office to issue patents. Whereas, EDWARD TILGHMAN, of the city of Philadelphia, is the legal owner of 83 warrants, and SAMUEL MEREDITH and the trustees named in the last will of GEORGE CLYMER, of the city of Philadelphia, dec., are the legal owners of 108 warrants, (on which surveys have been made and returned) for lands formerly in the counties of Northampton and Luzerne, dated 3 Apr 1792, and as doubts have arisen whether the warrants are to be paid for at 10 pounds per hundred acres, or 2 pounds, 10 shillings per hundred acres, therefore, the secretary of the land office is hereby directed to issue patents at the rate of 2 pounds, 10 shillings per hundred acres, with interest. 16 Jan 1815. 14. An act to incorporate the Manufactoring Company of Waterford, in Susquehanna county. That the members formed for the purpose of manufacturing cotton, woolen, and linen goods, are hereby created on body politic and corporate, and JACOB TYLER, JOHN SEYMOUR, AMASA PETERS, CYRIL GIDDINGS and JOSHUA MILES JR. shall be the present directors. 16 Jan 1815. 15. A supplement to an act to erect the town of Canonsburg, Washington county, into a borough. The new limits of the borough are: beginning at WILLIAM HARTUPEE's corner, along the lots west of Market street, to the corner of NATHAN ANDREW's lot, etc., to the corner of JAMES BELLENTINE's lot, to the old Pittsburg road, to WILLIAM DONALDSON's lot, to the beginning. 16 Jan 1815. 19. An act to amend the act authorizing the partition of lands in the counties of Armstrong, Indiana and Jefferson. Whereas, the name of JOHN ADLUM, was omitted on the act, therefore, CHARLES BIDDLE, THOMAS STEWARDSON, JAMES VAUX, MATTHEW M'CONNEL and BENJAMIN R. MORGAN, of the city of Philadelphia, are hereby authorized to preform all matters with respect to John Adlum, and his share in the lands, as recorded in the county of Armstrong. 6 Feb 1815. 21. A supplement to the act to enable HARDMAN PHILLIPS to receive conveyances and grant certain lands. Whereas, the title was conveyed to SOPHIA PHILLIPS, of the city of Philadelphia, in trust for the use of Hardman Philips, and before a deed could be executed by FRANCIS PHILIPS, JOHN LEIGH PHILIPS and JOHN PHILIPS, John Leigh Philips died, and title cannot be made, therefore, Hardman Philips is hereby authorized to receive a deed of conveyance from Sophia Philips. 6 Feb 1815. 23. An act granting JOHN WOODEND the exclusive right to use a salt spring, recently discovered in Toby's creek. That the exclusive right to use a salt spring, which was recently discovered by John Woodend, on the north side of Toby's creek, about nine miles from the mouth of the creek, in Venango county, contiguous to a tract owned by him, is hereby vested in him provided he manufacture 50 bushels of salt within six years. 6 Feb 1815. 26. An act to erect Pottstown, Montgomery county, into a borough. That Pottstown, Montgomery county, is hereby erected into a borough, bounded beginning on the northern bank of the Schuylkill river, thence through JACOB LESHER's land, etc., thence by Beach street, on the line dividing the lands of the estate of the late MARY JONES, dec., from the lands of MARY GRAHAM, DAVID RUTTER, the estate of CLIFFORD SMITH, dec., and JOANNA POTTS, to a stake in a line of PETER RICHARD's land, to a corner of JACOB HUBLEY's land, to place of beginning. 6 Feb 1815. 27. An act to incorporate a manufactoring company at Stroudsburg, in Northampton county. That DANIEL STROUD, SAMUEL BROOK and PETER HOLLINGSHEAD, of Northampton county, are hereby appointed commissioners for the manufactoring of woolen and cotton cloth. 8 Feb 1815. 31. An act incorporating the Presbyterian congregation of the Three Ridges, Washington county. That the trustees of the congregation, DAVID FRAZIER, JOHN BLEYNEY, BARNET BONER, JOHN M'KOY, SAMUEL DICKEY, JAMES ARMSTRONG, SAMUEL M'MURRAY, GEORGE SUTHERLAND JR., and WM. M'DONALD JR., are hereby erected one body politic and corporate. 21 Feb 1815. 32. An act disolving the marriage of FRANCIS D. CUMMINS and ELIZA L. CUMMINS, his wife. That the marriage contract of Francis D. Cummins and Eliza his wife, is hereby declared to null and void, and the parties free from all duties as fully as if they had never joined in marriage, provided that nothing herein shall be construed to render illegitimate any child born of the body of Eliza during her coverture. 21 Feb 1815. 33. An act to erect a toll bridge. That it shall be lawful for HUGH MOORE, JAMES HERRINGTON, and SAMUEL EVANS, to erect and maintain a substantial bridge over French creek, where the public road crosses, known by the name "Evans Ferry" in Mercer county. 21 Feb 1815. 