Complaint made before E. Lynch, Alderman of the City of Pittsburgh by John 
Mulherron, father of John T. Mulherron, an infant under the age of 13 years.  
Child incorrigible for some length of time and should be committed to House of 
Refuge.  Testimony supported by Jeremiah Regan (his mark).
