Complaint made by Joseph Hays, the father of William E. Hays, aged under 14 
years; the child should be placed in the House of Refuge.  Testimony given by:
     Joseph Hays of Pittsburgh, the father of sd William.  He stays out at 
night and keeps bad company and is beyond the control of the informant.
     E. Blakley of Pittsburgh testified the same