34. An act confirming title to a tract of land. That the title of HENRY VOIGHTS, an alien, to a tract of land called "Babtist" situate on Big Whitely creek, in the county of Greene, containing 346 acres, purchased by him of LEWIS EVANS and RACHEL EVANS his wife, is hereby confirmed, so far as it may be deficient on account of Henry Voights having been an alien at the time of purchase and all conveyances are hereby confirmed to the purchasers. 21 Feb 1815. 35. An act appointing commissioners to mark a line dividing the counties of Columbia and Luzerne. That SAMUEL WEBB JR., of Columbia county, and ALEXANDER JAMESON and ABIEL FELLOWS, of Luzerne county, are hereby appointed commissioners for the purpose of marking a line. 21 Feb 1815. 37. An act to authorize Elizabeth Hale, guardian of the persons and estates of Mary Wood Hale, Thomas Hale Jr., Elizabeth Hale and Matthew Hale, minors, to sell and convey their share of two tracts of land in Cumberland county. Whereas, THOMAS HALE, was seized in his demesne in two certain tracts of land in Rye (now Juniata) twp., in Cumberland county, one containing 240 acres and 117 perches, the other 346 acres and 107 perches, and being seized died intestate, leaving issue two children, MATTHEW HALE, father of MARY HALE, THOMAS HALE JR., ELIZABETH HALE, and MATTHEW HALE JR., and Mary Hale (intermarried with WILLIAM HAWKINS WOOD,) that William and Mary his wife, became seized in her right of an undivided third part of the two tracts, leaving issue only one son, named THOMAS HALE WOOD, who died intestate unmarried and without issue, by reason the undivided third part descended to Mary, Thomas, Elizabeth and Matthew, and as it produces no income for the support and education of the minors, and by reason of taxes and charges is burdensome and from the trespasses committed by cutting and taking away the timber, is daily decreasing in value, therefore, Elizabeth Hale, of the city of Philadelphia, guardian of the persons and estates of the minor children of Matthew Hale, dec., and she is hereby authorized to sell, and convey by deed the rights, title and estate of the minor children to the purchaser. 1 Mar 1815. 39. An act to incorporate the Company of the Smithfield turnpike road. That THOMAS ARMAT, DANIEL STROUD, JACOB BROWN, JAMES BURSON, JOHN HOUSER, EVAN THOMAS, SAMUEL STOKES, JOHN BAKER, PETER KOCHER, JOHN P. ARNDT and STEPHEN TUTTLE, are hereby appointed commissioners to lay out a road commencing near Pimple Hill, in Northampton county, thence to the borough of Stroudsburg, thence through Dutotsburg to the house of HENRY DILLS, in Upper Bethel twp. 1 Mar 1815. 40. An act to authorize the trustees of the Methodist Episcopal congregation in the borough of Carlisle, Cumberland county, to sell and convey a lot. That PHILIP WEAVER, JOHN ELLIOTT, MELCHIOR HOFFER, ISAAC TOD, WILLIAM KITH, ANDREW HIKES, HUGH REED, RUDOLPH CREICH and JACOB SQUIRE, trustees of the congregation, are hereby authorized to sell and convey a lot in the borough of Carlisle, bounded by lot #90, Pitt street, Pomfret street, numbered lot #82, being the lot which WILLIAM RAINEY, and MARY RAINEY, his wife, by deed dated 3 Mar 1792, did convey to WILLIAM HUNTER, THOMAS JONES and HENRY BURCHSTEAD, trustees, and the monies from the sale are for the use of the congregation to discharge debts in the purchase of ground and the erection of a new church. 1 Mar 1815. 42. An act directing the Land Office to issue a patent. Whereas, on the 6 Apr 1794, a patent was issued to CLEMENT BIDDLE, of the city of Philadelphia, for lot #1283, of 200 acres, in the sixth district of donation lands, in right of PHILIP HICHCRICK, personating PHILIP RICHCRICK, for services rendered in the revolution, that in consequence of Philip Richerick having since made it satisfactorily appear, that he was the person who had actually served, and was entitled to the land as a bounty from the state, and the patent was released to him, and he conveyed the patent and release, together with all claim to the land to JAMES HERRINGTON, of Crawford county, and whereas James Herrington on 24 Oct 1814, released the patent to the commonweath, in consequence of its being erroneously issued, therefore, the land office is hereby directed to issue a patent, to James Herrington, of Crawford county, as assignee of Philip Richcrick, for lot #1283, it being in lieu of the one issued that has been released. 1 Mar 1815. 46. An act authorizing the raising of a gravel bar in the west branch of the Susquehanna river. That MARTIN UPDEGRAFF, DANIEL UPDEGRAFF and SAMUEL UPDEGRAFF, of Lycoming twp., Lycoming county, are hereby authorized to repair the fishery opposite their land, by raising a gravel bar, (the remains of a former island) in the river, 3 feet abouve its present height, so as to enable them to draw their seins thereon. 1 Mar 1815. 