Complaint before Mayor of City of Pittsburgh by Ann Gordon of Pittsburgh, half 
sister and only guardian living of Fanny Turner, who was born in Orange County, 
Virginia, in November 1844.  Defendant is vicious and inclined to destroy 
personal property, commits petit larcenies, will not attend school.  Totally 
beyond the control and management of the complaintant.
