Brown buwbrown@comcast.net December 22, 2008, 7:10 pm Complaint made before Humphrey Lynch, Alderman of the City of Allegheny, by Josep[h and Frances Messmer, parents of Joseph Messmer, a minor born Dec. 26, 1888. The minor is under the age of 11 years, cannot be controlled by his parents, will not obey, will not go to school. Runs away from home and associates with vilw companions. George W. Gerwig of 60 Liberty Street, Allegheny, and John Morrow of California Avenue, Allegheny, testified that they knew the parents of Walter Messmer and they spoke the truth. Additional Comments: Notes made upon the boy's arrival at the Pennsylvania Reform School at Morganza: Walter Messmer, #5706, Division A. Parents living at 11 Clay Alley, Toad Hill, 11th Ward, Allegheny, Pa. Fathr, Joseph Messmer, drives a beer wagon. Sent here for not going to school; disobedience. Description: Height, 4' 3 1/4"; weight 60 pounds. Brown hair, gray eyes, medium complexion. Age: 11 on Dec. 26, 1899; received June 22, 1899. Born in Prussia of German parents. Catholic. Parents not intemperate; own no property. 5 older brothers, 3 younger brothers; 1 older sister. Illiterate. Swears, lies, uses tobacco. Does not steal, is not intemperate.