49. An act divorcing CHRISTIAN HEISTAND and BARBARA HEISTAND, his wife. Whereas in the year 1813, Christian Heistand and BARBARA REIGELSBAUGH, of the county of Lancaster, were joined in marriage, and Barbara was within five months delivered of a male child, and the parties immediately separated in consequence of the birth, it being conceded by the parties that Christian was not the father of the child, therefore, the marriage contract entered into by Christian Heistand and Barbara his wife, is hereby dissolved, and the parties released from all duties as fully as if they had never been joined in marriage. 1 Mar 1815. 51. An act for the relief of GEORGE PARSON. That the state treasurer is hereby authorized to pay to George Parson, the sum of $100.00, in full for a wagon horse, which died of a wound received by a bayonet, while in the service of this state, and attached to the volunteers and militia which marched from Harrisburg to Baltimore in September, 1814. 1 Mar 1815. 52. An act declaring part of Broadhead's creek a public highway. That Broadhead's creek, from the mill of JOHN PRICE, in Pike county, to the mouth at the Delaware river, in Northampton county, is hereby declared a public highway. 1 Mar 1815. 53. An act for the relief of JACOB NELL. Whereas, Jacob Nell served as a volunteer in CAPTAIN MICHAEL H. SPANGLER's company, and was shot through the breast at the battle of North Point, near Baltimore, in consequence of he is unable to labor for the support of himself and his family, and it further appears, that he is indigent, therefore, the state treasurer is hereby directed to pay to Jacob Nell, of York county, $100.00 immediately. 1 Mar 1815. 54. An act for the relief of ANDREW M'DOWEL and ADAM HILL, old soldiers. That the state treasurer is hereby directed to pay to Andrew M'Dowel, of Greene county, forty dollars, immediately and an annuity of forty dollars during life, to be paid yearly, to commence on 1 Jan 1815. That the state treasurer is hereby directed to pay Adam Hill, of Mercer county, forty dollars, immediately. 4 Mar 1815. 56. An act declaring part of Big Cattawissa creek, in Luzerne county, and the south branch of Swatara creek, in Schuylkill county, and part of Beech creek, Centre county, and part of Kittle creek, Lycoming county. public highways. That Big Cattawissa creek, from its confluence with Little Cattawissa creek up to ANDREW GILBERT's saw mill is declared a public highway. 4 Mar 1815. 57. An act to erect the town of Hanover, in the county of York, into a borough. That the town of Hanover, York county, is hereby erected into a borough, shall be comprised within the tract of land of RICHARD M'ALISTER, dec., and the electors shall meet at the house of JACOB EICHELBERGER for elections. 4 Mar 1815. 58. An act to authorize the executors of FRANCIS RHOADS, dec. to convey a lot. Whereas, Francis Rhoads and JACOB RHOADS, executors of Francis Rhoads, late of Selins Grove, Union County, dec., who owned a lot #10 in the town, and by his last will and testament, directed them to sell and convey his estate, but no authority was given to sell lot #10, therefore, the executors are hereby authorized to execute a deed to JACOB LECHNER, for the lot. 4 Mar 1815. 59. An act authorizing JOHN SNYDER and PETER COOK, trustees of the German Presbyterian congregation in Guilford twp., Franklin county, to sell and convey lands. That the trustees are hereby authorized to sell and convey, 39 acres and 144 perches, being part of a tract of land, containing 51 acres and 144 perches, adjoinig lands of DANIEL HELLMAN, DANIEL BONEBRAKE, and land of the late EZEKIEL CHAMBERS, and the proceeds are to be put out at interest or bank stock for use of the congregation. 4 Mar 1815. 60. An act to authorize RALPH FUNK and JOHN W. BURSON, executors of the estate of HENRY FUNK, dec., to make and execute a title for a lot. Whereas, Henry Funk, late of Bucks county, dec., did by parole contract, agree to sell and convey unto JOHN ]FUNK, a lot of land, containing 6 acres, for the sum of $48.00, in full, and it appeared Henry died without making a deed of conveyance, therefore, the executors of Henry Funk, late of Springfield twp., Bucks county, dec., are hereby authorized to make and execute a deed of conveyance unto John Funk for the lot bounded by JACOB REINSIMER, JACOB FUNK, and HENRY FUNK JR., containing 6 acres. 4 Mar 1815. 61. An act to incorporate the Penn's Manor meadow company, Bucks county. That CHARLES ELLET, ISAAC PARSON, SAMUEL REYNOLDS, JOHN HUME, ROBERT CROZER, SAMUEL CROZER, BARCLAY IVINS, HECTOR THOMPSON, ISAAC ROBBINS of Bucks county, JOHN GEYER and ADOLPH ERINGHAUS, of the city of Philadelphia, executors of JOHN DE KARNS, dec. are hereby declared to be a body politic and incorporate, to have dug a sufficient main ditch, through the main branches of the marsh or meadow, and keep all the bank and sluices near the river in good repair. 4 Mar 1815. 