Humenbarger, Police Magistrate of the City of Allegheny, by Emma Shinn of Allegheny, mother of Charles Walter Troy, born May 20, 1883. Father of said infant has been dead over eight years. Charles will not obey, steals, runs away from home, strikes deponent, associates with vile and vicious companions. Address: rear of 7 Belmont St., Allegheny City Mrs. Emma Elwell and Mrs. Marcie Redman depose that the complaintant's statements are true. (Mrs. Elwell lived at 1010 Beaver Ave. & Mrs. Redman at 73 Beaver Avenue, Allegheny.) Additional Comments: Notes made upon the boy's arrival at the Pennsylvania Reform School, Morganza: Charles Walter Troy, No. 5690, Division F. Father dead. Mother remarried to Wm. Shinn, a steamboat steward living at rear of 7 Belmont Street, Allegheny, Pa. Sent here for disobedience. Says stepfather ill treated him. Description: Height: 5'6"; weight 123 pounds. Brown hair, gray eyes, medium complexion, pug nose. Age: 16 on May 22, 1899; received May 24, 1899. Born: Ohio of American parentage. Catholic. Stepfather intemperate, mother not intemperate. Parents do not own property. 1 older brother, 2 younger brothers, 1 older sister. Can read and write. Swears, lies, steals. Does not use tobacco. Is not intemperate. Has not been arrested before.
