Brown buwbrown@comcast.net November 25, 2008, 4:04 pm Complaint made before Fred Wahlschmidt, Police Magistrate of Allegheny City, by Joseph and Barbara Kastl, parents of Frank Kastl, a minor born Sept. 16, 1897 (sic). Frank runs away from home, steals, lies and associates with vile and vicious companions. Uncontrollable and disobedient. Address: Spring Hill, Allegheny City. F.M. Krieg and Fred Bergman depose that they are acquainted with Julius and Barbara Huber (sic), parents of Frank Huber. Additional Comments: Notes made upon the boy's arrival at Pennsylvania Reform School at Morganza: Frank Kastl, #5738, Division A. Parents living in Robinson Row, Spring Hill, 7th Ward, Allegheny, Pa. Father, Joseph Kastel, a stone mason. Sent here for running away from home, disobedience. Description: height, 4' 3 1/2"; weight, 72 pounds. Brown hair, gray eyes, dark complexion, scar under lower lip from rough cut. Age: 12 on Sept. 16, 1899; received Aug. 12, 1899. Born Penn. of German parents. Catholic. Father intemperate, mother not intemperate. Parents do not own property. 2 younger brothers, 2 younger sisters. Can read and write. Swears, steals, uses tobacco. Does not lie, is not intemperate.