62. An act to incorporate a company to make a lock navigation on the river Schuylkill. That SAMUEL WETHERILL JR., JONATHAN WILLIAMS, SAMUEL RICHARDS, ROBERT KENNEDY and JOSIAH WHITE, of the city of Philadelphia, CONRAD CARPENTER, FRANCIS DEAL and JOSEPH STARNE, of Philadelphia county, LEVI PAWLING, MATTHIAS HOLSTINE, PHILIP HAHN, JESSE BEAN, THOMAS LOWRY, ANDREW TOD, JOSEPH POTTS, DAVID RUTTER and AMOS EVANS, of Montgomery county, LEWIS WERNWAG, JOSHUA MALIN, ENOCH WALKER, JOHN RHINEHART and JOHN HEISTER JR., of Chester county, LEWIS REES, JOHN S. HEISTER, JOHN WILEY, JAMES MAY, JACOB K. BOYER, JOHN BREWER, MATTHIAS BROOKE, ROBERT SCOTT, ABRAHAM BAILEY, ABRAHAM WOLF, of Berks county, JAMES M'FARLAND, JOHN POTT, DANIEL GRAEFF, GEORGE DREIBILBIS and JOHN MULLOWNY, of Schuylkill county, are hereby appointed commissioners to divide the river into two sections, the first shall extend from Lancaster Schuylkill bridge to the borough of Reading, and the second from the borough of Reading to the mouth of Mill Creek, and make improvements in the first section near the lower falls, Philadelphia county, and the second part at the borough of Reading. 8 Mar 1815. 63. An act to incorporate a company for manufactoring hemp, flax, wool and cotton, near Milford, Pike county. That JOHN BRODHEAD, DANIEL W. DINGMAN, JAMES WALLACE, DAN. DIMMICK, JAMES BARTON, JOHN CROSS, EDWARD MOTT JR., THOMAS NEWMAN and GEORGE BOWHANNON, are hereby appointed commissioners. 8 Mar 1815. 64. A supplement to authorize the accountant officers of this commonwealth, to open the accounts with WILLIAM HENDERSON, late treasurer of Montgomery county. That it shall be the duty of the auditor general and state treasurer, to credit the account of William Henderson (for monies arising from exempt fines) with such amount of exonerations as shall appear by the records of the commissioners of Montgomery county, for the years 1801, 1802 and 1803, which have not been credited, and pay the balance due him. 8 Mar 1815. 65. A supplement to incorporate a company for making a road from the river Susquehanna, opposite Harrisburg to Pittsburg. Whereas, an act was passed 9 Mar 1814, making the borough of Somerset a point in the Harrisburg and Pittsburg turnpike, and since has been deemed injurious, and whereas the old PA road is well known to be much shorter, and the ground more suitable, therefore, Stoystown, Somerset county is hereby made a point, and WILLIAM PROCTOR, JOHN SCHELL JR., and GEORGE ROCK, of Bedford county, JOHN TANTLINGER, HENRY FISHER and GEORGE GRAHAM, of Somerset county, are hereby appointed commissioners for that part of the road between Bedford and Stoystown, and JACOB ANKENY, JOHN DENISON, and JOHN LEHMER, of Somerset county, WILLIAM JACK SEN., ALEXANDER JOHNSTON, JOHN RAMSEY and ABRAHAM HORBAUGH, of Westmoreland county, are hereby appointed commissioners for the part between Stoystown and Greensburg. 8 Mar 1815. 66. An act directing the secretary of the land officer, to issue patents to the assignees of JOHN NICHOLSON, for lands. Whereas, John Nicholson, on 21 Apr 1794 applied for 2400 acres and gave a check on the bank of PA. which was presented and dishonored, upon which he tendered $27,261.31, the purchase money, on 14 Jun 1794, which was refused, and he then transferred his right to JOSEPH BOONE, who obtained th decree for warrants in his favor, which was transferred by him to PHILIP NICKLIN and ROBERT E. GRIFFITH, merchants, and it having been found by exploring the county, that about 80,000 acres remained unappropriated, which might be applied in part satisfaction of the application, on 19 Mar 1805, Philip Nicklin and Robert E. Griffith paid in moieties, $10,720.00 purchase money, on 80,400 acres, upon which warrants were issued, and whereas doubts whether interest should be calculated upon the purchase money, therefore, the land office is hereby directed to issue patents upon the 80.400 acres, upon them paying interest and fees from the date of the warrants. 8 Mar 1815. 67. An act for the relief of JACOB BOWER. That the board of enquiry, is hereby directed to place Jacob Bower, late a captain in the PA line, in the army of the United States, on the book, and allow him an annuity, together with the sum he now receives, shall be equal to one fourth his pay, to continue during life, payable half yearly, to commence from 1 Jan 1815. 8 Mar 1815. 70. An act to fix the number of senators and representatives and form the state into districts. That the act passed 26 Mar 1814, for the relief of insolvent debtors, is hereby extended to the case of Jacob Gitt, so as to relieve him from imprisonment, as fully as if he had resided in this state for six months, immediately preceding his confinement in the county of Adams. 11 Mar 1815. 