Waggoner, Inspector of Police for the 1stDistrict of Pittsburgh, concerning Isidore Cutler of Pittsburgh. Knows the boy to be a thief & vagrant; he has been arrested for the same and sent to jail often with the hope that the parents would call for him. Have been unable to find them. Thomas Sterck, Police Sergeant at Central Police Station, deposes the same. James O'Hara of 269 Dinwiddie St., Pittsburgh, poice patrolman, knows the boy to be on the streets & sleeping in hallways at night. Have arrested him for stealing. Knows these other officers have searched for the parents and cannot find them. Additional Comments: Notes made upon the boy's arrival at the Pennsylvania Reform School at Morganza: Isidore utler, No. 5665, Division D. Parents dead. Boy has been living with his aunt, Mrs. Fennenbum, living at Corner of Dinwiddie & 5th Ave., Pittsburg, Pa. Sent here for stealing a shirt from in front of a store on Smithfield St. Description: Height, 5 ft. Weight, 94 pounds. (Jewish) Dark hair, dark brown eyes, dark sallow complexion; two vaccine marks on left and four on right arm. Scabby head. Age: 16 on Feb. 13, 1899. Received Mar. 22, 1899. Born Russia ofJewish parentage. 1 older brother, 1 younger brother; 1 younger sister. Illiterate. Swears, lies, steals, uses tobacco; has been arrested before. Is not intemperate.
