Brown buwbrown@comcast.net January 28, 2009, 7:42 am Complaint brought before B. McKenna, Police Magistrate of the City of Pittsburgh, by Morgan J. Conley, police officer of Pittsburgh. James Welsh, a minor, resides at 711 Carson Street, South Side Pittsburgh. He arrested said minor for stealing a pocket book from a woman on the street. Have seen him around the street at all hours. He has a vagrant life. I notified the parent and she said she did not care what was done with him, that she could not do anything with him. George H. Waggoner of 63 Greenbush St. 32nd Ward, Pittsburgh, deposes that Welsh has been arrested before. He is on the streets at all hours and leads a vagrant kind of life, sleeping in hall ways and such places. His parents were notified and paid no attention to notice. William McShane, who lives on 13th St. S.S., Sergeant of Police, deposes that Welsh has been arrested for stealing a pocket book from a woman on Smithfield St. His parents have been notified and paid no attention to notice. Additional Comments: Notes made upon the boy's arrival at Pennsylvanis Reform School at Morganza: James Welsh, No. 5734, Division B. Parents living. Father, Pat Welsh, absconded about one year ago. Mother, Mrs. Mary Welsh, a washerwoman living at 39 West Carson St., Pittsburgh SS, Pa. Sent here for helping to steal pocketbook from a lady in Smithfield St. Description: Height 4'5 1/2"; weight 70 pounds. Dark hair, hazel eyes, dark complexion, pug nose. Small scar above inner corner of left eye. One vaccine mark on left arm. Aged 13 on Sept. 3, 1899; received Aug. 8, 1899. Born Penna. of Irish parentage. Catholic. Father intemperate, mother not intemperate. Parents do not own property. 1 older brother, 3 younger brothers, 1 younger sister. Can read and write.