77. An act authorizing the executors of WILLIAM HOGE, dec., and the administrators of SAMUEL MILLER, late of Washington county, dec., to complete titles to lots of land. That the executors named in the last will and testament of William Hoge, late of Washington county, dec., are hereby authorized to execute deeds of conveyance to the purchasers for lots sold by him on parole contract, in all cases where the claimants are able to prove, that the contracts were made and partly executed, either by possession having been made, or where payment of part or whole was made to William Hoge, with the court to decide the various cases. An act to authorize WILLIAM HUNTER, of Butler county, to convey real estate. That it shall be lawful for William Hunter, son and devisee of WILLIAM HUNTER SEN., late of Muddy creek twp., Butler county, dec., to convey to MATTHEW M'CULLOCH, all 50 acres adjoining lands of JOHN WOODS and ANDREW M'GOWAN, which William Hunter Sen., dec., did by his will dated 29 Apr 1811, devise unto his two grandchildren, MARY M'CULLOCH and WILLIAM M'CULLOCH, to be held in trust until they are of age. An act to extend the power of the president and managers of the Ridley turnpike company. An act for the relief of SAMUEL KEARSLEY, of Cumberland county. That the state treasurer is hereby directed to pay to Samuel Kearsley, a captain in the revolutionary war, the sum of fifty dollars immediately, and an annunity of fifty dollars, to commence on 1 Jan 1815, to be paid half yearly during life. 11 Mar 1815. 91. An act to incorporate a company for making a road, from the south end of Market street, in the borough of Lebanon, to Cornwall Furnace. That WILLIAM COLEMAN, HENRY MOYER, SAMUEL LIGHT, JOHN WEIDMAN, ABRAHAM RAGUEL, TOBIAS STEOVER, and PETER GLONINGER, are hereby appointed commissioners. 11 Mar 1815. 93. An act to authorize the guardian of CATHARINE FELTY, to execute releases. Whereas, the heirs of JACOB REAM, late of Dauphin county, dec., his brothers, ABRAHAM REAM, ISAAC REAM, and DANIEL REAM, his sisters, BARBARA REAM, married to JACOB PALMER, ESTHER REAM married to JOHN PARTHEMER, and ELIZABETH REAM, and the three children of his brother SAMUEL REAM, dec., viz., SAMUEL REAM JR., Esther Ream, and CATHARINE REAM married to JOHN FELTY, were tenants in common of a tract of land, each party owning an undivided seventh part, that by amicable agreement they divided into seven lots, of which each party selected one, and lot #3 was selected by the three children of Samuel Ream, and to complete title they mutually agreed to execute releases to each other for their respective lots, that Catharine one of the three children of Samuel Ream, who married John Felty, died suddenly, leaving issue a minor daughter named Catharine, without having signed the release given by her husband, in consequence of which the complete title to lot #3 has been vested in the surviving children of Samuel Ream and in Catharine Felty, but the title of the owners of the other six lots is incomplete, therefore, the guardian of Catharine Felty, minor daughter of John Felty, is hereby authorized to release all interest in her name to lots #1, 2, 4, 5, 6 and 7, in the tract of land situtated in Lower Paxton Twp., Dauphin county, bounded by lands of JACOB BERRINGER, the heirs of WILLIAM MACLAY, HENRY HARE, and others, containing 47 acres and 133 perches. 11 Mar 1815. 95. An act confirming titles to certain lots in the village of Charleston, Lancaster county. Whereas, JOSEPH CHARLES, CHRISTIAN BINKLEY, and JOHN HABACKER, and BARBARA HARTMAN, were owners of three lots, forming a square of 180 feet, fronting upon Market street, and lying parallel with Lancaster street, in the village, which the owners agreed, for mutual accommodation, by parole, to change their sites, to give each lot the same front in Lancaster street an it had on Market street, assigning the lot of Joseph Charles on the corner, and the adjacent lot to Christian Binklley, and next to that the lot of John Habacker and Barbara Hartman, as tenents in common, but Joseph Charles and Barbara Hartman died intestate, before exchange was completed by deeds and Charles Binkley having sold to WILLIAM MITCHENOR, by parole, and received part of the money, therefore, the lot changed and assigned to Joseph Charles, be vested in DANIEL MUSSER, ISAAC KAUFMAN, and ABRAHAM CHARLES, administrators of Joseph Charles, dec., in trust, that the lot assigned to Christian Binkley which he sold, be vested in William Mitchenor, and the lot assigned to John Habacker and Barbara Hartman, be vested as to one moiety in John Habacker, and the other moiety in CHRISTIAN HABACKER, administrator of Barbara Hartman, in trust. 11 Mar 1815. 97. An act for the relief of MARTIN BRECHAL, an old soldier. Whereas, Martin Brechal served as a private in CAPTAIN SEELY's company, in the revolutionary war, until June 1783, when he was honorably discharged, that he is a native of PA, old and infirm, and in indigent circumstances, and unable to maintain himself by labour, therefore, the state treasurer is hereby authorized to pay to Martin Brechal of Northampton county, forty dollars immediately, and an annuity of forty dollars for life, payable half yearly, to commence on 1 Jan 1815. 