Land, Justice of the Peace. by J.W. Guy, Burgess of Oakdale, and Mrs Maggie Foster of Oakdale that Robert Peters is incorrigible and has no parents or guardian. He has been received at various times into homes of charitable persons. Refuses to go to school and is not amenable to discipline. Mrs Maggie Foster deposes that she has taken said Peters into her house but cannot do anything with him. He has slept in her barn four different times since. When she tied to aid him he would not go to school and is incorrigible. Additional Comments: Notes made at the time of the boy's commitment to Western Pennsylvania Reform School at Morganza: Robert Peters, #5655, Division C. Parents dead. Stepfather William Leggett living at Toms Run (Federal P.O.), Allegheny Co., Pa. Has been living with different people about Oakdale, last with Mr. Cunningham. Sent here for not behaving himself at places where he stayed, not going to school. Description: Height 4' 9 1/4"; weight 83 pounds. Brown hair, blue eyes, dark complexion, freckled. One vaccine mark on left arm. Age: 12 Feb. 2, 1899; received Feb. 11, 1899. Born Penna. of American parentage. Presbyterian. 4 younger sisters. Can read & write. Swears, lies, steals.
