Complaint made before P. McKenna, Police Magistrate of City of Pittsburgh, by 
George Wagner, Inspector of Police of Pittsburgh.  Benny Cutler should be 
committed to reform school; uncontrollable, etc.
   John Dean of 3428 Brereton, 13th Ward, Pittsburgh, a patrolman on the 
Pittsburgh Police Force, deposes that Benny Cutler has been arrested several 
times for vagrancy and goes by the name of Benny the Robber and has been 
arrested by other officers for stealing.  The Police have frequently tried to 
find his parents.
   George Wagner Sr. res. Greenbush St., 32nd Ward Pittsburgh.  Deposes that 
the boy has been arrested for vagrancy and stealing frequently.  Have made 
every effort to find the boy's parents but could not find them.  
   Andrew Lew resides at 2421 Wright's (?) Alley and is Sergeant of Police at 
Central Station House, Pittsburgh.  Has been sent to Jail several times by the 
Magistrate with the hope that his parents would call for him.  They never did.

Notes made at the time of the boy's arrival at Pennsylvania Reform School, 
Morganza:
   Benj. Cutler, No. 5673, Division E.  Parents dead.  Has been living with 
Uncle, Marsh Milnik, a shoemaker living at 1932 Fifth Ave., Pittsburgh, Pa.
   Sent here for staying out late at night on the streets.
   Description: height, 5' 1/2"; weight, 108 pounds.  Black hair, brown eyes, 
dark complexion.  Scar from cut 1" long above right eye, thick lips.  One 
vaccine mark on left arm.
   Age 16 on Apr. 27, 1899; received Apr. 4, 1899.  Born in Russia of Jewish 
parentage.  Church: Jewish.  2 younger brothers, 1 younger sister.  Can read & 
write.  Swears, lies, steals, uses tobacco.  Is not intemperate.  Has been 
arrested before.