11 Mar 1815. 98. An act authorizing the board of property to decide on a caveat. Whereas, the board have dismissed a caveat entered into by SAMUEL BOWMAN and MARY BOWMAN, vs. JOHN BIGLER, in consequence of the land in dispute being formerly a part of the channel of Conodequinet creek, in Cumberland county, which by the act passed 5 Mar 1804, was declared a public highway, therefore, the board is hereby authorized to decide on the caveat, as they think just and right, as fully as though the piece of land had not been a part of the channel of the creek. 11 Mar 1815. 99. An act authorizing a loan to COLONEL REES HILL. Whereas, in 1813, Colonel Rees Hill, of Greene county, then commanding a regiment of PA militia in the service of the United States, marched to Lower Sandusky, and performed a tour of duty without being furnished with sufficient pecuniary resources, in consequence of which he had to advance considerable sums of money, that have not been repaid to him, therefore, the sum of $2400.00 be loaned to him after giving bond for the repayment as soon as he shall be remunerated for the advances made by him to his officers and men, and the loan is to be repaid within 3 yrs. 11 Mar 1815. 100. An act to incorporate a company for erecting a bridge over the Schuylkill river, near the borough of Norristown, Montgomery county. That MATTHEW ROBERTS, MATTHIAS HOLSTEIN, JOHN ELLIOT, LEVI PAWLING, GEORGE W. HOLSTEIN, PHILIP HAHN JR., THOMAS HUMPHREY and DAVIS HENDERSON, of Montgomery county, are hereby appointed commissioners. 11 Mar 1815. 104. An act divorcing JOSEPH ST. LEGER DE HAPPART and ELIZABETH ST. LEGER DE HAPPART, his wife. That the marriage contract between Joseph St. Leger De Happart and Elizabeth his wife, late ELIZABETH THOMPSON, is hereby dissolved, and the parties set free from all duties as fully as if they had never been married, provided that nothing shall be construed to render illegitimate any child born of the body of Elizabeth during her coverture. 13 Mar 1815. 105. An act to authorize AMARIAH WATSON and JAMES NISBITT, administrators of SAMUEL AYRES, dec., to sell and convey real estate. Whereas, Samuel Ayres, late of Bedford twp., Luzerne county, died seized of a tract of land situate, subject to a lien in favor of this commonwealth, and also another tract of land in the state of Ohio, on which part of the purchase money is still due, that the widow of Samuel Ayres, and his children, all of whom are minors have removed to the state of Ohio, and the interest of the children would be promoted by the sale of the land in Bedford twp., and proceeds used to complete the purchase of the land in Ohio, therefore, Amariah Watson and James Nisbitt, administrators, are hereby authorized to sell, part of lot #52, containing 218 acres, and to make a good conveyance to the purchaser, provided the lien of the commonwealth be paid from the proceeds and the balance used for the payment of purchase money due on lands in Ohio. 13 Mar 1815. 106. An act to change a name. That THOMAS CHRONEMILLER, of the borough of York, shall hereafter be known by the name of THOMAS BAUMGARDNER, and shall be able and capable in law as by his former name, and all grants are hereby confirmed and also his children shall be known by Baumgardner. 13 Mar 1815. 107. An act to authorize the guardian of the minor children of DOCTOR GEORGE BUCHANAN, to sell a lot. Whereas, George Buchanan, of the city of Philadelphia, physician, lately died intestate, seized of a lot upon which are erected three brick messuages, leaving seven minor children now living, and by reason of the frequent loss of rents, and the expensive repairs necessary to keep the premises in tenantabel order, and also of ground rent and heavy taxes, the sale would be beneficial to the widow and children, therefore, LATITIA BUCHANAN, guardian of the minor of children of the late Doctor George Buchanan, dec., is hereby authorized to sell all the rights and title of the minors to the lot bounded by Pine street, ground granted by JOHN H. BRINTON to FRANCIS WAYNE, and to make a good conveyances to the purchaser, and vest in stock for the use of the children. 13 Mar 1815. 110. An act to incorporate the presidents and managers of the Mill creek turnpike road company. That MARODECAI LEE, SAMUEL KENDAL, JONAS KERN and HENRY LEVAN, of Bucks county, JOHN HUGHES, JOHN MULLOWNY and DANIEL GRAEFF, of Schuylkill county, and HENRY SHAEFFER & ANDREW ALBRIGHT, of Northumberland county, are hereby appointed commissioners leading from the house of DAVID PHILLIPS, to John Mullowny's saw mill, thence to John Hughes saw mill, to Orwigsburg. 13 Mar 1815. 112. An act to enable YOST MILLER, administrator of the estate of JOHN TROYER, late of Somerset county, dec., to convey a tract of land. Whereas, John Troyer, owner of a tract in Stony Creek twp., did sell and contract to convey unto DAVID LAHMAN, of which sale there is no written evidence, and whereas, the consideration money was paid in full and it being just and reasonable that means should be provided for the legal prerformance of the contract, therefore, Yost Miller, adminstrator, is hereby authorized by deed, to convey, release and confirm to David Lahman, a tract situate in Stony creek twp., Somerset county, adjoining lands of ULY SOMERS, JOHN YOTHER, JOSEPH YOTHER, and others warranted in the name of NATHANIEL SMITH, all the rights, and title which John Troyer had in his life time. 13 Mar 1815. 114. An act authorizing PAUL MORROW and SAMUEL GUTHRIE, guardians over the persons and estates of the minor children of GEORGE HAYS, dec., to sell and convey a lot of ground. Whereas, Paul Morrow and Samuel Guthrie, of Greensburg, Westmoreland county, guardians over the person and estate of JANE HAYS and GEORGE HAYS JR., minor children of George Hays of Kittanning, Armstrong county, dec., being seized at the time of his death, of a lot in the town of Kittanning, lot #222, on Jefferson Street, adjoining lots #218 & 226, that a frame house is erected but is unfinished and in a perishable condition, and of no benefit to the estate, the children are small and the estate insufficient for their education and maintenance, therefore, the guardians are hereby authorized to sell the lot in the town of Kittanning, and execute a valid deed to the purchaser and use the money to the best interests of the children. 13 Mar 1815. 116. An act to authorize the administrators of the estate and the guardian of the minor children of THOMAS GREER, dec., to complete the title to certain lands. Whereas, by the petition of REBECCA GREER, widow and administratrix of Thomas Greer, late of Northeast twp., Erie county, dec., and DAVID CALDWELL, administrator, and JOHN M'CORD, guardian of the minor children of the dec., that Thomas Greer, dec. did enter into sundry parole contracts, affecting his real estate, as follows, to exchange 100 acres with ARNOLD CUSTARD, and was to receive a deed from Custard, in exchange for 150 acres, which land was afterward sold by Thomas to JAMES GREER, and Thomas also sold to JOHN GREER, 100 acres and Thomas died intestate, without carrying the contracts into effect, therefore, Rebecca Greer and David Caldwell, and John M'Cord are hereby authorized to execute a deed of conveyance to Arnold Custard, for 100 acres, bounded by Lake Erie, WILLIAM BAIRD, and land of Thomas Greer on the south and east, provided Arnold Custard make and execute a deed for 150 acres bounded by FRANCIS BRAWLY, THOMAS MELON, and on th west by ABRAHAM CUSTARD. and the executors and guardian are authorized to execute a deed to John Greer, for 100 acres, bounded by Arnold Custard, Thomas Greer, dec., and on the west by lands of the PA Population Company. 13 Mar 1815. 119. An act to incorporate a company to make a road commencing where the Flat Rock bridge road intersects the Ridge turnpike road, near ______ ROBINSON's mill, thence up the river Schuylkill to the bridge from the west end of the bridge up the river Schuylkill to the Gulph creek, to Gulph road, near the bridge below the Bird-in-Hand tavern, in Montgomery county. That LEWIS RUSH and JAMES TRAQUAIR, of the city of Philadelphia, JOSEPH STARNE, HORATIO GATES JONES and WILLIAM ALEXANDER, of the county of Philadelphia, ABIJAH STEVENS, LLOYD JONES, CONRAD KRECKBAUM and LEWELLIN YOUNG, of Montgomery county, are hereby appointed commissioners. 13 Mar 1815. 120. An act for the relief of JAMES KEAN, MARY TAYLOR, PETER M'BRIDE and PHILIP JONES. That the state treasurer pay unto James Kean, of Westmoreland county, forty dollars immediately, and an annuity of forty dollars, to commence on 1 Jan 1815, to be paid half yearly during life. That the state treasurer is hereby directed to pay to Mary Taylor, of York county, forty dollars immediately. That the annuity of forty dollars, which was granted to Peter M'Bride, by an act passed 13 Mar 1812, shall be paid to EDWARD DARLINGTON, of Chester county, to provide clothing and diet for Peter M'Bride. That the annuity of forty dollars, which was granted to Philip Jones, by an act passed 19 Mar 1810, shall be paid to PHILIP LANDIS, of Easttown twp., Chester county, to provide clothing, diet and lodging for Philip Jones. 13 Mar 1815. 121. An act confirming the title of ABRAHAM WARFEL, to an island in the river Susquehanna called Willow island. That Abraham Warfel, Lancaster county, shall have a right to improve an island called Willow Island in the river Susquehanna, provided he not obstruct or injure navigation. 13 Mar 1815. 122. An act authorizing WILLIAM SPEER and CLEMENTS BURLEIGH, to convey lands. Whereas, ADAM HOPE, of Mount Pleasant twp., Westmoreland county, died in 1813, seized of a tract of land containing 165 acres, and leaving a widow, two son and five daughters, one of whom intermarried with William Speer, and died leaving 5 minor children, that the administrators of Adam Hope, have contracted to sell the tract of land, and William Spear, guardian of the minors has petitioned to authorize him to join on behalf of his children in the sale and conveyance of the tract, therefore, William Speer, of Fayette county, and Clements Burleigh, of the county of Westmoreland, guardians of MARY SPEER, JANE SPEER, NANCY SPEER, JOSEPH SPEER and JOHN SPEER, are hereby empowered to make a good conveyance of title and estate of the minor children, in the tract of land. 13 Mar 1815. 123. An act for the establishment and regulation of election districts. That each township in the county of Beaver shall be a separate election district, and the electors of Moore twp., shall hold their elections at the house now occupied by THOMAS MOORE, the electors of Hopewell twp., at the house lately occupied by ROBERT WALKER, dec., the electors of Hanover twp., at the house now occupied by JOHN BOYD, the electors of Greene twp., at the house lately occupied by JAMES PRESTON, in Hoakstown, the electors of Ohio twp., at the house now occupied by SAMUEL EWING, the electors of South Beaver twp., at the now occupied by WILLIAM RAYL, the electors of Big Beaver Twp., at the house now occupied by HUGH MARSHALL, the electors of Little Beaver, at the house now occupied by ROBERT MOORE, the electors of North Beaver twp., at the house now occupied by JOHN DUNNAN, the electors of Shenango twp., at the house now occupied by JAMES CLARNACK, the electors of North Seweekly twp., at the house now occupied by JOHN HAZEN, and the electors of New Seweekly twp., at the house now occupied by STANTON SHOLES. That Franklin twp., Westmoreland county, shall be a separate election district, and the electors shall hold their elections at the house now occupied by JAMES HUTCHESON. An act to vest the estate of GIDEON DUNN, late of Delaware county, in his wife. Whereas, Gideon Dunn, of Delaware county, left his family in August, 1799, being at the time possessed of considerable property, that no information has been obtained respecting him since that period, and his wife and children not being able to take and enjoy his property, therefore, all the estate, right and property of Gideon Dunn, is hereby vested in the wife of Gideon, as provided by the intestate laws of this commonwealth, provided that if he should return, this act will be null and void. 13 Mar 1815. 127. An act to authorize JAMES BARTON and GEORGE BIDDIS, to convey water from a spring or stream. Whereas, James Barton and George Biddis, of the town of Milford, Pike county, are the proprietors of a spring in the rear of the town, and can afford a sufficient body of water for the accommodation of all the inhabitants, therefore it may be lawful for them to convey water from the Vandine Kill, into the town of Milford, in logs or pipes and erect hydrants. 13 Mar 1815. 131. An act to provide for the adjustment of military expenditures. That the accountant officers are hereby authorized to settle the accounts of WILSON SMITH, late quarter master general, for accounts paid by him on the order of MAJOR GENERAL MEAD. That the accountant officers are hereby authorized to settle the accounts of ISAAC LYNN, for transporting the baggage etc. of a detachment of militia from Fayette county to the town of Erie, and also the accounts of GEORGE BOYD, for supplies furnished said detachment. That the accountant officers are hereby authorized to settle the accounts of HENRY JARRETT, a captain of a troop of cavalry, late in the service of this commonwealth, dated 27 Aug 1814, for sums of money expended on account of no quarters being provided for his troop, for the time he remained in the service. 13 Mar 1815. RESOLUTIONS 3. Whereas, by agreement, dated 26 Apr 1783, between New Jersey, and this state, to settle the jurisdiction of the river Delaware, and the islands, it provided that the river from Station Point, to the state of Delaware, shall be a common highway, and whereas by an act passed 4 Feb 1815, by New Jersey, to enable DANIEL W. COX, SAMUEL WRIGHT JR., and PETER T. SMITH, to erect a wing dam in the river to connect Yard's island with the main land at Bloomsbury, and is in direct violation of the agreement, therefore, the governor of this state is directed to transmit a copy of the resolution to be laid before the legislature of New Jersey. 21 Feb 1815. 4. PA continues mindful of the revolutionary services of COMMODORE BARNEY, and in consideration of these services and of the signal exertions and good conduct at Bladenburg in August last, in defence of the capital of the United States, therefore, Commodore Barney, is hereby authorized to procure sword with devices and emblems similar to the one presented to him in 1782. 4 Mar 1815.
